MINUTES RE= VIEW

November 1, 2005

MOTION:<= o:p>

(Bergeron/Gleason) To approve the November 1, 2005 meeting mi= nutes as amended.

VOTE:

The amendments to the minutes were as follows: page 3 – spelling correction ‘nuisance’; page 5 – 1^st= paragraph – the words ‘the design of the renovated portion of the building ‘ were added to the third sentence; spelling correction ‘Charette’; page 5, last paragraph – the word ‘were’ was replaced with ‘would be’= ; in the following ‘…the impact fees that would be realized..’; page 7 – = under Town Administrator/Selectmen Reports – 1^st sentence – the word ‘with’ was replaced with ‘of the’ in the following ‘…resolution of the agreement with Vision…̵= 7;; the Board returned to public session at 10:30pm, motion to seal the non-public minutes (Gleason/Bergeron), motion to adjourn (Bergeron/Gleason) the meeting was adjourned at 10:30pm.

APPOINTMEN= T(S)

Sherburne = Hall Raffle

Sherburne Hall Committee members William McDevitt and Glennie Edwards met with the Selectmen to conduct the raffle drawing that w= as done as a fundraiser for Sherburne Hall.&n= bsp; The prize winners were as follows:

$100 cash – Jennifer Pendergast

15” television set – Ray Belleville

One week resort stay – Fran Gilfoyle

Queen size handmade quilt – Mary Boucher

Harmon Advance Pellet Stove – Regina Malloy

Garden Club Request – wiring in Town Center

Mr. William McDevitt said the Garden Club annually put temporary wiring in the Town Common for the Christmas lights. He said the club planned on reques= ting permission to put permanent wires; however the cost came in higher than expected ($1600-$2000). He sa= id it was too late this year to make the request, but wanted to raise consciousne= ss that the club would be back at some point in time to make the request.

Requested Appointment to the Conservation Commission - Lisa Loosigian<= /b>

Ms. Lisa Loosigian met with the Selectmen to discuss h= er application to be appointed as an alternate to the Conservation Commission = and discussed her qualifications. Mr. Lynde asked if Ms. Loosigian would have any possible conflicts with the Conservation Commission through her landownership. Ms. Loosigian answered no.

(Domenico/Gleason) To appoint Ms. Lisa Loosigian to = the Conservation Commission as an alternate for a term ending March 31, 2008.

Vision App= raisal

Ms. Monica Gordon of Vision Appraisal met with the Sel= ectmen to detail what the Town people could expect during the coming year. She gave a power point presentatio= n (which would also be running on PTV for consecutive times) that outlined their corporate profile, their clients, and the range of services. She discussed the benefits of the revaluation and how the project would be organized as well as what/how data would be collected. Ms. Gordon ended by providing a project schedule.&nbs= p; She said Vision Appraisal would do as much as possible to communicate with the public throughout the process and would come back anytime for question/answer sessions. Pam= phlets will be available in the Assessor’s office for residents to review.

Mr. Gleason noted that DRA would be overlooking the pr= ocess as well as an active participant in the process. He said Corcoran Associates would = act as the Town’s agent overseeing the activity. There was further discussion regar= ding the process that would be taken to collect the data.

Mr. Bergeron wanted to know what Vision Appraisal woul= d do if they found more than one family residing in a home. Ms. Gordon said they would change = the information accordingly and inform the assessing department. Mr. Bergeron questioned what Vision Appraisal would do if they found business activities within the residential= . Ms. Gordon said they would value as mixed property. Mr. Bergeron = asked if revaluations were easier/less expensive to do, if done within (the requi= red) five years. Ms. Gordon believ= ed it was easier and less expensive because the data was kept up to date. Mr. Bergeron asked Ms. Gordon her opinion of doing a cyclical revaluation.&n= bsp; Ms. Gordon didn’t know if it would be necessary, as long as the Town was keeping up with building permits and new construction.

Mr. Domenico questioned how the process worked if a re= sident didn’t allow entry into a home so information wouldn’t be updat= ed and Vision Appraisal used the information contained on the old tax card. Ms. Gordon said it would be unfort= unate, but there was no requirement for people to let them into their home. However when the sales analysis wa= s done and land/building values were increased per square foot, the homes would be close to being in line with other properties (for fair market value). She said if a tax payer was unhapp= y with their value, they could come in for a hearing. Mr. Domenico questioned if a list = of the properties Vision Appraisal was unable to get into would be provided. Ms. Gordon answered yes. She discussed the process other communities took when they were unable to enter a residence.

Mr. Will Corcoran of Corcoran Associates discussed his= company’s role in overseeing the revaluation.

The Selectmen thanked Ms. Gordon for meeting with them= and discussing the revaluation.

OTHER BUSI= NESS

Discussion= of No Hunting Ordinance

Mr. Lynde said that there was an ordinance that stipul= ated ‘No Hunting’ in three of Pelham’s parks. He said a representative from the = New Hampshire Fish and Game had asked the Selectmen to reconsider the No Hunting policy on the parks and stressed that he would like to see bow hunting and muzzle loading. Mr. Gaydos sa= id the next thing would be for the department heads associated with the project (P= ark & Recreation Director and Police Chief) to meet with the state to clari= fy all the data. He said the information would come back to the Board for further discussion.

Mr. Domenico said residents had voiced their concerns = about policing the areas and ensuring that the proposed safety zones contained pr= oper signs that would be maintained. He was hopeful to have additional meetings with the state to clarify their position and find out how other communities deal with the issues.

Mr. Gleason wanted to know how many acres was Town pro= perty (including pending acquisitions) and from that, how much was recreational.<= span style=3D'mso-spacerun:yes'> Mr. Gaydos said that information w= as being gathered.

Review of = 2006 proposed Warrant Articles

Mr. Domenico asked that the Selectmen defer the agenda= item until further information could be gathered. Mr. Gleason agreed. He noted that the Selectmen were s= lated to go back to the Budget Committee on November 28, 2005, so there was not a lot of flexibi= lity with the schedule. Mr. Lynde suggested that the Selectmen review the articles for acceptability to get an initial feeling for them. He = said the warrant articles should be ready by end of business on Friday.

Mr. Bergeron discussed the warrant article submitted (= per recommendation of CIP) for a $20 million dollar bond. He felt clarification was needed a= s to whether the $20 million dollar bond article or single articles should be submitted. Mr. Lynde believed= that it was the feeling of the Board that they wanted to proceed with the submit= ted article. Mr. Domenico said se= veral key pieces of information were missing and without such didn’t feel t= hat the Selectmen could formally make the decision whether to keep the items together, or separate them out. Mr. Gleason agreed that the data was needed before a decision could be made. He would not vote to proceed on any warrant article that didn’t have adequate support so that the Selectm= en could make a case to the Budget Committee and subsequently to the citizens.

In summary the Selectmen wanted a complete set of back= up information for the warrant article to get past the Selectmen. Mr. Gaydos said he would contact everyone explaining the decision. &nb= sp;

It was noted that there were Trustee of the Trust Fund positions available. Those interested should contact the Selectmen’s office.

Sherburne = Hall Design Consultation

Mr. Domenico provided an update to the Selectmen. He said Michael Castagna met with members of the Sherburne Hall Committee to discuss Sherburne Hall. Mr. Castagna was tasked with devel= oping a proposal to bring the room up to code and make it usable for public funct= ions. Mr. Gaydos said he had requested t= hat a scope of work be created. Mr. Bergeron agreed it was time to bring the room up to code and use it the way= it should have been used.

TOWN ADMIN= ISTRATOR / SELECTMEN REPORTS

Mr. Gaydos announced he obtained further information regarding the Federal Government appropriation of $2million dollars for the= Town Center project. He said it had been originally reported that the appropriation was made in addition to all fund= ing that came to the state for highway improvements; unfortunately, this was pa= rt of the overall appropriation to the state.= He said if the project= was cancelled the money would not come to the state. The Governor’s Council would= meet with Commissioner Murray (Mr. Gaydos will also attend) to discuss the state’s 10-year plan; the Town’s project is still on the plan. =

Mr. Domenico said viewing the department head’s bi-weekly status report was helpful. He said he had begun to come up with a method to standardize the rep= orts into a more concise format. T= his will allow the Selectmen to track the data.

Mr. Bergeron said after the last meeting where the E911 project was discussed, the Fire Chief felt he should contact the Post Office. There was a meeting h= eld with representatives of the Post Office as well as Fire Chief Fisher and Mr. Bergeron to discuss the 911 project. The Post Office representatives would like to speak to the Board. Mr. Bergeron believed that an agen= da item had been added to the November 29, 2005. Mr. Ber= geron noted that he would attend the meeting that discussed state funding (of the 10-year plan).

Mr. Gleason said the budget review process was winding= down; after which the Budget Committee would resume on November 28, 2005 to review Town Warrant Articles and vote the following Monday night. Mr. Gleason noted that the contrac= t had been counter signed with Vision Appraisal.=

Mr. Domenico said the Selectmen may want to request an extension of one week from the Budget Committee. There was a brief discussion and t= he Selectmen decided to get done what they could and at that point if an extension was needed, they would request it at that time. The deadline for petition Warrant Articles is Janu= ary 10, 2005.

Mr. Lynde had no report.
