CALL TO ORDER

The Chairman, William McDevitt, opened the meeting at approximately 6:30pm.

MINUTES RE= VIEW

October 12, 2004

MOTION:<= o:p>

(Danevich/Derby) To approve the October 12, 2004 meeting = minutes as amended. <= /p>

VOTE:

(4-0-0) The motion carri= ed.

The amendment to the minutes was a follows: top of pag= e 4 (Regional Transit Request) add the following sentence: ‘Mr. Bergeron requested that the Board wait to vote until the next week.’

OPEN FORUM=

Ms. Jennifer Correa, 13 Wilshire Lane, representing a ne= w non-profit organization called Friends of Pelham Children, met with the Selectmen to request use of Lyons Field for an award ceremony for participants completing the Tot Soccer program. She s= aid the organization had worked with Park & Recreation Director Darren McCa= rthy and Town Administrator Tom Gaydos; because they are a separate organization from the Town they procured an insurance policy. The tracked food tickets; less tha= n 125 tickets were sold. It was reiterated that this was a private organization requesting use of the Field, there would be no cost to the Town.

Mr. Lynde arrived.

Mr. Bergeron asked if the group was advised to come to= the Selectmen. Ms. Correa said th= ey first reviewed the Pelham= Elementary School w= hich didn’t work out, therefore they were requesting the use of Lyons Field. Mr. Bergeron said he w= ould like to hear from Mr. Gaydos, or Mr. McCarthy for this, or any future requests. Mr. McDevitt said he received an e-mail from Mr. McCarthy, who raised concerns, that had been addressed. There was further discussion regarding the request.

(Danevich/Derby) To permit the Friends of Pelham Children’s use of Lyons Field on Sunday, October 23, 2004.

ANNOUNCEME= NT – TAX RATE

The Department of Revenue Administration informed that= the Town’s tax rate would be $29.85

($ per thousand) : $6.65 – Town ; $15.96 –= local school rate ; $5.23 state school rate ; $2.01 - county

Mr. Lynde noted that there had been a 6.8% increase fr= om last year’s rate. He re= viewed the figures and discussed what areas had changed.

APPOINTMEN= T(S)

Sue Hovling – Regional Transportation

Mr. McDevitt said the Selectmen were given a presentation/proposal for regional transportation and agreed to have Senior Center Director Sue Hovling come in to discuss transportation and if Pelham= has a need for it.

Senior Center Director Sue Hovling began by saying that there was definitely a need for transportation in Pelham. She was delighted to find out that Pelham ‘fell’ into the Rockingham Regional Transportation area.= She discussed the history and note= d that she had been attending meetings for three years regarding transportation; grants and other avenues of money had been pursued. The group was pretty sure about receiving FTA grant (coming in 2005), but needed matching funds ($2800 for = the first year; totaling $8000 over three years). She said the Town could revisit the program in a year to see how it was working. Ms. Hovling explained that she rec= eived calls weekly from people needing transportation and the fact that the progr= am would be a good investment. <= /p>

Mr. Bergeron was satisfied, based upon Ms. HovlingR= 17;s recommendation.

Mr. McDevitt believed the next step would be for the Selectmen would be to either place it in the budget, or a warrant article.<= span style=3D'mso-spacerun:yes'> He said assuming it would be a war= rant article, he asked Ms. Hovling to work with Mr. Gaydos. Ms. Hovling said most of the commu= nities were placing a warrant article with ‘Selectmen recommendation’.

Mr. Derby asked if Senior’s bus would be used. Ms. Hovling said that would be a separate program she would bring to the Selectmen if it was pursued.

Fire Chief= Fisher – Federal Acceptance of Hazardous Mitigation Plan<= /p>

Fire Chief E. David Fisher presented the Selectmen wit= h the final Town of Pelham Hazardous Mitigation Plan that had been signed by the Town a= nd reviewed/signed by the Federal Government.= The plan will stay in affect until it is rewritten, updated and chan= ged; it is recommended for revisions/Federal Government submission every five years.

E-911 Upda= te

Fire Chief E. David Fisher provided a report regarding= the E-911 process (street number/name changes). At the present time all information gathered has been forwarded to the Communication Department in Concord. Chief Fisher was hopeful that the project would be complete by the f= irst of the year; the Selectmen will be notified. It was noted that the project would include street re-naming (of sound-alike streets) and all streets would be re-numbered (in 50ft. intervals). The entire project would be done all at one time.

Mr. Bergeron discussed the importance of homeowners nu= mbering their house for safety response.

Homeland S= ecurity Grant

Fire Chief E. David Fisher said the Town received an opportunity to apply for a $25,937 grant through Homeland Security to be ab= le to duplicate the communication (digital) system (repeater & radio to transmit to it) currently at the Police Station. The communication system would all= ow the departments to communicate with each other, as well as others statewide. To the best of Chief Fisher’s knowledge, the grant would have no impacts to the Town. He said the paperwork had to be submitted by Thursday.

Mr. Danevich said he would like the opportunity to rev= iew the document.

There was further discussion regarding how the communi= cation system could benefit the Town. Mr. McDevitt signed the document; the Selectmen were asked to contact the Fire Chief if they had any objections. =

Police Chi= ef Haglund – Operations Update

Deferred to the non-public session.

TOWN ADMINISTRATOR’S REPORT / SELECTMEN’S REPORTS=

Mr. Bergeron said he requested the Secretary to pull t= he (Town Center) back up information from October 6, 2003 so the Selectmen could review. He said he would try his best to g= et the Town onto the state’s ten year plan.= He announced that the next meeting of the Merrimack Regional Water District would be held Thursday. Mr. Bergeron announced that the Senior Center would hold their Harvest Fair on Saturday, October 23, 2004. He ended by saying that NRPC Execu= tive Director Steve Williams would meet with the Safety Committee (Monday October 25, 2004) to review the analysis from the Town Center.

Mr. Derby said the Budget Committee would finish the Town’s budget process and would begin the School budget beginning next week.

Mr. Danevich said he had been approached by a Town emp= loyee to seek endorsement/support of the Selectmen to hold a Christmas party (off site) that would be open to employees and their spouses. There was no objection by the Sele= ctmen for the employees to continue efforts to organize a Christmas party (tentat= ively December 18, 20= 04). He then reported that the Planning= Board had met to begin the process of reviewing possible Subdivision Regulations.= He said one item the Planning Board discussed was accepting contributions toward Park & Recreation, rather = than open space contained within subdivisions because of the difficulty of maintenance. He said the Sele= ctmen should attend one of the meetings, if they were interested in voicing an opinion.

Mr. Lynde informed that the Park & Recreation Advi= sory Committee met; the Tot Soccer program was successful; items that were discussed: brush cutter, warrant article to create a special revenue fund (a place to collect money for items not budgeted for – under the control= of the Town), lodge at Raymond Park being reviewed for loss prevention. He ended by announcing the end of = the St. Patrick’s Girls soccer season.&n= bsp;

Mr. McDevitt said during the last discussion regarding= the Bergeron Junkyard license application he had mentioned that the Board should pursue the possibility of extending the Pennichuck water line down to the a= rea; discussions are proceeding, there are a lot of hurdles. The next step is for Pennichuck to= meet with DES to discuss the availability of funds.

The Board entered into a non-public session at approximately 7:= 30 pm. Also present was Mr. Gaydos.

The Board returned to public session at approximately = 8:05 pm.
