Jean-Guy&#8217;s Used Cars &amp; Parts, Inc. at <st1:Street w:st=3D"on"><st=

 w:st=3D"on">180 Marsh Road</st1:address></st1:Street> and had filled out a
complete application and was inspected by the various departments that deal
with such inspections.<span style=3D'mso-spacerun:yes'>&nbsp; </span>He sai=
d the
Pelham Fire Department on <st1:date Month=3D"3" Day=3D"29" Year=3D"2005" w:=
st=3D"on">March
 29, 2005</st1:date> inspected the property and felt it complied with the
applicable codes and standards.<span style=3D'mso-spacerun:yes'>&nbsp; </sp=
an>The
only note was that two fire extinguishers were overlooked from last
year&#8217;s service, but had been brought into compliance.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>Mr. Gaydos said Health Officer Paul
Zarnowski submitted a letter that indicated he inspected the property and f=
elt
there had been great improvements regarding the runoff and erosion control =
on
the site.<span style=3D'mso-spacerun:yes'>&nbsp; </span>It was noted that v=
acuum
systems had been implemented for the extraction of fluids from vehicles
resulting in no uncontrollable spillages; this system was demonstrated for =
Mr.
Zarnowski.<span style=3D'mso-spacerun:yes'>&nbsp; </span>A point of entry
filtration system for the water supply had been put in place, current testi=
ng
for the water supply had been received and appeared to be within acceptable
limits.<span style=3D'mso-spacerun:yes'>&nbsp; </span>Building/Code Inspect=
or
Roland Soucy indicated he had inspected the property and recommended that t=
he
current licenses be renewed.<span style=3D'mso-spacerun:yes'>&nbsp; </span>=
Mr.
Gaydos said a letter had been received by Weston Solutions, Inc. who was wo=
rking
on behalf on the Department of Environmental Services (&#8216;DES&#8217;).<=
span
style=3D'mso-spacerun:yes'>&nbsp; </span>The report was lengthy and the
conclusion indicated that a number of water supply wells where MtBE was fou=
nd
to meet or exceed the requirements had decreased over the last year from 9 =
in
March, 2004, to 6 in July, 2004 to 5 during this sampling effort in Novembe=
r,
2004.<span style=3D'mso-spacerun:yes'>&nbsp; </span>Overall Weston Solution=
s wanted
to continue the sampling.<span style=3D'mso-spacerun:yes'>&nbsp; </span>Mr.
Gaydos said based on the Town inspector&#8217;s reports and the conclusions
from the State don&#8217;t indicate any obstacles to <span
style=3D'mso-spacerun:yes'>&nbsp;</span>the renewal of the license.<span
style=3D'mso-spacerun:yes'>&nbsp; </span></p>

<p class=3DMsoNormal><o:p>&nbsp;</o:p></p>

<p class=3DMsoNormal>Mr. Domenico noted that the Weston report indicated th=
ey
were unable to collect samples from nine residences due to resident
coordination issues.<span style=3D'mso-spacerun:yes'>&nbsp; </span>Mr. Gayd=
os
said historically, there had always been a certain percent of households th=
at
weren&#8217;t available when the testers came.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>He said overall if there was a pro=
blem
in a household, they would make several attempts to come back.<span
style=3D'mso-spacerun:yes'>&nbsp; </span></p>

<p class=3DMsoNormal>Mr. Danevich said he liked the inclusion of the checkl=
ist
supplied by the Fire Department. <span style=3D'mso-spacerun:yes'>&nbsp;</s=

<p class=3DMsoNormal>Mr. Ray Belleville, <st1:Street w:st=3D"on"><st1:addre=
ss
 w:st=3D"on">176 Marsh Road</st1:address></st1:Street>, who abutted
Jean-Guy&#8217;s Used Cars &amp; Parts opposed the issuance of a full year
license.<span style=3D'mso-spacerun:yes'>&nbsp; </span>He said he was in co=
ntact
with Weston Solutions and inquired about the well readings, the response he
received was that Mr. Bergeron wouldn&#8217;t allow them on his property and
would hire his own firm.<span style=3D'mso-spacerun:yes'>&nbsp; </span>He s=
aid he
then contacted the DES who informed that one well read 1450 parts of MtBE.<=
span
style=3D'mso-spacerun:yes'>&nbsp; </span>He said he noticed since the Sprin=
g that
his readings had increased and was now over the 13 parts per billion safety
standard set by the state.<span style=3D'mso-spacerun:yes'>&nbsp; </span>Mr.
Belleville said Mr. Bergeron had been brought to court and was found guilty=
 of
negligence in the operation of the junkyard.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>He said on the first day of court =
Mr.
Bergeron&#8217;s business was visited and there was nothing parked in front=
 of
the gates, however there were now two transport trucks parked outside the
gates.<span style=3D'mso-spacerun:yes'>&nbsp; </span>Mr. Belleville didn&#8=
217;t
feel a full license should be granted until the entire matter was cleaned.<=
span
style=3D'mso-spacerun:yes'>&nbsp; </span>He said his land was contaminated =
and his
house value had decreased.<span style=3D'mso-spacerun:yes'>&nbsp; </span>He=
 said
when asked in court, Mr. Bergeron said he didn&#8217;t know where the
contamination came from.<span style=3D'mso-spacerun:yes'>&nbsp; </span>He s=
aid
the 1450 parts per billion would eventually seep into his well because he w=
as
downhill from Mr. Bergeron. </p>

<p class=3DMsoNormal>Mr. Jean-Guy Bergeron of Jean-Guy&#8217;s Used Cars &a=
mp;
Parts, Inc., <st1:Street w:st=3D"on"><st1:address w:st=3D"on">180 Marsh Roa=
d</st1:address></st1:Street>,
said he hired Nobis <span style=3D'mso-spacerun:yes'>&nbsp;</span>to test t=
he one
well in his home and two wells on his business property.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>He believed one well currently rea=
d .02
and two were .08 which was like not having MtBE.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>He said there were six or seven we=
lls
drilled just above bedrock; one of which was removed (along with soil) that=
 had
low numbers, however after it was done, the numbers skyrocketed.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>Mr. Bergeron said while the case w=
as in
court it was found out that Weston Solutions (and Mr. Ricker) were making an
agreement to also be hired by opposing counsel to testify against him.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>He said he asked the state if he c=
ould
hire someone other than Weston Solutions (Mr. Ricker) to do work at his
facility and the state agreed; therefore, Mr. Bergeron hired Nobis who was
currently doing the testing.<span style=3D'mso-spacerun:yes'>&nbsp; </span>=
</p>

<p class=3DMsoNormal><o:p>&nbsp;</o:p></p>

<p class=3DMsoNormal>Mr. Bergeron discussed the manner in which water was b=
eing
pumped and disbursed above bedrock on his property.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>He said in bedrock, water could co=
me
from just about anywhere.<span style=3D'mso-spacerun:yes'>&nbsp; </span>He =
noted
that the court case was being appealed in the Supreme Court.<span
style=3D'mso-spacerun:yes'>&nbsp; </span></p>

<p class=3DMsoNormal><o:p>&nbsp;</o:p></p>

<p class=3DMsoNormal>Mr. Danevich questioned if trucks were being parked ou=
tside
the fence after business hours.<span style=3D'mso-spacerun:yes'>&nbsp; </sp=
an>Mr.
Bergeron said in 1986 Pelham took Jean-Guy&#8217;s Used Cars &amp; Parts to
court and said it was the opinion of the justice that he was allowed to do =
what
he was doing at the facility.<span style=3D'mso-spacerun:yes'>&nbsp; </span=
>He
said the ruling was public record.<span style=3D'mso-spacerun:yes'>&nbsp;
</span>Mr. Danevich asked if there was any objection to keeping the trucks
behind the fence.<span style=3D'mso-spacerun:yes'>&nbsp; </span>Mr. Bergeron
noted that the two trucks in question were for sale and didn&#8217;t expect
they would be there for long.<span style=3D'mso-spacerun:yes'>&nbsp; </span=
>Mr.
Danevich asked if Mr. Bergeron would be amenable to keeping the trucks behi=
nd
the fence to keep up the appearance of the residential area.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>Mr. Bergeron agreed to move the two
vehicles in question.<span style=3D'mso-spacerun:yes'>&nbsp; </span></p>

<p class=3DMsoNormal><o:p>&nbsp;</o:p></p>

<p class=3DMsoNormal>Mr. Gleason questioned who contracted Weston Solutions=
 and
if they were acting in the capacity of a state appointed agency.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>Mr. Bergeron said Weston worked fo=
r the
state and as of last year they worked for both the state and Mr. Belleville=
&#8217;s
counsel.<span style=3D'mso-spacerun:yes'>&nbsp; </span>Mr. Gleason asked if=
 the
state documented (and informed Weston of their approval) their approval to =
have
someone else test Mr. Bergeron&#8217;s site.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>Mr. Bergeron said Ms. Sara Kirn wa=
s the
DES coordinator for the area and believed there were two or three companies
that did similar work for the state.<span style=3D'mso-spacerun:yes'>&nbsp;
</span>Mr. Gleason said if access was denied to Weston, they couldn&#8217;t
have done a thorough review of the property.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>Mr. Bergeron said the Board didn&#=
8217;t
have the numbers for <span style=3D'mso-spacerun:yes'>&nbsp;</span>his three
wells, but indicated he didn&#8217;t have MtBE.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>Mr. Gleason said the lack of evide=
nce
was a missing piece of the puzzle.<span style=3D'mso-spacerun:yes'>&nbsp;
</span>Mr. Gaydos noted it was normal to be behind and pointed out that the
information being reviewed was from November, 2004 and the information from=
 the
tests taken in 2005 wouldn&#8217;t be available until June or July, 2005.<s=
pan
style=3D'mso-spacerun:yes'>&nbsp; </span>He said the Selectmen would see the
report when it was produced at which time the state would pass judgment and=
 the
Selectmen had the right to suspend licensing and hold a set of hearings per=
 the
Health Ordinance.<span style=3D'mso-spacerun:yes'>&nbsp; </span></p>

<p class=3DMsoNormal><o:p>&nbsp;</o:p></p>

<p class=3DMsoNormal>Mr. Domenico asked if there were monitoring wells on M=
r.
Bergeron&#8217;s property.<span style=3D'mso-spacerun:yes'>&nbsp; </span>Mr.
Bergeron believed there were seven monitoring wells (15ft.-20ft. deep) above
bedrock (close to his septic system) and three artesian wells.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>Mr. Domenico questioned who was
responsible for remediation if contamination was found in surrounding
wells.<span style=3D'mso-spacerun:yes'>&nbsp; </span>Mr. Bergeron said if
contamination was above 13 parts per billion the state would notify the per=
son
and provide bottled water until a filtration system could be installed.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>The state funds the effort.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>Mr. Bergeron said he chose to pay =
for
his own systems which were checked every three months.<span
style=3D'mso-spacerun:yes'>&nbsp; </span></p>

<p class=3DMsoNormal><o:p>&nbsp;</o:p></p>

<p class=3DMsoNormal>Mr. Gleason questioned if vehicles other than the two
vehicles (for sale) mentioned earlier would be parked in front of the
fence.<span style=3D'mso-spacerun:yes'>&nbsp; </span>Mr. Bergeron said the =
1986
court ruling allowed retail vehicles to be in front.<span
style=3D'mso-spacerun:yes'>&nbsp; </span></p>

<p class=3DMsoNormal>Mr. Belleville discussed the bedrock wells and said on=
e of
which had a reading of 7000 parts of MtBE, which he believed Mr. Bergeron w=
as
upset by this and didn&#8217;t want Weston conducting the tests.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>He said his home was still highly
contaminated and would take years to settle.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>He felt a temporary license was al=
right
and wanted Mr. Bergeron to take responsibility.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>Mr. Gleason questioned what Mr.
Belleville wanted Mr. Bergeron to do.<span style=3D'mso-spacerun:yes'>&nbsp;
</span>Mr. Belleville said Mr. Bergeron was doing some things.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>He said Mr. Bergeron still
wouldn&#8217;t admit the MtBE came from his property.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>He said the property was cleaned u=
p when
the court reviewed the site and wanted it kept like that all the time.<span
style=3D'mso-spacerun:yes'>&nbsp; </span></p>

<p class=3DMsoNormal><o:p>&nbsp;</o:p></p>

<p class=3DMsoNormal>Mr. Bergeron discussed the 7000 number.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>He said there was a well that was
removed (along with 3 or 4 loads of material in a ten-wheeler) that had low
numbers, and when they were done, the numbers were high.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>He said recently, after he hired N=
obis
the monitoring wells were reviewed and found to have broken pieces.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>He paid to have extensions put on =
with
covers and locks to ensure the tests were conducted properly.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>He said he was doing everything he=
 could
to comply.<span style=3D'mso-spacerun:yes'>&nbsp; </span></p>

<p class=3DMsoNormal><o:p>&nbsp;</o:p></p>

<p class=3DMsoNormal>Mr. Danevich summarized that the Selectmen had a compl=
eted
application; all criteria with the Fire Department inspection had been met =
and
was recommended for renewal; the Health Inspector had <span
style=3D'mso-spacerun:yes'>&nbsp;</span>conducted his inspection and recomm=
ended
renewal; the Building/Code Inspector had reviewed and recommended renewal;
Weston had completed a partial review of the property and noted the situati=
on
had improved (by the state implemented program) over the last twelve
months.<span style=3D'mso-spacerun:yes'>&nbsp; </span>Mr. Danevich said the
ordinance allowed three courses of action: 1) approve; 2) deny; or 3) grant=
 a
90-day license.<span style=3D'mso-spacerun:yes'>&nbsp; </span>Mr. Gaydos
discussed the regulations regarding the 90-day license and said the Board w=
ould
have to be specific regarding what items had to be addressed including crit=
eria
for such.<span style=3D'mso-spacerun:yes'>&nbsp; </span>It was noted if the
Selectmen renewed a license and obtained data at a later date they would ha=
ve
the right to re-open the application.<span style=3D'mso-spacerun:yes'>&nbsp;
</span></p>

<p class=3DMsoNormal>Mr. Domenico wanted the opportunity to review the 1986
justice ruling as well as obtain the on-site test results for both the moni=
toring
and artesian wells.<span style=3D'mso-spacerun:yes'>&nbsp; </span>Mr. Gleas=
on
said he had three concerns: 1) new analysis; 2) 1986 analysis; and 3) data =
from
the well removed.<span style=3D'mso-spacerun:yes'>&nbsp; </span></p>

<p class=3DMsoNormal>Mr. Gaydos suggested that Mr. Gleason and Mr. Domenico=
 have
a conference with Ms. Sara Kirn of the<span style=3D'mso-spacerun:yes'>&nbs=
p;
</span>DES to guide them through the reports.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>Mr. Gleason wanted to ensure due
diligence and preferred information in writing.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>Mr. Gaydos said he would try to se=
t up a
meeting prior to the next Selectmen meeting.<span

isn&#8217;t provided, however there was a consent decree of 1997 entered in=
to which
contained nine items reviewed by the inspectors.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>He said the certified plot plan ha=
d been
provided to the Town, however he would have to locate it.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>Mr. Gaydos said the Fire Department
conducted an inspection on <st1:date Month=3D"4" Day=3D"7" Year=3D"2005" w:=
st=3D"on">April
 7, 2005</st1:date> and discussed the items needing compliance; the Fire
inspector returned to the site on <st1:date Month=3D"5" Day=3D"9" Year=3D"2=
005"
w:st=3D"on">May 9, 2005</st1:date> and had indicated the items were complied
with.<span style=3D'mso-spacerun:yes'>&nbsp; </span>Health Inspector Paul
Zarnowski indicated that the site appeared to be more organized than in
previous years.<span style=3D'mso-spacerun:yes'>&nbsp; </span>The Building/=
Code
Inspector Roland Soucy had reviewed the property and recommended the renewa=
l of
the current licenses.</p>

<p class=3DMsoNormal><o:p>&nbsp;</o:p></p>

<p class=3DMsoNormal>Mr. Gleason recalled an e-mail forwarded to the Select=
men by
an abutter who expressed some concern.<span style=3D'mso-spacerun:yes'>&nbs=
p;
</span>Mr. Gaydos handed out a copy of the e-mail to the Selectmen for
review.<span style=3D'mso-spacerun:yes'>&nbsp; </span>He said an owner who
resided in the area wanted to request some solution to extreme runoff from =
the
site, down <st1:Street w:st=3D"on"><st1:address w:st=3D"on">Dutton Road</st=
1:address></st1:Street>
and ultimately into Little Island Pond.<span style=3D'mso-spacerun:yes'>&nb=
sp;
</span>The resident indicated in the past the runoff was captured by a
retention pond however it no longer occurred.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>The resident requested water testi=
ng
both on the site and across the road for MtBE and other petrol chemicals.<s=
pan
style=3D'mso-spacerun:yes'>&nbsp; </span>Mr. Gaydos said Mr. Zarnowski
didn&#8217;t see any soils or indication of spills on the property.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>He said the state normally reviewe=
d the
information and felt they would probably pick it up.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>He said the runoff situation would=
 be
reviewed by Highway Road Agent Don Foss and through compliance with the Fed=
eral
Storm Water Runoff and Drainage program the Town was mandated to be part
of.<span style=3D'mso-spacerun:yes'>&nbsp; </span>Mr. Gleason asked Mr. Jack
Mansur of Jack Mansur&#8217;s Auto if he would work with the Town to address
any runoff issues.<span style=3D'mso-spacerun:yes'>&nbsp; </span>Mr. Mansur
answered yes.<span style=3D'mso-spacerun:yes'>&nbsp; </span>He said the Gre=
en
Yard program would also address such.<span style=3D'mso-spacerun:yes'>&nbsp;

<p class=3DMsoNormal>Mr. Mansur discussed the Green Yard program which work=
ed
with recyclers and provided help/information to businesses regarding how to=
 run
safely and properly recycle.<span style=3D'mso-spacerun:yes'>&nbsp; </span>=
Mr.
Gaydos said Green Yards was a program set up by the state in conjunction wi=
th
the federal government.<span style=3D'mso-spacerun:yes'>&nbsp; </span>It is=
 a
volunteer program that helps correct the practices of recyclers.<span
style=3D'mso-spacerun:yes'>&nbsp; </span></p>

<p class=3DMsoNormal><o:p>&nbsp;</o:p></p>

<p class=3DMsoNormal>Mr. Gleason said there were three problems that had to=
 be
addressed the first being the runoff situation.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>Mr. Gaydos said as part of the Fed=
eral
Storm Water Protection Act the Town had to address and assess problems; this
area would be included.<span style=3D'mso-spacerun:yes'>&nbsp; </span>Mr. G=
leason
said the second issue was the abutter&#8217;s request for ground water test=
ing
on site and across the road.<span style=3D'mso-spacerun:yes'>&nbsp; </span>=
Mr.
Gaydos said the Town would speak with the state under Green Yard who they w=
ould
assess it and determine if there was evidence leading them to believe there
should be testing.<span style=3D'mso-spacerun:yes'>&nbsp; </span>Mr. Gleason
asked if there had been an increase in the number of employees.<span

Bergeron said he had proposed the acceptance of the grant and the Selectmen=
 had
some questions.<span style=3D'mso-spacerun:yes'>&nbsp; </span>Mr. Danevich =
asked
that the Fire Chief provide a description of what the Citizen Corps was.</p>

<p class=3DMsoNormal>Fire Chief E. David Fisher explained that C.E.R.T. sto=
od for
Citizens Emergency Response Team funded by the Federal Government (through
Homeland Security).<span style=3D'mso-spacerun:yes'>&nbsp; </span>He said C=
ERT
was a volunteer program made up of citizens that would assist the Town&#821=
7;s
emergency response in the event of a disaster.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>He informed that Pelham&#8217;s CE=
RT was
one of the top in the area for participation, innovation and aggressiveness=
 to
have the program up and going.<span style=3D'mso-spacerun:yes'>&nbsp; </spa=
n>He
strongly recommended that the Selectmen consider the grant.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>Chief Fisher said at this point the
money was already set aside for Pelham and once the grant was signed it wou=
ld
immediately be given.<span style=3D'mso-spacerun:yes'>&nbsp; </span>If the =
grant
is not signed, the money would go to another town.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>The grant is broken down dollar for
dollar.<span style=3D'mso-spacerun:yes'>&nbsp; </span>The original request =
was
for $60,000, however the grant was cut to $16,756 which would be a start in=
 the
process.<span style=3D'mso-spacerun:yes'>&nbsp; </span>Chief Fisher said th=
ere
were &#8216;no strings attached&#8217;, the Town would not have to pay a
portion of the grant and there were no guarantees to the state or federal
government.<span style=3D'mso-spacerun:yes'>&nbsp; </span>The only thing th=
at is
asked is that an area be provided <span
style=3D'mso-spacerun:yes'>&nbsp;</span>to store equipment and set up an of=
fice,
the money for which would be provided by the government.<span

t an
elected government representative Chair the Counsel and sign the documents.=

Federal Storm Grant and were notified that approximately $31,000 would be
recovered for the snow storm in January, 2005.<span

nt had
increased Federal Storm Grant funds to <st1:place w:st=3D"on"><st1:PlaceName
 w:st=3D"on">Hillsborough</st1:PlaceName> <st1:PlaceType w:st=3D"on">County=
</st1:PlaceType></st1:place>
for the March, 2005 storm.<span style=3D'mso-spacerun:yes'>&nbsp; </span>An
application for those funds would be filed.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>He questioned if the recovery money
could be put back into the accounts.<span style=3D'mso-spacerun:yes'>&nbsp;
</span>Mr. Gaydos said the Town spoke with the Department of Revenue
Administration (&#8216;DRA&#8217;) who indicated this was a reimbursement to
the Town.<span style=3D'mso-spacerun:yes'>&nbsp; </span>It&#8217;s the
DRA&#8217;s opinion that the funds should be considered as general revenue =
to
the Town, however if the Town needed to raise additional funds (because the
cost of the incident put the Town behind in their budgets) they could petit=
ion
for a special town meeting.<span style=3D'mso-spacerun:yes'>&nbsp; </span>M=
r.
Gleason confirmed that the funds would go into the general account, and
questioned if in the event a special election was considered the money coul=
d be
recovered as a budget line item.<span style=3D'mso-spacerun:yes'>&nbsp;
</span>Mr. Gaydos answered yes; the Town&#8217;s people could always

truck, however the Selectmen should discuss the vehicle given its age.<span

the VFW that they wanted to have complete control of the building.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>It was becoming more and more diff=
icult
for CERT to have a secured area.<span style=3D'mso-spacerun:yes'>&nbsp;
</span>Mr. Gaydos said at this time the second floor at the Annex was avail=
able
and seemed to be an ideal location.<span style=3D'mso-spacerun:yes'>&nbsp;
</span>There would be some additional grant funds available to offset certa=
in
services (i.e. telephone, computer).<span style=3D'mso-spacerun:yes'>&nbsp;
</span>Mr. Gaydos asked that the Selectmen allow CERT to completely move ou=
t of
the <st1:place w:st=3D"on"><st1:PlaceName w:st=3D"on">Old</st1:PlaceName> <=
st1:PlaceType
 w:st=3D"on">Town Hall</st1:PlaceType></st1:place> and into the second floo=
r of
the Annex.<span style=3D'mso-spacerun:yes'>&nbsp; </span>Mr. Gleason was
agreeable to the move, provided that there was no expenditure of funds to
refurnish the building or make any repairs to accommodate them.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>He didn&#8217;t want any CERT money
going into repairing the building since there hasn&#8217;t been a determina=
tion
regarding the disposition of the building.<span style=3D'mso-spacerun:yes'>=

</span>Mr. Danevich said there may possibly be maintenance of operation, bu=
t no
construction.<span style=3D'mso-spacerun:yes'>&nbsp; </span>Mr. Gleason was=
 fine

ere
would be discussions regarding who would assume what costs.<span

Selectmen meeting, it was not clear if the Selectmen would be supporting th=
e $1000
effort for the Avenue of Flags.<span style=3D'mso-spacerun:yes'>&nbsp; </sp=
an>Mr.
Gaydos found through his research the $1000 appropriation was only containe=
d in
the 2004 default budget.<span style=3D'mso-spacerun:yes'>&nbsp; </span>He s=
aid he
spoke with the Cemetery Department and there were no funds there.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>He said the Selectmen had to decid=
e if they
would release the money.<span style=3D'mso-spacerun:yes'>&nbsp; </span>Mr.
Gleason believed the American Legion was to come back and define the actual
costs needed, rather than a general $1000 number.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>Mr. Danevich said a couple residen=
ts had
approached him and reminded him that the Town doesn&#8217;t &#8216;hand out
checks&#8217; but rather gives reimbursements that are auditable (i.e.
Razorbacks).<span style=3D'mso-spacerun:yes'>&nbsp; </span>The Selectmen wa=
nted
to know the number of flags and the associated costs.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>Mr. Danevich said the item would be
&#8216;tabled&#8217; until the VFW contacted the Selectmen to be placed on =

Superintendent Bruce Mason regarding a company coming to Pelham to set up a
collection station (for a fee) in early September, 2005.<span

ted
the flier distribution and advertising on PTV.<span

meeting with CIP and the Selectmen once the Department Heads had the
opportunity to meet with CIP and discuss their needs.<span

revaluation website was virtually complete and would be publicly accessible
once the Selectmen had the opportunity review.<span

<p class=3DMsoNormal>Mr. Bergeron said he was unable to attend the last Sel=

">Londonderry</st1:place>
(by the Pelham School Board) to discuss House Bill 616.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>He discussed who attended and what=
 was
discussed.<span style=3D'mso-spacerun:yes'>&nbsp; </span>He said there was =
also a
meeting on <st1:date Year=3D"2005" Day=3D"12" Month=3D"5" w:st=3D"on">May 1=
2, 2005</st1:date>
held by the Senate Finance Committee to give those opposing HB 616 an
opportunity to speak.<span style=3D'mso-spacerun:yes'>&nbsp; </span>He said=
 noted
who testified and said a lot of the communities in the southern tier were b=
eing
affected.<span style=3D'mso-spacerun:yes'>&nbsp; </span>Mr. Bergeron said he
spoke with Mr. Steve Williams of NRPC and was given an invitation (along wi=

the other Selectmen) to an Economic Development Forum and would be

he Merrimack
Valley Water District would be holding their next meeting <st1:date Year=3D=
