ZONING BOARD OF ADJUSTMENT SITE WALK

The Chairman, Mr. Peter McNamara, called the meeting to order at approx. 9:00 am.

Others present:

Planning Director Jeff Gowan, Peter Zohdi, Engineer, Roland Soucy, Building Inspector, the property owners joined the meeting = and several abutters were also in attendance.

After Peter McNamara open= ed the meeting, Mr. Zohdi explained that the location of the corners of the propos= ed building had been marked with paint and/or stakes to help the Board visuali= ze the amount of proposed encroachment in the WCD. He explained that he had shifted the building footprint about 10 feet to the West since the plan he = had presented to the Board and that the markers on the site reflected that alte= ration (to lessen WCD impact slightly). Once the site walk attendees observed the marked corner closest to <= st1:Street w:st=3D"on">Livingston Road, we proceeded to the corner that would encroach into the WCD.

There was discussion abou= t the recent flooding and the highest point it reached on the existing building w= hich was described as “one foot up on the glass door” which is locat= ed at the back of the current building.

An abutter, Mike Grant, e= xpressed his concern that building the structure in the proposed location would disp= lace more flood water onto his and other parcels in the area which are already impacted by flooding, especially in events like those recently experienced.= He stressed that he is not against a new building going up, but that it should= be done in a way that does not impact the water handling capacity of the prope= rty.

Mr. Zhodi explained that = NHDES site specific requirements and Pelham regulations required that pre and post development runoff must be the same with no increase caused by the developm= ent.

Mr. Grant stressed his id= ea of locating the parking under the proposed building and suggested that “= FEMA liked that idea”. Several suggestions were voiced by several attendees including putting parking under the building, paving the parking with pervi= ous pavement to reduce run-off and relocating the building closer to Atwood Road. The latter possibility= was answered by Mr. Zohdi as impractical because the regulations require specif= ic set backs from the road.

Dave Hennessey commented = that he felt the building being located in the WCD may not be a problem if the plan= and its drainage was designed right.

Jeff Gowan discussed perv= ious pavement and how it is becoming increasingly popular. He said that Univ. of NH is leading the charge toward th= is technology and that they conduct tours of a test site located at their facility. Mr. Hennessey said = he had toured the facility and that he was impressed with what he saw.

Paul Gagnon echoed the op= inion that the building should be shifted towards Atwood to get it out of the WCD.

Peter McNamara reminded a= ll in attendance that the Board members are not charged with designing the projec= t, only to consider the variance request to allow the structure to encroach on= the WCD. The design issues would = be discussed at the Planning Board level.

The attendees looked at a= catch basin along Livingston behind the Post O= ffice loading dock. Roland Soucy examined the pipe leading out of the catch basin towards Route 38 and described it as a 36” pipe. Peter Zohdi said he would shoot the elevations of the existing drainage structures in the immediate vicinity to confirm how they sit relative to Beaver Brook.

Several abutters again re= minded the Board of their concerns with drainage and flood storage.

The meeting was adjourned= at approximately 10:30 am.
