MINUTES

CALL TO ORDER

PLEDGE OF ALLEGIANCE

PRESENT:

Mr. William McDevitt, Mr. Victor Danevich, Mr. Haro= ld Lynde, Mr. Jean-Guy Bergeron, Mr. Richard Derby

Mr. Tom Gaydos, Town Administrator, members of the = press and general public.

The Chairman, William McDevitt, opened the meeting at approximately 6:30 pm.

Mr. McDevitt said that the Selectmen had been contact= ed by a number of residents in the Tina Avenue area relative to concerns about work t= hat was being done in that vicinity. As of today, The State of New Hampshire (who is responsible for wetlands) visite= d the area and is working with the Town to bring things to a conclusion. If residents would like additional information, they can contact the Selectmen.

The Board entered into a non-public session at approx= imately 6:38 pm. Also present was Mr. Gaydos.

The Board returned to public session at approximately= 6:45 pm.

ANNOUNCEM= ENT

Mr. McDevitt announced the hiring of Mr. Darren McCar= thy as the Park & Recreation Director effective April 30, 2004. Mr. McCarthy and his family are a= nxious to move into the community and begin.

MOTION:=

(Lynde/Danevich) To hire Mr. Darren McCarthy as the= new Park & Recreation Director for the Town of Pelham, effective April 30, 2004.

NEW BUSIN= ESS

Priority = Planning Session

Mr. McDevitt said a few weeks ago the Selectmen began discussion regarding long-range planning of the priorities for the year. He said each Board member contrib= uted items for inclusion onto composite list.&= nbsp; The Selectmen reviewed the list; related items were combined together. Mr. Bergeron recus= ed himself from all discussions related to junkyards.

It was decided to begin prioritizing the items on the= list by assigning a preliminary category as follows:

A – ‘Front burner’, very frequent u= pdates, BOS interaction within next 30 days

B – Near term activity projects, monthly or bi-= monthly updates, BOS interaction within next 60 days

C – Longer term projects, updates as required, = BOS interaction 60+ days (have some time to work)

D – Delegated, BOS overseeing completion, updat= es provided by Town Administrator as required

* See attached for preliminary list (which will be re= vised as items are completed, or new items are brought forward).

Mr. McDevitt said that the ‘A’ list items= would be scheduled for discussion.

Miscellan= eous discussion

Mr. Bergeron said he spoke with Mr. Steve Williams (N= RPC) regarding the Tallant Road Bridge closure and conducting traffic impact counts. He reported that a traffic survey= would be done as to how the Town would be affected whether the bridge was partia= lly, or completely closed. He bel= ieved the report should be available for the May 4, 2004 meeting. He noted that Mr. Williams was also scheduled to discuss the traffic study for the Town Center on May 4, 2004. He ended by saying there would be= no additional cost from NRPC for the reports.

TOWN ADMINISTRATOR’S/SELECTMEN’S REPORTS

Mr. Danevich reminded people that the April Madness e= vent would take place April 16^th at Pelham Fish & Game; tickets = cost $20 and are available for purchase at the Police Department. He reported that the raffle drawi= ng for the Pelham Skate Park would be done at April Madness 10pm.

Mr. Lynde had no report.

Mr. Bergeron gave his report during Miscellaneous discussion.

Mr. Derby had no report.

Mr. McDevitt said that the Garden Club would continue planting flowers in front of the old Library and would be doing so Saturday morning.

Mr. McDevitt noted that when the Board returned, afte= r the non-public session, the Board would not take any other action publicly, ex= cept to seal the minutes of the non-public session and to adjourn the meeting.<= span style=3D'mso-spacerun:yes'> The Board entered into a non-publ= ic session at approximately 9= :10 pm. Also present was Mr. Gaydos. It was noted that Mr. Bergeron wo= uld be excused during any discussions pertaining to junkyards.

The Board returned to public session at approximately= 10:15 pm.
