Police Ch= ief Evan Haglund

Child Safety= – Chief Haglund discussed a program called A Child Is Missing (out of Florida) that had been used successfully in two New Hampshire communities to locate missing people.<= span style=3D'mso-spacerun:yes'> An informational video was shown = to explain the program. Chief H= aglund felt the program would be a great tool to add for the community. He said the Town had signed up wi= th the organization and was currently on their data base. There was a protocol in place tha= t could be implemented immediately with the Patrol Staff at which point training procedures could begin. Chief Haglund said he had sat down with the Fire Chief and some of his officers = to view the video (of the program); all that would need to be done is place a 24-hour notification call to the Child Is Missing area.

Mr. Gleason wanted to know if there was a plan to communicate the program to the population of Pelham. Chief Haglund said meeting with Selectmen was the first step. He was making contact with area Police Departments to bring them ‘on board’ as well.

Mr. Bergeron questioned the process of informing the = public of a missing person. Chief H= aglund said the Police Department would contact the Child Is Missing data center = and provide all the information; they would then do a phone recording that wou= ld go out to all the phones in that specific area (capable of 1000 calls per minute).

Mr. Domenico asked if there was a group in terms of conducting a search. It was = noted that external resources would be brought in (i.e. Fish & Game, Search = & Rescue, possibly CERT).

Mr. Lynde asked how long the organization had been in business. Chief Haglund said= since 1997.

ICP Conferen= ce – Chief Haglund discussed some of the courses he took while atte= nding the conference. He said he w= as able to meet with the Attorney General of the United States. He said he also met with the Proj= ect 54 Coordinator to plan the cruiser project installation (Federal Grant to upg= rade and consolidate cruiser emergency equipment). He discussed the scheduling and difficulties due to the Town’s fleet being in excess of 100,000 miles. He said by moving the program forward to this year the Town was able to get the equipment while = the mileage of the vehicles was under the 100,000 mile limit.

Mr. Lynde wanted to know if the equipment could be pu= t into succeeding cruisers. Chief H= aglund answered yes. He explained t= he phases of the program: 1) equipment consolidation/standardization with the= mobile data terminal console and voice activation; 2) linking the software systems with the State Police Online Telecommunication System (to allow officers t= o use the mobile data terminals in the cruisers). He said he needed the authorizati= on to proceed with the installation of the equipment.

Mr. Gleason wanted to know what the fiscal/financial responsibility from the Town would be; would there be a cost in this year&= #8217;s budget, or a sum commitment to the future. He also wanted to know if there would be a period of time in which = the cruisers would have to be covered (because of loss). Chief Haglund said there would be= no cost to the Town the program was 100% funded; there was no financial oblig= ation to get the initial/first phase (equipment). The second phase would require fu= nding either through the budgetary process or warrant article. He said a lot of departments were= only doing phase I, the down time of the cruisers would be approximately one or= two days. The complete costs for= a radio frequency system would still have to be reviewed. For the cellular hook up the esti= mated cost would be $3600 per year to outfit five cars; the IMC software interfa= ce would be approximately $16,000 (one time fee for initial software purchase) after which, the upkeep of the data package would be approximately $1200.<= span style=3D'mso-spacerun:yes'> There would be a cost savings of approximately $6000 (per car) for new equipment beginning next year. Chief Haglund indicated he was considering a warrant article to cover the RF and software implementation = next year. Mr. Gleason wanted to = know if it was possible to absorb the cost of the implementation (into the 2006 bu= dget) without impacting the budget. Chief Haglund said he could research. He said they would be meeting Thursday with the University of New = Hampshire project officials because it was possible to extend and convert more than = five cars into the system; the current equipment would be reviewed for compatib= ility.

Mr. Domenico asked that the Chief provide the Selectm= en with more detailed numbers regarding the operation of the system. He asked if there was another fre= quency (owned/licensed from FCC) which would be less expensive. Chief Haglund said he had planned= for data frequencies when they had the opportunity to increase their frequency numbers. He said they would research further and provide additional information.

Mr. Bergeron was familiar with the Car 54 Program and= noted that not all the State Police vehicles had it for the same reasons the Town didn’t. He was hopeful= that the Selectmen would be favorable once the budget numbers were provided. Chief Haglund noted that Windham = had five of their vehicles converted for Car 54 but didn’t complete phas= e II and said they were discussing combining efforts to possible cut a deal as a regional operation.

There was a brief discussion regarding the program. <= /p>

Chief Haglund said they had met with vendors concerni= ng ballistic shields for officer protection.= He said they also looked into mobile trailers and a program ‘= Fight Crime Invest in Kids’ and would report at a later date. He noted that the two officers in= the Police Academy were doing well and half way through training. The testing process for Sergeant = and the two open candidates was underway.

Fire Chie= f E. David Fisher

E911 Update = – Chief Fisher said the project was basically complete and he would meet with the = U.S. Post Office by the end of the month to incorporate the information. He was hopeful that the ‘package’ would be completed by the end of November and presen= ted to the Selectmen to set an implementation date. Mr. Domenico suggested informing residents how changes would affect them.&= nbsp; Mr. Lynde agreed. He believed the Town would be putting together a notification and the Post Of= fice would be putting together a packet. Chief Fisher believed it was the intention of the Town to send a no= tice out with the next tax bill so residents would know what their street number would be.

Mr. Danevich arrived.

New Fire Sta= tion Update – There were two proposed locations for fire stations; Vi= llage Green and Shephard Road (off Ledge Road). Chief Fisher said the costs had b= een turned in to the Fire Department and the CIP. The central station per square fo= ot was $196; the total cost (with everything) $7,921,000. Ledge was found in the proposed a= rea of the substation, which would require fees estimated at $150,000 for blastin= g; the total cost for the substation was estimated at $2,966,000. Chief Fisher noted that the centr= al station would be approximately 28,000SF and the substation would be approximately 9,000SF. He was hopeful that a final product would be ready for submission to the Selectme= n.

Mr. Danevich questioned which station would take precedence. Chief Fisher sai= d if a choice had to be made, it would be the substation. He pointed out that the current s= tation had no additional space and there was no way to expand the building for st= orage of equipment. He stood behin= d the substation for matters of safety and stood behind the central station beca= use of the current conditions being worked in.

Mr. Bergeron said the existing station had been remod= eled (after the Police vacated) with office space and a training room and had m= ore room now than it ever had. H= e noted that a substation would provide additional service and there was still tim= e to utilize (impact) fees that had been collected (for a central station at a = later time).

Mr. Domenico wanted to know the amount and value of t= he equipment that the Fire Department was currently unable to store inside the building. Chief Fisher said = there was approximately $300,000 in equipment that was unable to be stored inside. Mr. Domenico wanted = to ensure that when the two stations/staffing were being reviewed that the expectations were reasonable for how response time would increase and how = the needs of residents would be met.

Mr. Lynde believed the general consensus of the Fire = Station Building Committee was that both buildings were needed, the sooner the better. He said construction= costs would keep rising and there may be some benefit in bidding both buildings = at the same time. He said becau= se the figures provided were the initial estimate, the ‘numbers’ shou= ld be firmed up before proceeding.

Mr. Gleason asked if the cost of the substation inclu= ded the land. Chief Fisher said the = land was owned by the Town. He en= dorsed a total package concept and agreed with the CIP presentation. He discussed the cost of the subs= tation and felt that information should be gathered from surrounding communities regarding costs. Chief Fishe= r said they were reviewing all the ‘avenues’ and would provide the numbers.

Mr. Gaydos wanted the Board to consider, if nothing e= lse, requesting funding (at Town Meeting) so that the committee could hire some= one to get firm numbers. Mr. Dom= enico said even though the numbers were preliminary, it didn’t change the = predicament the Town was in, and costs were increasing each year.

Mr. Danevich felt the committee did well gathering the information they had, but looked forward to receiving detailed information.

Mr. Lynde said another consideration was to increase staffing so the minimum standards of two men in/two men out could be reached. He said this would = make the current living quarters tight and showed the need for expanded space i= n the central station.

Mr. Gleason said the first concern should be public safety. He noted that the co= llected impact fees would be jeopardized if not used within the six year period. He agreed that a study was needed= , but didn’t know if the schedule would allow it since warrant articles ne= eded to be prepared within the next couple weeks.

Mr. Bergeron wanted to know if the Fire Chief was rec= ently asked about adding on to the existing station. Chief Fisher said he was asked al= l the time. Mr. Bergeron understoo= d that there were plan for an addition to the existing station. Chief Fisher was not aware of suc= h; it had not been presented to him. Mr. Bergeron asked if there was talk in the past about expanding the existing = fire station. Chief Fisher said t= here had been talk about going up a second floor, however, the only place that = was structurally safe to do so was above the two offices it couldn’t be = done over the garage space. He sa= id there was no need for additional office space, they were looking to add sleeping area as well as more vehicle space. He said first and foremost the co= mmittee was put together to look ahead thirty years and put together a station that would serve the Town completely. He was hopeful to have a full presentation the next time the committee met, w= hich would then be presented to the Selectmen.=

Mr. Danevich felt the first steps would be to convinc= e the residents/voters about the needs. He believed a bond would be the most effective way to pay for the project. He was shocked by t= he cost of the substation in comparison to figures discussed in previous years. Chief Fisher said the building ha= d been reduced from a two-story to a one-story. He was hopeful that the committee would make a final presentation in the next couple weeks to the Selectmen. Mr. Danevich said he would like additional information to be sent to the Selec= tmen, so they could begin formulating their questions.

CERT –= Chief Fisher said the CERT program was moving forward and they were working on t= he Annex (cleaning up the main room). He said they were awaiting a final conclusion by the Selectmen whether CERT w= ould be allowed to use the building. Chief Fisher noted there were members of the CERT team that had volunteered to assist the people involved in the two hurricanes; they were committed for two weeks to one month.&nbs= p; He said he would be giving the Selectmen a letter naming the volunt= eers so they could be recognized publicly.&nbs= p;

Work with Lowell General Hospital – <= /b>Chief Fisher said they had been working with Lowell General Hospital (Life Sav= er Program) to get defibrillators into all of the schools. Classes would be given to CERT me= mbers so they could become instructors and in turn teach members of the communit= y.

Engine 3 = 211; Chief Fisher said there would be a warrant article (approximately $70,000) to refurbish Engine 3 (replace steel tank with plastic/poly tank – 20 y= ear warranty, and rebuild the pump). He said the truck was older, but in very good condition (engine & transmission) with low mileage, however, the pump was worn out and needed = to be rebuilt; the tank was metal and rusted.

Forestry 1 &= #8211; Chief Fisher said Forestry 1 was a vehicle obtained through Federal Grant money.= He discussed what was contained o= n the truck.

Fire Departm= ent Open House During Old Home Day - Chief Fisher said they had open ho= use the same day as Old Home Day and went on to describe what the public was able = to view.

Proposed Bru= sh Fire Truck Donation – Chief Fisher said they were able to get a brush truck (2.5 ton truck/10-wheeler) and the Association picked it up and put = a 1000-gallon poly tank on the back, a pump, painted it, put a hose on, and wheels. The Association asked the Selectm= en if they would accept the donation of the truck. Mr. Danevich said an agenda item = would be scheduled for the next Selectmen meeting (October 18, 2005). The truck will be parked in front= of Town Hall prior to the Selectmen meeting for the public/press to view.

Ladder Truck= – Chief Fisher said he would like the Selectmen to allow the Fire Department to ob= tain a ladder truck from Pelham, New York. He circulated a binder containing photographs of the vehicle and explained that Pelham, NY was our sister town. He said NY was purchas= ing a new ladder truck and made an offer to the Town to purchase their truck for $3000. He requested that the Selectmen send a letter of acknowledgement indicating that the Town was interested in moving forward. There was concern about the ladder truck being stored outside in the winter. Chief Fisher said Mr. Gaydos had suggested adding a temporary storage hut behind the Fire Station. He said the truck didn’t ha= ve to be heated because there was no water on the truck. Mr. Gaydos asked how often the tr= uck would have to be certified. = Chief Fisher said the truck would have to be certified every five years; the tru= ck had been certified approximately three years ago.

Mr. Danevich asked if there was an opportunity to def= er other costs (i.e. using substation in a surrounding community) if the Town= used the vehicle for mutual aid in other communities. Chief Fisher said the mutual aid agreement states that under no condition we will charge for services. He believed in years to come ther= e would be district fire services. <= /p>

There was further discussion regarding the vehicle. Mr. Domenico wanted additional information regarding the cost for recertifying the ladder. Mr. Gleason questioned if the Tow= n would run amiss of code enforcement issues by adding a temporary shed. Mr. Gaydos said technically becau= se it was Town property and a Town function, the Zoning Ordinance wouldn’t apply (it would be up to the Board whether they wanted to enact that optio= n.

Mr. Lynde felt this was an opportunity that shouldn&#= 8217;t be passed. He felt there wer= e some details that should still be worked. Mr. Lynde made a motion to authorize the Fire Chief to send a letter expressing the Town’s interest and willingness to pay $3000 for the truck. Mr. Bergeron seconded= the motion. Mr. Domenico request= ed a friendly amendment so the motion would be to send a letter to express the Town’s interest based upon the discussed price of $3000, pending fur= ther action of the Selectmen to make that final decision. Mr. Lynde and Mr. Bergeron accept= ed the amendment.

Revaluati= on Recommendation/Award of Contract

Mr. Gaydos discussed the process that had taken place regarding the revaluation of the Town.&nb= sp; Five revaluation firms were solicited; three firms were selected as finalists (Ryan Associates, CLT, and Vision). Mr. Gaydos discussed the selection strategy and analysis of the firms. He said the final recommendation was to award the contract to Visio= n and to contract with Corcoran Associates to monitor activity. (SEE ATTACHED for additional info= rmation contained in the presentation given by Mr. Gaydos and Mr. Gleason). Mr. Gleason said he had also disc= ussed with the firms the implementation of a milestone schedule that would be monitor progress as well as a monthly spending plan.

Mr. Bergeron asked who would be hired/responsible/lia= ble for the company hired with regard to utilities. Mr. Gaydos said the Town would hi= re the company; it was not included in the price. Mr. Bergeron said in the past there had been concerns regarding utilities and he had the same concern at this time too. Mr. Gaydos said that Vision admit= ted that utilities weren’t a strong point for them, but it didn’t invalidate the rest of the work. He said when the companies were interviewed, it was found that they had specialists on board who worked with utilities on large commercial projects. Mr. Bergeron wante= d to know how work would be measured (what assurances were there) if the contra= ct was given to Vision. Mr. Gay= dos said the state had a prescribed contract procedure. Mr. Gleason noted that the reason Corcoran was being recommended was because they could provide the expertis= e and in-field inspections to validate the data. He said there would be a schedule and spending plan that would have= to be met. Mr. Bergeron asked w= hat Corcoran’s quote was. = Mr. Gaydos said the Town had some ‘not to exceed’ numbers. He said Vision had provided a sch= edule and now the Town could go to Corcoran to discuss their quality control plan.

Mr. Lynde asked how many parcels there were. Mr. Gleason said there were approximately 5000 parcels. = Mr. Lynde questioned the per diem figures.&nb= sp; Mr. Gaydos said every proposal addressed how they would approach ge= tting into a house; there would be a limited number of attempts after which a per diem rate would be charged. = Mr. Gleason said Vision would attempt to enter a house two times the third att= empt would be through written request to set up a meeting. Mr. Gaydos said each company was reviewed for their track record and success rate. Mr. Lynde said he was concerned regarding the utilities estimate. <= /span>Mr. Gaydos said the Town was asking for an assessment based on filings that the utility companies have with the FCC and PUC. Mr. Lynde asked if the oversight = should have been bid. Mr. Gleason s= aid it could have been bid, but Corcoran was regarded as sort of an extension of = the Town since he had worked with the Assessor. He felt the Town should negotiate= the best possible proposal. Mr. = Gaydos noted that during the process the Town still had to do pick ups and Corcor= an would already have staff in Town who was qualified to do the oversight work. He noted that Corcoran= was also familiar with the Town and its systems. He said other companies were revi= ewed, but there was no comparison.

Mr. Danevich questioned when the process would start = if the contract was awarded. Mr. Gl= eason said there was agreement with the firm that they would proceed under a let= ter of intent, pending negotiation of the contract. He said Vision had a great public relations program and would hold meetings and utilize PTV. Mr. Gaydos said they had discussed getting things started (doing a presentation) in November. Mr. Danevich asked when to expect= the whole process to be complete. Mr. Gaydos said it had to be completed no later than November 10, 2006 so the information = could be included in the tax bills. M= r. Danevich asked how information would continue to be given to the public. Mr. Domenico believed that the fo= cus of the Special Town Meeting website would need turn into a Revaluation site.<= span style=3D'mso-spacerun:yes'>

Mr. Gleason said they were looking for authorization = from the Selectmen to proceed with letter contracts to both Vision (to contract= with them for the revaluation) and Corcoran (to contract with them for oversight).

Mr. Gleason and Mr. Gaydos were thanked for their eff= orts, hard work and information in connection with the whole revaluation process.

Mr. Domenico made a motion to authorize Mr. Gaydos to= move forward with a contract with Vision to do the Town wide revaluation and wi= th Corcoran Associates to complete the oversight portion (as proposed) and an= y/all other necessary contracts and agreements associated with completing a Town= wide revaluation per state mandate for October 30, 2006 at a not to exceed pric= e of $408,100. Mr. Gleason seconded the motion. Mr. Lynde said he would like to see utilities as a separate bid item since there would be a separate contract.= Mr. Gaydos said they intend to come back to the Selectmen regarding= the utilities. Mr. Domenico sugg= ested that the Selectmen be briefed (and vote) regarding any additional contracts above and beyond the initial award to Vision and Corcoran Associates. Mr. Gleason was fine with that suggestion. Mr. Lynde asked = if there was a penalty clause in the Vision contract. Mr. Gaydos said it was not in the= RFP, but that didn’t mean it couldn’t be in the contract. Mr. Lynde noted that there was a = penalty clause in the last contract with Vision that had been invoked. He believed he key was to have the process complete to get the 2006 tax bill out. Mr. Bergeron wanted know that onc= e Legal Counsel provided opinion, the Town would have the opportunity to review th= e language to ensure the Town is protected.

The motion was amended by Mr. Domenico to read the following: To authorize Mr. Gleason and Mr. Gaydos, acting on behalf of the Selectmen, to prepare/negotiate a final agreement with Vision for the Town= wide revaluation that would then be reviewed/approved by the Selectmen. Mr. Gleason offered that the moti= on authorize the issuance of a letter of intent, which would authorize them to proceed, pending negotiation of a contract with a limit of liability. Mr. Domenico seconded the motion.=

Raymond P= ark Lodge Update

Mr. Gaydos said a letter/chart had been received from= the Boy Scouts and Park & Recreation Director Darren McCarthy that outline= d the work done and to be done at the Raymond Park Lodge. There were two (serious) addition= al items that needed to be addressed: 1) mold removal on sheetrock; and 2) re= place/install cover/switch plates throughout the building. Mr. Gaydos reviewed some of the o= ther items on the list which he believed could be done with relatively small attention; the major parts had been done.= He noted that the oil tank had not yet been removed, but wanted it = known that there had been progress. He said Mr. McCarthy was working with the Scouts to get a final schedule.

Mr. Lynde asked how much of the Warrant Article had b= een spent. Mr. Gaydos said he co= uld provide that information.

Pelham Cent= er Traffic Update

Mr. Gaydos said conversations with Senator Chuck Mors= e had indicated that it appears the government would possibly reconsider its appropriations (due to Hurricane Katrina). He said the Town should work hard to ensure that the program get on= the 10-year plan. He said there = were two other areas in Town (Old Gage Hill Road/Route 38 and Sherburne Road/Mammoth Road) that = were of concern and should be reviewed for inclusion on the 10-year plan. He said as I93 widened, Pelham= 217;s traffic would increase and there would be a ‘crunch’ for money. He said Pelham should= get in line for money. Mr. Gaydos s= aid he would like to ask the Planning Director Jeff Gowan to start gathering information (with NRPC) that could be brought to the Governor Counsel and State Depart= ment of Transportation to justify consideration of the two additional projects.= Mr. Bergeron said there may still= be time to send in a written request including the two projects. He said he could speak with Mr. G= aydos and review the schedule. The= re was no objection.

TOWN ADMI= NISTRATOR / SELECTMEN REPORTS

Mr. Gaydos said he received four different proposals regarding heat in the Town Hall Annex and recommended an oil fired (2-zone= ) furnace at a cost of $10,275 (turn-key ready to run). The fire safety code issues would= be handled by CERT. The cost wo= uld cover installation of new duct work (CERT would assist in removing the old= duct work).

Mr. Lynde asked if the funds would come out of the Em= ergency Building Fund. Mr. Gaydos sa= id he would like to charge the item to the regular operating expense. He said at the end of the year if= the Town was severely over expended and needed to rely on the Emergency Fund, = he would request that the Selectmen hold a public hearing to withdraw money f= rom the Emergency Fund. Mr. Lynde didn’t have a problem with the suggestion, as long as other obligati= ons were met. Mr. Gleason wanted= to make sure that more money was taken from anyone’s budget (i.e. Highway or Recreation). Mr. Gaydos said= he wanted to ‘squeeze’ every resource before going into the Emerg= ency Fund, but it did not mean cutting additional programs.

The Comcast 394 agreement had been provided to the Se= lectmen for review. There were two s= heets that had to be signed in front of a notary. Mr. Gaydos said if the Selectmen authorized, he would sign the agreement 394 in front of a notary. Mr. Danevich asked that the Selec= tmen initial the document and Mr. Gaydos would then sign (as agent for) in fron= t of a notary. There was no objection.

Mr. Gaydos mentioned to the Board that the Sherburne = Hall Committee met and made a request to place benches (on the Village Green) a= nd sell plaques for them. Mr. B= ergeron asked what the cost would be. Mr. Gaydos said they would bear the cost.

Mr. Gaydos ended by informing that the Selectmen had = to sign the MS5 documents that were submitted by the Town’s auditor.

Mr. Domenico, Mr. Bergeron, Mr. Lynde and Mr. Danevic= h had no report.

Mr. Gleason said there were some items brought up at = the Budget Committee meeting, one of which was the request that the Selectmen review stipends. He other it= ems to review were the Town signs and enforcement of recycling by Park & Recreation. He said he would= like the Selectmen to revisit the budgets on October 18, 2005. Mr. Gleason ended by giving publi= c recognition to Susan Snide for her participation in the revaluation process.
