<p class=3DMsoNormal>Dan Blais of TF Moran is seeking an expedited minimum =
impact
wetland application for <span class=3DGramE>construction/work</span> at the
bridge on <st1:Street w:st=3D"on"><st1:address w:st=3D"on">Gumpus Hill Road=
</st1:address></st1:Street>.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>Currently there is a stone box cul=
vert
that has started to fail.<span style=3D'mso-spacerun:yes'>&nbsp; </span>The
current width of the bridge is 14&#8217; 9&#8221;.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>The completed work will widen the =
road
to 26 feet. <span style=3D'mso-spacerun:yes'>&nbsp;</span>Vehicle and pedes=
trian
traffic will be able to travel over the road during construction; there wil=
l be
a temporary coffer dam put in place with a temporary impact to the wetland =
<span
class=3DGramE>of 186 s.f</span>.<span style=3D'mso-spacerun:yes'>&nbsp;&nbs=
p;
</span>The construction will include a &#8220;Shea wall system and include =
guard
rails.<span style=3D'mso-spacerun:yes'>&nbsp; </span>There will be 532 s.f.=
 of
permanent impact.</p>

September 29<sup>th</sup> in <st1:place w:st=3D"on"><st1:City w:st=3D"on">M=
anchester</st1:City></st1:place>.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>Several workshops are being presen=
ted
including storm water management, effects of the widening of I-93, conserva=
tion
design for sub-divisions, getting your community involved, traffic studies,
etc.<span style=3D'mso-spacerun:yes'>&nbsp; </span>Chairman Gagnon asked if
members would respond to member Dadak on who is interested in attending and=
 he
will make the arrangements.<span style=3D'mso-spacerun:yes'>&nbsp; </span>T=
here
is no cost involved.</p>

<p class=3DMsoNormal><o:p>&nbsp;</o:p></p>

<p class=3DMsoNormal>Chairman Gagnon is currently involved with Planning Di=
rector
Jeff Gowan and Planning Board member Tim Doherty in putting language togeth=
er
for a warrant article that addresses more flexibility for sub-division desi=
gns that
will include more open space. <span style=3D'mso-spacerun:yes'>&nbsp;</span=
>The
warrant article will define new zoning and would allow developers to meet a=
 new
set of criteria called &#8220;conservation sub-division&#8221;.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>A developer has already come in wi=
th a proposed
conservation/sub-division plan.<span style=3D'mso-spacerun:yes'>&nbsp; </sp=
an>The
problem is, said chairman Gagnon, is that we haven&#8217;t put the language
together and we haven&#8217;t put it on the ballot as yet.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>Townspeople have not had a chance =
to
vote on it.<span style=3D'mso-spacerun:yes'>&nbsp; </span>This particular
developer is &#8220;ahead of their time&#8221; said chairman Gagnon.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>The developer wants to have a joint
meeting with the Conservation Commission, Zoning Board and the Planning Boa=
rd
to discuss their proposal.</p>

<p class=3DMsoNormal><o:p>&nbsp;</o:p></p>

<p class=3DMsoNormal>A letter was read by chairman Gagnon that had been rec=
eived from
Joe Maynard of Benchmark Engineering.<span style=3D'mso-spacerun:yes'>&nbsp;
</span>In brief, the letter states that Mr. Maynard cannot attend the meeti=
ng
this evening but makes reference to the attached copies of a sub-division t=
hat
he is working on for Mrs. Stadtmiller.<span style=3D'mso-spacerun:yes'>&nbs=
p;
</span>The letter goes on to say they are working on a 12-lot sub-division =
on
approximately 29 acres of land, that at the August 6<sup>th</sup>, 2007 con=
ceptual
planning board meeting and showed the board two proposals:<span
style=3D'mso-spacerun:yes'>&nbsp; </span>(a) A conventional sub-division wi=
th
approximately 2, 400 ft. of road; and (b) An open space sub-division with
reduced roadway frontage.<span style=3D'mso-spacerun:yes'>&nbsp; </span>The
open-space sub-division has the same number of lots on approximately 1,500 =
ft.
of road and preserves approximately 14 acres of open space. <span
style=3D'mso-spacerun:yes'>&nbsp;</span>Benchmark Engineering will be seeki=
ng a
variance for reduced frontage on 11 of the 12 lots.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>The lots meet all other zoning
regulations.<span style=3D'mso-spacerun:yes'>&nbsp; </span>The joint meetin=
g has
been scheduled for <st1:date Year=3D"2007" Day=3D"6" Month=3D"9" w:st=3D"on=
">September
 6, 2007</st1:date>.<span style=3D'mso-spacerun:yes'>&nbsp; </span>The lett=
er
goes on to state that they would like members of the Conservation Commissio=
n to
attend this meeting in order to offer input on their proposal.<span

out to members in order that they can study them for the up-coming meeting =
on

<p class=3DMsoNormal>Member Loosigian announced that she had been involved =
in a 2<sup>nd</sup>
water testing on Long Pond with one more planned for the beginning of
September.<span style=3D'mso-spacerun:yes'>&nbsp; </span>Phosphorus <span
class=3DGramE>are</span> the nuisance in ponds and lakes said Lisa and a te=
st
came back and looks pretty good.<span style=3D'mso-spacerun:yes'>&nbsp;
</span>All the results were average and one was low she said.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>There were 4 phosphors tests done.=
<span
style=3D'mso-spacerun:yes'>&nbsp; </span>The results were compared to last =
year&#8217;s
readings and were much better this year and could be attributed to a low ra=
in
fall this year whereas before heavy rains washed into the pond.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>Some people were suggesting that p=
ersons
living around the pond might be doing a better job by using low phosphors
products.<span style=3D'mso-spacerun:yes'>&nbsp; </span>The beach was not c=
losed
this year.<span style=3D'mso-spacerun:yes'>&nbsp; </span>Lisa was in contac=
t with
the Parks and Recreation Department with their concern of bacteria at the p=
ond
as one of the swim instructors had a rash.<span style=3D'mso-spacerun:yes'>=
&nbsp;
</span>The state came down and tested the water and was unable to find
anything.<span style=3D'mso-spacerun:yes'>&nbsp; </span>Lisa had been conta=
cted
by Parks and Rec after the state did their testing and she in turn contacted
DES and they said they didn&#8217;t need her that they would do it themselv=
es.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>Lisa said she would contact DES fo=
r a
copy of their findings.<span style=3D'mso-spacerun:yes'>&nbsp; </span>Recent
correspondence from the state said that there was substantial improvement of
the water quality over last year.<span style=3D'mso-spacerun:yes'>&nbsp;
</span>They attribute it to the homeowners being more aware of the products
that are safe to use near the water.<span style=3D'mso-spacerun:yes'>&nbsp;
</span>The Long Pond Water Association put out a 3-way folded brochure to
lakefront owners said chairman Gagnon.<span style=3D'mso-spacerun:yes'>&nbs=
p;
</span>There is a copy of the brochure in the planning office.</p>

<p class=3DMsoNormal><o:p>&nbsp;</o:p></p>

<p class=3DMsoNormal>Member MacKay was concerned that just because the water
tests were more favorable this year, that pond front residents not become
complacent for next year as it could be a case that the low water/rain fall
might have been the contributing factor in the quality and nothing that the
homeowners had done and therefore become careless next year.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>Long Pond has a continuing severe =
infestation
of milfoil according to member Dadak </p>

<p class=3DMsoNormal><o:p>&nbsp;</o:p></p>

<p class=3DMsoNormal>Member Loosigian says that there are some typing error=
s on
the wetlands brochure that had been passed out at the last meeting.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>She will contact the chairman by p=
hone
to point out the problems so that the brochure doesn&#8217;t go to the prin=
ter
that way.</p>

<p class=3DMsoNormal><b style=3D'mso-bidi-font-weight:normal'>FORRESTRY MAN=
AGEMENT
REPORT</b>:</p>

<p class=3DMsoNormal>Deborah Waters, chairman of Forestry Management presen=
ted an
update on work that has been accomplished through the efforts of the
Stewardship workers.<span style=3D'mso-spacerun:yes'>&nbsp; </span>She show=
ed
