Mr. Danevich said the Selectmen had been advised by t= he Police Chief that Mr. McCarthy was ‘switch-shift’ and would be unavailable to attend the meeting. Mr. McCarthy would be introduced at the next meeting.

Announcem= ent regarding Muldoon Park

Parks & Recreation Director Darren McCarthy submi= tted an announcement that stated the playing fields at Muldoon Park may not be use= d by any teams for any reason until on/or about May 1, 2005; notice will be pos= ted when fields can be used. Any questions were directed to the Park & Recreation Department.

Signing of Collective Bargaining Agreement with Pelham Firefighters, Public Works and Municipal Employees

Three Representatives came forward to sign the agreem= ents and witness the Selectmen’s signature of the Collective Bargaining Agreement with Pelham Firefighters, Public Works and Municipal Employees.<= span style=3D'mso-spacerun:yes'>

RESIGNATI= ON – Bob Sherman – Park and Recreation Advisory Board<= /u>

Mr. Bob Sherman submitted a resignation letter from t= he Park and Recreation Advisory Board due to meeting date conflicts with the Budget Committee (to which he was also a member).

Mr. Paddy Culbert was seeking reappointment. He discussed his fifteen years of= experience and what the Board had worked on and accomplished during the past year. He had no conflict of interest th= at would come before the Planning Board.&nbs= p;

Mr. Kenneth Dunne discussed his background and why he= felt his experience would be an asset to the Planning Board. He outlined an approach that may = help streamline the review of plans submitted to the Town. He had no conflict of interest th= at would come before the Planning Board.&nbs= p;

Ms. Christine Medeiros was seeking appointment to the Planning Board because of her interest in what was going on in the Town. She had no conflict of interest t= hat would come before the Planning Board.&nbs= p; She said in reviewing a plan she would research the regulations and= review the impacts/ramifications it would have to the Town.

Mr. Alfio Torrisi said being a local builder he belie= ved his twenty-five year experience would benefit the Planning Board. He informed that he had a pending= appeal regarding a Planning Board decision, but said he would step down from the = board if it came up at a meeting. = Mr. Danevich confirmed that the current appeal was open litigation. Mr. Torrisi answered yes. He then discussed how subdivision= s were reviewed and what he felt the priorities were.

Parks and Re= creation Advisory Board:

Mr. Andrew Vanti was seeking reappointment because he= felt there were some additional items he would like to work on. He discussed the accomplishments = during the past year and reviewed the areas he would like to see improved. He felt the shot-term goal would = be to get Raymond Park going. He s= aid the biggest challenge was going to be getting volunteers since the budget had = been cut.

Mr. Robert Blinn was seeking reappointment because th= ere were projects he would like to see completed such as an additional field a= nd parking at Muldoon. He discu= ssed the accomplishments of the past year.&nbs= p; He felt the most significant problem for the coming year was the budget.

Ms. Cindy Brunelle discussed her reasons for seeking appointment to the board. She informed that she was the Treasurer of the local Moms Club and believed she could help coordinate volunteers. In the next year she would be will= ing to help research available grant monies.&nbs= p;

Ms. Andrea Dube discussed her interest in being a par= t of the board. She would like to= focus on improvements to Muldo= on Park. Being an accountant Ms. Dube felt= she may be able to help with funds being spent in the best possible way.

Ms. Elizabeth Fontanella discussed the reasons she was seeking reappointment to the board, such as working toward getting a gym.<= span style=3D'mso-spacerun:yes'> She said over the past year she h= elped with obtaining grant money and wanted to continue. She felt working within the budget (since it was cut) would be the most difficult obstacle to overcome in the coming year.

Mr. Michael Larson said he was seeking appointment to= the board so he could get involved with the community. He felt the board should focus on= the current/future facilities. <= /p>

Ms. Christine Medeiros discussed why she was interest= ed in being appointed to the Board. She felt the biggest challenge would be reviewing the programs given the appro= ved budget.

Mr. George Saurman discussed his experience and why i= t would be effective and beneficial to the board.= He felt one of the important items would be to open Raymond Park, cleaning up PVMP as well as the parking at Muldoon. He discussed the possible connect= ion from Muldoon to Nashua Ro= ad and felt it was feasible. Mr. Gaydos discussed the fact that funding was available for the construction = of the fields at Raymond Park. =

Nashua Regional Planning Commission:<= /o:p>

Mr. Leo Thibeault said he has been appointed to a thr= ee-year term, but because the members had applied during the same year the terms w= ere staggered. He said he would like to continue representing the Town as he had been doing over the past two years. He discussed NRPC’s involve= ment with the Town and felt they were/would be supportive of Town needs.

Ms. Christine Medeiros said she was interested in loc= al government and how the Town related to the region. She thought her business backgrou= nd may be an asset. Mr. Gleason ask= ed if Ms. Medeiros had given consideration to the Board of Adjustment. Ms. Medeiros discussed her education/skills and said she would help out where she was needed.

Mr. Robert Molloy discussed the reason he submitted h= is application. He felt the com= mission could guide the Town in its relation to other communities in the region. Mr. Danevich asked if Mr. Molloy = had given consideration to working with other Town boards. Mr. Molloy said if not NRPC, he w= ould be pleased to be considered for other boards, such as the Board of Adjustment.

Position Sou= ght Unknown:

Mr. Kevin O’Sullivan said he and his wife purch= ased their home two years ago and one of their goals was to volunteer in the community. He said he may be helpful on the Board of Adjustment. He said he would have no conflict with items coming before the board. Mr. Lynde gave a brief explanation of the Board of Adjustment’s role. Mr. O’Sullivan said he woul= d make his decisions based upon the information provided at the meetings. If someone were to contact him ou= tside the meeting, he believed he had the ability to understand what type of conversation would be appropriate. = He said ethics was extremely important and took the Town and the government seriously.

Fire Station= Building Committee:

Mr. Charlie Mooskian said he applied for the board be= cause he felt membership should be even between residents and fire personnel. His background is in residential = and commercial construction, which he felt would be an asset to the committee.= He said the only other board he s= erved on was the Sherburne Hall Committee. He had no pre-conceived notions regarding the plan. He said whatever was constructed,= he would like it to last for a long time.&nb= sp;

Mr. James Hogan discussed his interest in the committ= ee and how his experience would be beneficial.&n= bsp; He is not only an attorney, but also a president of a bank and an E= MT/paramedic. He was open-minded to what had to= be done, keeping cost in mind. = He understood the current deficiencies.

Mr. Kenneth Eaves said he resided in the Town for man= y years and being a concerned citizen wanted to see the project done properly. He is a Master Electrician in bot= h New Hampshire and Massachusetts with a lot of experience with projects of varying size. He recognized something had to be= done, and realized the Town needed public safety.

Sherburne Ha= ll Committee:

Mr. William McDevitt said when he was on the Board of Selectmen, he was the Selectmen’s Representative to the Sherburne Ha= ll Committee. When his term exp= ired he was not officially on the committee and therefore was seeking appointment.= He was interested in the appointm= ent because he felt it was a tremendous opportunity to refurbish the hall. He pointed out that there was als= o an opportunity for people to have naming rights.

Budget Reconsiderations

Mr. Gaydos said there had been several meetings with Department Heads to discuss the budget with respect to the default budget.= He said each department was curre= ntly doing maintenance, and not taking on any new projects. He said the Highway Department= 217;s budget was difficult to predict, but the Highway Road Agent had indicated = that several projects would be deferred to next year. He briefly discussed the Police Department budget and the Assessing budget. He said that the budgets be revie= wed often and recommended that $112,000 be removed from the Highway Department’s Community Block Grant and diverted to the Police Department. The Police Depar= tment would continue to operate on a maintenance budget until May or June, at wh= ich time they would be able to bring back a lot of the cuts they were anticipa= ting (i.e. School Resource Officer). Mr. Gaydos then recommended that an additional $10,000 be moved to the Assessi= ng Department to accommodate the additional costs of the consulting crew pick= ing up the additional building. = He asked that the Selectmen set some time aside at the next meeting for the F= ire Department, Police Department, Park & Recreation and Assessing to make= a presentation of where they were headed.&n= bsp;

Mr. Gaydos said the Selectmen had a decision to make regarding fireworks for the July 4^th celebration. The fireworks company needed a commitment (in the form of a $5000 check) by Thursday, March 31, 2005. Mr. Gaydos said an additional $20= 00 was being requested for additional services in connection with the July 4^=
th celebration.

The three requests were: 1) move $112,000 from the Hi= ghway Department budget to the Police Department for the default budget; 2) move $10,000 from the Highway Department to the Assessing Department to continue with ‘pick ups’; 3) $5000 for July 4^th fireworks and additional $2000 for additional services at the July 4^th celebration.

Mr. Gleason asked that a detailed list be kept of the transfers, items put aside and eliminated. He didn’t want to create the impression to the people (reside= nts) that a default budget was easy. He did not recommend the fireworks.

Mr. Bergeron felt emergency services were important.<= span style=3D'mso-spacerun:yes'> He did not support the funds for = the fireworks.

Mr. Domenico asked if any of the deposit for the fire= works was refundable. Mr. Gaydos a= nswered no. Mr. Domenico said it was= a difficult situation. He wanted to try = to obtain private funding. Mr. = Gaydos reiterated that a check was needed by the end of the month (by Thursday).<= /p>

Mr. Lynde asked if the discussion was solely for the fireworks. Mr. Gaydos unders= tood that the request was $5000 for fireworks and $2000 for associated costs. Mr. Danevich confirmed the only t= hing under consideration at this time was the $5000 for the fireworks.

Mr. Danevich asked if School Resource Officer would be reinstated if the $112,000 was transferred to the Police Department. Police Chief Haglund (who was sea= ted in the public) said the officer would probably be put in place in May, 2005.<= span style=3D'mso-spacerun:yes'> Mr. Danevich discussed the situat= ion and reiterated that the Selectmen were being asked to allocate certain funds.<= span style=3D'mso-spacerun:yes'> He noted that the Assessing Depar= tment generated a majority of revenue and supported the transfer of funds. Mr. Gaydos said it was anticipate= d there would be additional costs that would arise at a later date. Mr. Lynde wanted to be clear, tha= t even with the transfer of the money to the Police Department, they would not be servicing the Town at the level that was needed.

Revaluati= on

Mr. Gaydos said he had met with representatives of the Department of Revenue Administration (‘DRA’) - Assessing Burea= u to find out what their position would be based upon the Town’s circumstance. He indicated t= o the DRA that it would be difficult for the Town to come up with the money to d= o the revaluation; a response has not been received. When a response is received, Mr. = Gaydos will report to the Selectmen.

Junkyard = License Applications – Scheduling Public Hearing

Mr. Bergeron asked to step down. Mr. Danevich and the other Select= men didn’t feel it necessary for Mr. Bergeron to step down because the Selectmen were= only discussing the scheduling of a public hearing. Two applications had been receive= d, one of which had additional background work to be completed. The first public hearing would be scheduled in two weeks. Mr. = Lynde questioned if there would be a problem having the public hearing after Apr= il 1^st. Mr. Gaydos didn’t feel ther= e would be a problem, as long as the applications were received by April 1^{st<=
/sup>. He said if a junkyard was found t=
o be
out of compliance, the Town would notify the state, who would pull the
registration.}

Hawker/Pe= ddler/Itinerant Vendor’s License – Bruce Burnham – Jose Hot Dog

Mr. Gaydos provided a brief history. He said originally the Town indicated to Mr. Bruce Burnham (owner Jose Hot Dog) that he needed a Hawker/Peddler license. Subsequently the Town changed its position and indicated other perm= its were required. He said there= were two separate issues: 1) hawker/peddler license; 2) site plan review. He said in compliance Mr. Burnham= had made application for a hawker/peddler license; the owner of the land would= be applying for an amended site plan. The site plan regulations were being reviewed. Mr. Danevich confirmed that the P= lanning Director, Police Chief, Health Officer and Mr. Gaydos had reviewed the application and were in concurrence. The recommendation was that the Selectmen sign off on the Hawker/Pe= ddler license for Jose Hot Dog, which must be renewed every thirty days.

The Selectmen discussed the license and what constitu= ted an itinerant vendor. Mr. Gaydos= said the license was independent of where they were going; the applicant qualif= ied for the license, with the exception of where they are parked, which was be= ing addressed. He said part of t= he issue was that the Town originally indicated that there was no need for si= te plan review; Jose Hot Dog made improvements based upon recommendations of = the Town. He said this fell unde= r the Hawker/Peddler category because the vendor had the ability to move. There was further discussion rega= rding the application for license. The Town was working with the property owner so they could be brought into compliance.

CMA Repor= t – Tire Dump

Mr. Danevich said a report had been received from CMA regarding the tire dump. He = asked if there was any objection by the Selectmen to make it a public document available for down load on the web. There was no objection. Mr. Danevich highlighted some of the information contained in the document. It was noted by Mr. Gaydos that t= he tire dump could be viewed as a separate issue from constructing the soccer fields.

Priority = List

Mr. Danevich said the priority list would be reviewed= at the next meeting.

TOWN ADMINISTRATOR’S REPORT / SELECTMEN’S REPORTS

Mr. Gleason said he had discussions with Mr. Gaydos regarding his appointment as the representative to the Budget Committee. He asked that the Selectmen start= the budget process quickly and begin with the departments doing their default budget up front to be used as a base for next year. He also wanted to minimize the nu= mber of warrant articles for next year.

Mr. Lynde informed that the Park & Recreation Adv= isory Board met and was well attended. He said the items that generated the most discussion were the budget and the fields at Raymond Park.

Mr. Bergeron said he and Mr. Gaydos met with a representative from the office of John Sununu on March 16, 2005 at which time they discu= ssed the Town center traffic information. He said he spoke with DOT Commissioner Carol Murray who would follow up regar= ding the project.

Mr. Domenico said he was beginning an outline of how communication could be improved between the Selectmen and other boards, as= well as between the Selectmen and the public.&= nbsp;

Mr. Gaydos said he would like to meet with the new Se= lectmen to go over his performance review and objectives for the upcoming year.
