between the ZBA, Planning Board and Conservation Commission regarding a
proposal to do a &#8220;conservation sub-division&#8221; on this property.<=

style=3D'mso-spacerun:yes'>&nbsp; </span>Member Dadak reported that the ZBA=
 did
not support the variance/waivers for the frontage on 9 of the 12 lots.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>The case came in front of the Plan=
ning
Board as a more conventional plan, requiring 4 small wetlands crossing, sti=
ll
having 12 build able lots.</p>

<p class=3DMsoNormal>A site walk is to be conducted by the Conservation
Commission on <st1:date Year=3D"2007" Day=3D"6" Month=3D"10" w:st=3D"on">Sa=
turday,

 a.m.</st1:time><span style=3D'mso-spacerun:yes'>&nbsp; </span>Member Edwar=
ds
will contact Jen at the planning office so that Joe Maynard and J.R. Gauthi=

can be notified about the site walk.</p>

<p class=3DMsoNormal>PRESENTATION:<span style=3D'mso-spacerun:yes'>&nbsp;
</span>Mark West of West Environmental presented his report on the prime
wetland study for 2007.<span style=3D'mso-spacerun:yes'>&nbsp; </span>This =
study
has been ongoing for 2-3 years now.<span style=3D'mso-spacerun:yes'>&nbsp;
</span>He is now before the Commission to get some better direction from the
Conservation Commission and to perhaps take a step back and look at the big=
ger
picture of the town and the inventory of its wetlands.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>When he started the work he ordered
stereo aerial photography from 2004.<span style=3D'mso-spacerun:yes'>&nbsp;
</span>Some of the photography of the town was from 1991.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>Mr. West reports that there are be=
tween
71 and 72 wetlands in Pelham.<span style=3D'mso-spacerun:yes'>&nbsp; </span=
>No
one wetland stands out to him he said, but one that deserves looking at is =
east
of the upper Golden Brook Wetland, which is an existing prime wetland and t=
hen
there are several other wetlands that he previously looked at.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>Mr. West said that Planning Direct=
or
Jeff Gowan is in the process of getting some upgraded wetland maps for the =
town
from NRPC. Member MacKay has been working with Jeff in the preparation of t=
he
map overlays. <span style=3D'mso-spacerun:yes'>&nbsp;</span>What Mr. West w=
ould
like to do based on the Commission&#8217;s input, is a real inventory map e=
ven
though there won&#8217;t be any field work done on them.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>This would help to make the decisi=
on of
what we want to do for 2007-2008.<span style=3D'mso-spacerun:yes'>&nbsp;
</span>If we have a completed inventory map it would benefit the Commission=
 in
the future for going forward for all of our wetlands.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>Mr. West does not believe that an
inventory of the wetlands has ever been done.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>Mr. Gagnon asked what is it that w=
e are
trying to accomplish.<span style=3D'mso-spacerun:yes'>&nbsp; </span>He said=
 we
don&#8217;t just want to get knowledge for the sake of having knowledge jus=
t to
know what all the prime wetlands are; I&#8217;m going to say for the moment=
, it
isn&#8217;t any good to us unless we are going to do something with that
information.<span style=3D'mso-spacerun:yes'>&nbsp; </span>Mr. Gagnon said =
unless
there is another &#8220;no brainer&#8221; right behind this lower Beaver Br=
ook
no-brainer, then it sounds like we should do the inventory with the thought
being that we can apply that information when we are doing sub-division rev=
iews
and we can use it as sort of a guiding star and for what wetlands we declar=
e as
prime wetlands in the future.<span style=3D'mso-spacerun:yes'>&nbsp; </span=
>Mr.
West said there is newer information coming along, the coverage he has right
now is from photos that were taken in 1991.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>He said a lot has happened in Pelh=
am
since 1991.<span style=3D'mso-spacerun:yes'>&nbsp; </span>Putting the infor=
mation
on the 2005 photography is not a big expense to do this work.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>He will be talking with Jeff Gowan=
 as it
may be able to be done by NRPC as part of their services that they provide =
us.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>Mr. West said if that is not possi=
ble
then the people that he works with can provide this for about $600.00.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>He said that is not using a ton of=
 our
budget to do some big planning.<span style=3D'mso-spacerun:yes'>&nbsp;
</span>Then some decisions can be made of whether we want to link up some
existing prime wetlands, is that one of our goals or do we want to go after=
 the
next largest wetlands and how many we could afford to do based on the budge=
ts
over this year and next year.<span style=3D'mso-spacerun:yes'>&nbsp; </span=
>Do we
want to focus on the large stream systems because they&#8217;re important as
far as flowing into these prime wetlands?<span style=3D'mso-spacerun:yes'>&=
nbsp;
</span>Another question is whether we want to focus on systems that may have
rare plant communities. <span style=3D'mso-spacerun:yes'>&nbsp;</span>Mr. W=
est said
he cannot give a price on doing any work until an inventory is done and he
knows what the size of these wetlands are.</p>

<p class=3DMsoNormal><o:p>&nbsp;</o:p></p>

<p class=3DMsoNormal>Mr. Gagnon said if I hear you right we can get that ma=
p by
the next meeting for $600.00.<span style=3D'mso-spacerun:yes'>&nbsp; </span=
>Mr.
West answered yes if he could do it with his consultant.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>Mr. Gagnon said you&#8217;re assum=
ing
NRPC can&#8217;t do it for us.<span style=3D'mso-spacerun:yes'>&nbsp; </spa=
n>Mr.
West said if they can&#8217;t, and he&#8217;s not assuming they can&#8217;t=
, if
they can and they have monies put aside to do environmental mapping which is
what Jeff (Gowan) indicated to him then he would have to show NRPC what he =
has
and show them what he wants.<span style=3D'mso-spacerun:yes'>&nbsp; </span>=
Mr.
West said that we have a contract/budget and he is willing to merge some of=
 his
money/time into the regional planning commission if it&#8217;s cheaper to d=
o it
that way.</p>

of West Environmental delivered his report to document the evaluation of
Wetland #41, lower Beaver Brook, within the Town of <st1:City w:st=3D"on"><=
st1:place
 w:st=3D"on">Pelham</st1:place></st1:City>, NH.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>This booklet is a follow-up study =
to the
previous studies conducted in 1987 and 2000.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>West Environmental recommends Wetl=
and
#41 be nominated as a prime wetland candidate for designation by Pelham to =
the
NHDES Wetlands Bureau.<span style=3D'mso-spacerun:yes'>&nbsp; </span>After =
review
of the booklets by members of the Conservation Commission they will be
delivered to the appropriate boards/agencies, i.e.,<span
style=3D'mso-spacerun:yes'>&nbsp; </span>Board of Selectmen, NH DES Wetlands
Bureau.<span style=3D'mso-spacerun:yes'>&nbsp; </span>Mr. West&#8217;s
recommendation includes:<span style=3D'mso-spacerun:yes'>&nbsp; </span>&#82=
20;The
Pelham Conservation Commission should engage the Pelham Planning Board in t=
his
process and a warrant article should be crafted per RSA 482-A:15 for local
Prime Wetland Designation.&#8221;</p>
