PLANNING BOARD MEETING

November 27, 2006

The Chairman Bill Scanzan= i called the meeting to order at 7:3= 0 pm.

ABSENT:

Paddy Culbert, Robin Bo= usa, Ken Dunne, Alternate James McManus, Alternate Paul Dadak, Alternate Bob Yarmo=

Mr. Scanzani informed that the Board would dis= cuss proposed amendments to the Zoning. It was the Board’s intention to hold the first public hearing regarding the proposed changes during the second regular meeting in December.

DISCUSSION

Discussion of proposed Zoning Ordi= nance questions for March Annual Town Meeting

Article XI – Signs – minor changes were proposed in 307-69 Sign Definitions and Restrictions (Area, Awning Sign, Changeable Copy Sign, Charitable).

There was a proposed chan= ge to ‘O’ Electronic Changing Sign – this was proposed to be ca= lled Electronic Messaging Displays and included restrictions to: Operational Limitations, Minimum Display Time, Message Change Sequence, size, number of displays allowed, permit required. <= /span>

There was a proposal to a= dd ‘Group Sign’ which would be used to indicate businesses in a multi-tenant situation. Four restrictions were added to this new section.

Minor language was added = to ‘GG – Roof Sign’.

The Fees section was also= updated with increased permit fees. <= /p>

Mr. Gowan will make the c= hanges discussed for the next meeting.

Section 307-13 – Additional Lot Size and Street Access Requirements – Mr. William Hayes, 9 Pinewo= od Drive discussed his experience and explained that he had been approached (by citizens) to submit a petition warrant article, but he would rather work wi= th the Board to try and reach a consensus.&nb= sp; A copy of the proposed draft was given to Board members to review. Mr. Hayes said the proposed langua= ge would address the issue of environmentally sensitive areas (i.e. steep slop= es and ledge). The sections amen= ded were: 307-13,A; 307-13,B; and 307-13,C.&nb= sp; The Board discussed the proposed changes. Mr. Gowan said he would have Health Deputy Paul Zarnowski, the Town’s engineering review firm and Town Counsel John Ratigan review the language.&= nbsp;

Article V – Permitted Uses – Mr. Gowan noted that Automobile Repair Facilities was not in the Table of Uses. There was a brief discussion regar= ding where facilities would/would not be allowed.

Variances- Section D – expiration of special exceptions and variances – Mr. Gowan said he discussed with Town Counsel John Ratigan regarding . There was= a brief discussion regarding this section.&n= bsp; Mr. Gowan will work with the language and separate out Special Exceptions and Variances.

Article IX – Senior & Elderly Housing – Mr. Scanzani began by reviewing the minor changes to the language. He then read aloud the proposed ch= anges to Section 307-52 Site Requirements; the entire section was replaced with proposed language. There was further discussion regarding the proposed language.

The Zoning proposals will= be scheduled for a public hearing in December.
