Fire Chief= David Fisher - Purchase of Ladder Truck

Fire Chief David Fisher said he had previously request= ed and was allowed by the Selectmen to allow him to put in a $3000 bid for a ladder truck that belonged to Pelham<= /st1:City>, NY. He said he placed the bid and the = Town was awarded the bid, if the Town so chose.= He said if the Town went to purchase a used truck the cost would be approximately $25,000. He sai= d the truck would not be available to the Town until such time that Pelham, NY received their new truck, which would be sometime in late 2006. He noted that the truck had been certified (at the beginning of 2005). He said there would be a cost to maintain the certification which was estimated at $1100-$1200 per year. Chief Fisher said there were some ‘odds and ends’ they w= ould like to see come with the truck that weren’t part of the inventory; t= he Fire Association said they would give $1000 for such. He said the department had given consideration to vehicle storage and believed they could open one of the ba= ys at the Town Hall Annex for the ambulance and then put the ladder truck and one small vehicle in the main bay. He said there was minor body work that would need to be done to the truck, but volunteers had come forward to do so at no cost. Chief Fisher said most of the surrounding towns used the same certifying company to cut costs.

Chief Fisher said he would like the Selectmen to forma= lly accept the truck with the stipulation that the truck would not be purchased (no mo= ney is to change hands) until Pelham, NY had taken the truck out of service and= was willing to turn it over to the Town, also that the truck remained in its current condition (with no damage) and inspected by the Town. He circulated photographs of the l= adder truck.

Mr. Lynde asked for a description of the current need = for a fire truck. Chief Fisher said= the Town had no capacity to go above 34feet.&n= bsp; He discussed the average homes that were being built, which were very large three-story buildings. = He felt the truck was needed to protect the resident’s property as well = as the (emergency) people doing their job.&nb= sp;

There was further discussion regarding where Fire Department’s vehicles would be stored. Mr. Gleason asked if the certifica= tion cost for the ladders was included in next year’s budget. Chief Fisher answered no. Mr. Gleason confirmed that the certification cost would be $2500 every five years. Chief Fisher answered yes; that was the true cost based = upon the Hudson Fire Department. M= r. Gleason asked if there were any other costs anticipated. Chief Fisher answered no. Mr. Gleason asked if a New Hampshire certification was needed= . Chief Fisher said the certificatio= n was nationwide, recognized across state boarders. Mr. Gleason asked if any money was required to modify the Annex (for equipment storage). Chief Fisher answered no. There was a new door; they had lef= tover parts for an exhaust system and the manpower to install such.

Mr. Bergeron clarified that each Town would pay $2500 = for certification. Chief Fisher answered yes.

Warrant Ar= ticle Review

Mr. Danevich said the Selectmen would begin their revi= ew of the Warrant for the 2006 Town Meeting. (note: the articles have not received their final number, therefore they were referenced by letters) Mr. Gaydos noted that the final wo= rding had not yet been approved by DRA or the Town’s Attorney. In some cases there were alternate= ways to word the articles; the Selectmen had a copy of the original submission.<= span style=3D'mso-spacerun:yes'>

The following wording is a summary of the actual warra= nt article wording.

Article A – To hear reports of auditors. There were no objections.

Article B – To establish a Town Forest. There were no objections.

Article C – To authorize the Conservation Commis= sion to manage parcels designated as Town Forest and to

place any proceeds from f= orest management into the Conservation Fund to be used as stewardship of the parc= els or land acquisition. Mr. Glea= son questioned if the proceeds should be limited. Mr. Danevich questioned where the article originated. Mr. Gaydo= s said the article was submitted by Conservation.= He said a limitation of the proceeds would be a decision of the Board. Mr. Lynde said current= ly the proceeds from any management done went into the Forestry Fund. Mr. Danevich wanted to know if management (authorization to acquire land) would be transferred from the Selectmen to the Conservation Commission.&= nbsp; Mr. Gaydos said they were asking for not only stewardship, but also = to contribute money into the Conservation Fund. Mr. Danevich wanted to know who ha= d the authority to spend the funds. Mr. Gaydos said the Conservation Commission would have the authority if it was = in the fund. Mr. Lynde noted tha= t the Selectmen voted on the management plans.&n= bsp; There was further discussion regarding the proposed wording and suggested amendments. Mr. Dan= evich suggested that the Selectmen ‘table’ the article until addition= al backup information was provided.

Article D – To raise and appropriate $75,000 to = be placed in the Compensated Absence Fund.&nb= sp; Mr. Gleason

was concerned about the a= mount of money, due to the fact that if a number of people (with accrued earned time) left, the fund would be depleted. He felt the minimum was $100,000 - $150,000. After further discussion, Mr. Dane= vich suggested that the number be $125,000 and review further at the next meeting.

Article E – To raise and appropriate $30,000 for oversight, clean up and disposal of tires at Elmer G.

Raymond Park. Mr. Gleason said hard backup shoul= d be obtained when presenting the amount to the Budget Committee. Mr. Lynde suggested taking the mon= ey out of the E.G. Raymond Fund. Mr. Danevich said the warrant would remain as is and felt it was reasonable to investiga= te Mr. Lynde’s suggestion.

Article F – To raise and appropriate $136,118 to= place all employees not already covered by Social

Security, Medicare and New Hampshire Retirement into those plans. Mr. Lynde asked if there would be ad= ded costs in the budget if the warrant passed.= Mr. Gaydos said there would be in subsequent years. There are approximately 30 employe= es that would be eligible.

Article G – To raise and appropriate $35,000 to support Town Wide Computer Technology Plan. The

wording was discussed and= it was suggested to add language stating the funds were for year three of a three-= year plan. Mr. Danevich will work = with Mr. Gaydos for final wording.

Article H – To establish a Police Detail Revolvi= ng Fund in accordance to the RSA’s.&nbs= p;

Article I – To raise and appropriate $25,638 to purchase one new Ford Crown Victoria Police cruiser.

Article J – To raise and appropriate $45,032 to = hire and equip one new Police Officer; the amount

represents the cost from = June – December, 2006 after which the position, if approved, would be fund= ed through the Police Operating Budget. Mr. Gleason said he would like to see how the department operated wi= th a full staff during the next year before adding an additional officer. Police Chief Evan Haglund said his intention was to put the officer on the third shift (midnight – 8am). He discussed the areas where the s= hifts were increased and said over the next seven years saw three new officers be= ing added (this position being one of them).&n= bsp; Mr. Domenico asked if the position was approved (per the warrant) if= the person would be able to be pulled from the midnight shift to cover shifts at regular rate (per the union contract). Chief Haglund said during probation he’d be able to move them; however, once that person became part of t= he union he would not be able to. Mr. Domenico asked if all the new officers covered the third shift. Chief Haglund said there was a Ser= geant on each shift (backed up by a Master Patrolman on their days off). He said the goal was to get a suff= icient enough of manpower in the department so they didn’t have to pay overtime. Mr. Danevich, Mr. L= ynde and Mr. Domenico would support the article. Mr. Gleason and Mr. Bergeron would= not support the article at this time.

Article K – To raise and appropriate $70,000 to refurbish Engine 3. Backup da= ta was provided to the

Selectmen. Fire Chief David Fisher said Engin= e 3 didn’t pass certification this year and explained the reasons why. He said the refurbishment would br= ing the truck back into certification. Mr. Danevich asked that text be added to the article indicating such. Chief Fisher said he wo= uld rather refurbish the truck and have it last an additional ten maybe fifteen years versus spending up to $350,000 for a new truck. The truck was currently in service= , but not certified.

Article Ka – To establish an Ambulance Replacement Revolving Fund per RSA 31-95,h. Language

defining the Selectmen as= agents to expend.

Article L – To raise and appropriate $136,350 to= fund four new Firefighter/EMT positions; the amount

represents the full cost = from July – December 2006 after which the position, if approved, would be funded through the Fire Department budget.= Mr. Gleason said he was having problems with any manpower requests, = until he saw a manpower plan. He sa= id it would be easier to come upon a decision if he knew the status of the new fi= re station and substations. Mr. = Domenico discussed the information submitted about staffing requirements. He wanted to know how a substation= would be staffed if approved. Chief Fisher said initially he would staff a substation with call firefighters, eventually two men may need to staff it.&n= bsp; He believed the four men were needed now, irregardless of whether a substation was approved. It w= as noted that personnel could be used in different locations (central or substation)= , as long as they were on shift (24hrs. on, 48hrs. off - per the contract). Mr. Bergeron said he supported the article last year and still supported it this year so the Town would have t= he needed coverage. Mr. Domenico wanted additional information. He felt some assumptions should be made regarding the buildings (central & substation) and how they would be staffed.= Chief Fisher noted that the Town survived up until eight-ten years a= go on call people. He said the additional staff didn’t directly relate to the stations they were loo= king to build. He said he believed= call people would be essential for a substation (at least for the first year or so) to make things work. Mr. Domenico believed a decision n= eeded to be made regarding the substation before he made a decision regarding additional staff. Mr. Bergero= n felt it was important to focus on the main station, which was where the Town nee= ded the additional EMT’s and firefighters. The Selectmen wanted additional information.

Article M – To raise and appropriate $2= 0,000 for Police, Fire and Emergency Management to participate in

applying for grants. Mr. Danevich asked if Agents to ex= pend had to be specified. Mr. Gayd= os said the money would not be in a fund and would sit until needed. The article would allow the specif= ied departments to apply for Federal Grants.

Article N – To accept specified Class V roads. Mr. Danevich said the Planning Boa= rd would formally vote

and submit to the Selectm= en.

Article O – To raise and appropriate (sum to be inserted) for the Highway Block Grant.&nbs= p;

Article P – To raise and appropriate $35,000 for= the placement in the Tallant R= oad and Willow Street

Bridge Capital Reserve Fu= nd. There was a brief discussion regar= ding what action was taken last year.

Article Q – To appropriate $75,000 to purchase a= new passenger transportation bus for the Senior Center

($35,000 to be raised from taxation and authorize withdrawal of $40,000 from the bus capital reserve fund).

Article R – This article was not read aloud; in summary, Mr. Gaydos was attempting to have an article for

the Selectmen to determin= e how much of a balance (from fees collected) would be maintained in an account (= for Park & Recreation programs). The proposal has not yet been approved by DRA. Mr. Gaydos noted that there was a petition warrant article submitted that says all funds shall go into the account; the Selectmen will have to decide how to address such. He recommended handling the petiti= on article on the floor of the Deliberative Session.

Article S – To establish a Pelham Public Televis= ion Capital Reserve Fund (with Selectmen designated as

agent) to update video eq= uipment/technology and reestablish a television production center; further to raise and appropriate $75,000 for this purpose (funding to come from franchise fees). There was a discussion regarding t= he article, what could be purchased and if 100% of the money should be placed = into the fund to self fund PTV.

Article T – To raise and appropriate $14,000 to establish the following positions: 1) part-time Planning

Clerk; 2) part-time maint= enance worker; and 3) part-time welfare case worker.

Article U – This article was not read aloud. Mr. Gaydos said he had been in con= tact with Town Counsel

regarding the road layout= across Town owned property to connect Stone Post to an abutting subdivision. He said the Selectmen had to go th= rough a ‘process’ and submitted the article as a ‘place holder’.

Mr. Danevich read aloud an article requesting a Senior Center Capital Reserve Fund (created by impact fees). He then read aloud an article requ= esting a Road Improvement Special Fund. He noted that there would be five zoning questions submitted.

Mr. Gaydos said an updated copy of the design construc= tion specification had been received from Mr. Costagna that showed an increase of the previous number (from last year) to $655,000.

Article V – To raise and appropriate $2,834,000 = (for a fire substation). Mr. Gaydos

suggested that there be a= warrant to raise and appropriate enough money to hire a company to design a fire station and a substation; come up with a complete set of bid documentations= so a bid

number could be presented= to the Town’s people.

Mr. Gaydos discussed the requests of the Highway Depar= tment (truck and tractor); Senior Center (expansion); Highway improvements (13 projects – repaving & drainage, Willow Street Bridge); Renovation= of Municipal Building six classrooms and segregation of storage area (behind Police Station); Recreation Department (two pre-fabricated buildings); and Gymnasium Facility estimate (Raymond Park).

Mr. Domenico noted the request of $52,000 for a tracto= r and asked what the Town paid annually for a tractor rental. Highway Road Agent Don Foss said t= his year the Town paid approximately $6000 to rent a tractor and next year it w= ould possibly increase to $7000. M= r. Domenico asked what the estimated ‘life’ of the tractor would be. Mr. Foss believed a tract= or could last twenty years. Mr. Domenico said the NRPC report and asked if the Town wasn’t doing proj= ects that should be done. Mr. Foss= said he listed the projects he felt were most important (the worst roads). He said there was also a culvert (= Gumpas Hill) that the Town was having trouble with and to fix it would require a temporary road to be built. H= e said after winter the list may be different; a review is normally done in the spring. Mr. Domenico asked if= Dutton Road= would be widened. Mr. Foss said it = would not be widened except for some work near Island Pond Road intersection that = had a drainage problem. Mr. Domenico asked if there would be issues regarding the Town’s right-of-way. Mr. Gaydos said the whole Dutton Road= area would be walked to determine the Town’s right-of-way. The Selectmen wanted additional information prior to making a decision.&nb= sp;

There was further discussion regarding the capital pro= jects being requested:

1) $150,000 to design and develop bid specifications for a main fire station and substa= tion. Mr. Gleason wanted to make sure th= at it encompassed the current facility and its expandability. Mr. Gaydos answered yes. Mr. Lynde said the expansion was an interim fix. There was a disc= ussion regarding the work the study group had done and how to proceed.

2) $655,000 to construct a Highway Department garage.&= nbsp; The Selectmen supported the request.

3) $120,000 to purchase a Highway Dump Truck (currently subcontracted). Mr. Danevich, Mr. Lynde, Mr. Berge= ron, Mr. Gleason did not support the request.&n= bsp; Mr. Domenico supported the request because it was scheduled in the C= IP.

4) $52,000 for purchase of a 90-horse power tractor with rotary cutting arm to replace equipment currently subcontracted. Mr. Lynde and Mr. Domenico supported the purchase. Mr. Danevich, Mr. Bergeron and Mr. Gleason were not in favor of the purchase.

5) $45,000 to design and develop bid specifications for the Senior Center expansion. Mr. Danevich, Mr. Bergeron and Mr. Gleason supported the expansion. Mr. Lynde and Mr. Domenico did not support the expansion. =

6) $934,000 for Highway road improvements. Mr. Danevich, Mr. Bergeron and Mr. Gleason supported the request. Mr. Lynde and Mr. Domenico didn= 217;t support the improvements and believed better estimates were needed.

7) $630,000 for renovation of six classrooms (in Municipal Building) plus segregation of storage area behind the Police Station. There was a brief discussion. Mr. Gleason amended the figure to $575,000. Mr. Danevich and Mr. Bergeron supported the renovation. Mr. Lynde somewhat supported the renovation. Mr. Domenico did not support the renovation.

8) $163,000 for the removal and disposal of two structures; $10,000 at Veteran’s = Park $153,000 replacement with a storage and bathroom facility. Mr. Lynde supported the request. Mr. Danevich, Mr. Bergeron, Mr. Gl= eason and Mr. Domenico did not support the request.

9) $85,000 for design, bid specifications and removal of the old Veteran’s Park lodge; creation of a new septic and gymnasium facility. Mr. Danevich, Mr. Bergeron and Mr. Gleason supported the request. Mr. Lynde and Mr. Domenico did not support the request.

Mr. Gaydos said there was an article submitted by the Superintendent of the Transfer Station Bruce Mason regarding the use of cou= pons (and establish a fund to offset other expenses) at the Transfer Station. He said he polled the Board and wa= nted better direction. Mr. Danevic= h said he understood there was not sufficient support. Mr. Gaydos read the proposed artic= le aloud. Mr. Danevich, Mr. Berg= eron, Mr. Gleason and Mr. Domenico did not support an article. Mr. Lynde was unsure at this time.=

Mr. Lynde suggested that the following warrant article= s be voted in the affirmative and sent to the Budget Committee: D (compensated a= bsence fund), F (social security), G (technology plan), I (Police cruiser), J (new Police Officer), K (refurbish Engine 3), Ka (ambulance revolving fund), L (= four firefighters/EMT), M (grant money for Police and Fire), O (Highway Fund), P (Tallant Road/Willow Street capital reserve fund), Q (Senior Center bus), T (part time positions). Mr. Da= nevich and Mr. Gleason were in support of Mr. Lynde’s suggestion. Ms. Janet Gallant, Town Financial Supervisor suggested reviewing all revolving funds = at the same time. Mr. Lynde agreed.

Mr. Lynde made a motion to approve (for inclusion on t= he warrant) and forward the articles (he listed) to the Budget Committee. Mr. Gleason seconded the motion. Mr. Bergeron had no objection. Mr. Domenico said article I = needed to have a revision to indicate that there were two per the DRA memo. Mr. Gaydos said it would be made c= lear to the Budget Committee that the DRA and Legal input had not yet been received. It was noted that t= he wording was not final. Mr. Ga= ydos pointed out that article L had been ‘tabled’. Mr. Lynde and Mr. Gleason agreed t= o have article L removed from the motion.

Mr. Domenico questi= oned the need for the warrant article because there had been a simple majority of the Board to fund $934,000 for highway improvements, which included full funding (for the Town’s portion) of the Willow Street Bridge. Mr. Gaydos suggested tabling the w= arrant to the next meeting. Mr. Lynde withdrew his motion; Mr. Gleason withdrew his second.
