The meeting was brought t= o order by vice chairman Paul Gagnon at 7:40 p.m. Chairman Yarmo is sick with pneum= onia reports Mr. Gagnon. = &nb= sp;

HEARINGS:

Map 30, Lot 218, Pamela & Craig Eri= ckson, 27 South Shore Drive – BOA is Requesting input on proposed addition t= hat will be located within the WCD/BOA Case #2307

This case could not be he= ard due to a lack of a quorum. Mrs. Wakefield recused herself from participating in this case due to a conflict= of interest. It was rescheduled = to Wednesday, April 20, 2005, 7:30 p.m. at the municipal building.

Mr. Gagnon announced that= there is one opening for a permanent member on the Commission, and there are a co= uple of openings for alternate members.

ADMINISTRATIVE:

Bill McDevitt, 17 Lane Ro= ad, Pelham, came before the Commission to be considered a member of the Land Stewardship Committee. Mr. Mc= Devitt voiced his concerns for the environment and would like to lend his support = to the parcels of land that have stewardship easements on them; he would like = to be involved in the planning stages. He says the town has some “terrific” pieces of land.

MOTION: (Dadak/Edwards) to appoint Bill Mc= Devitt to the Stewardship Committee.

VOTE 4-0 in the affirmative to name Mr. McDevitt to the Stewardship Committee.

REPORT FROM LAND STEWARDSHIP COMMITTEE CHA= IRMAN

Deb Waters, chairman, gav= e a report on the progress of the land stewardship committee. (Mr. Dadak joined other members) She was appointed to the land stewardship committee about 6 months ago.&= nbsp; The purpose of the committee is to develop a stewardship plan for the lands that are managed by the Conservation Commission. Deb said there are 2 pieces of lan= d that were acquired sometime ago; she wasn’t sure that the present members = were aware of them. The first parc= el she spoke of was the Dunlap easement on Marsh Hill Road consisting of 17 acres in 1985. In 2001 there was a one-acre donat= ion on Debbie Drive= . These two parcels are in addition = to the 5 parcels that the town acquired through the efforts of the Conservation Commission. Deb is looking for direction and plans for the following parcels:

EASEMENTS:

Dunlap - suppose t= o be monitored on a yearly basis and report back to the Society for Protection o= f NH Forests. She will complete the paperwork for 2004-2005.

<= st1:address w:st=3D"on">Debbie Drive – A stewa= rdship plan will be formulated.

Wolvin Pa= rk – Boundaries need to be marked, stonewall repairs made and some clean= up work. Deb is suggesting we co= ntact the company who worked on the gas line easement and have them come back to = pick up the debris.

Little Island Pond – There was a workday this past Saturday. Eight volunteers installed the LCH= IP sign and built the footbridge at the entrance of the park. There still needs to be work blazi= ng the trails and laying them out. An opening ceremony for the public is planned for mid May. One issue with the monitoring of t= his parcel is that LCHIP requires a report yearly. The next work session is April 23<= sup>rd at 8 a.m.

Calitri Family Conserv= ation – A stewardship plan is still in the making. West Environmental is completing their report. The = area is in a holding pattern. Three of the four boundaries have been located said Mr. Gagnon. The fourth point = is still not known.

Fernette Property = – Located on Hinds Lane needs a lot of work, cleanup, etc. The fire chief has recommended gates at = the access point to keep vehicles from going in. The sandpit needs to be resolved; it’s been delayed due to the winter months. A site walk is planned for May to = review the property and plan out on how to deal with the various aspects of the stewardship plan and is just getting underway.

Costa Property: This needs boundary markings. More= work is planned in the fall on this parcel.&nbs= p; Mr. Gagnon suggested that Deb contact Dan Cyr, town forester, who co= uld blaze the property before the leaves come out. All the monumentation has been loc= ated.

Deb reported that there w= as a joint meeting with the forestry committee on February 26^th.

Dan Cyr was present. He runs Baystate Forestry Services= and has been hired by the forestry committee to develop plans for the town lands. He indicated he would = be willing to bring in the Conservation properties under his management if we = were willing to do that. The town’s forestry committee won an award from the state recently. Deb would like the forestry commit= tee involved and let them make recommendations for forestry plans.

MOTION: (Edwards/Dadak) (Authorize the Stewardship Committee to work with the Forestry Committee on the forestry p= lans on conservation properties, specifically hire Dan Cyr, town forester, to develop the forestry plans). VOTE: 4-0 in the affirmative.

Deb said there are two possibilities for grant money for Stewardship activities. The PSNH (Public Service of New Hampshire grants monies every 6 months for environmental type projects. It’s like a competition as y= ou have to apply said Deb. The M= oose plate is another fund that supports stewardship activities. Mr. Gagnon asked if her committee = was willing to step up and do some grant writing. Mr. Gagnon suggested we align ours= elves with the recreation department, i.e., Darren McCarty. He said the AMC Club has grant mon= ey available to put trails in. D= arren may have some information on this.

OLD BUSINESS:

Mrs. Wakefield gave a syn= opsis of the wetlands brochure that she has been working on. The brochure is to educ= ate people what a wetland is, what a wetland-conservation district is and what = you can and cannot do around a wetland. Mr. Gagnon said initially the brochure be made available to persons living near prime wetlands as a starting point. Mr. Dadak suggested that the brochures be available at the real-estate offices. The brochure is almost ready for p= rint.
