DE= DICATION OF TOWN REPORT

The 2005 Annual Town Report book cover was dedicated to Harris’ Inn for its 1= 00^th year of business in Pelham. M= r. Harris was presented with a copy of the Town Report.

The 2005 Town Report was dedicated to Mr. Will= iam McDevitt.

MI= NUTES REVIEW

February 21, 2006

MOTION:=

(Gleason/Lynde) To approve the February 21, 2006 meeting minutes as amended.

VOTE:

(4-0-0) The motion carried.

Amendments to the minutes were as follows: page three – Other Business - 2^nd paragraph – the word ‘source’ added to the end of the 4^th sentence; page 4 – 1^st paragraph – the word ‘stated’ was added to the following ‘Mr. Danevich stated there were…’;= the word ‘business’ was added to ‘…into a Town-wide business plan.’; 5^th paragraph – the word ‘communicate’ was replaced with ‘indicate’ in the f= ollowing ‘Mr. Gleason wanted to indicate somewhere…’; 6^th paragraph – the words ‘be prepared’ were added to ‘…business case be prep= ared prior…’; page 5, 3^rd paragraph – the words ‘the situation and’ were added to ‘…reviewed the situation and the Town’s…’; there were also a few grammat= ical corrections made.

APPOINTMEN= TS

Windham Board of Selectmen – Castle Hill Bridge

Due to scheduling conflicts, the meeting with the Wind= ham Board of Selectmen was postponed and would be held March 28, 2006.

OTHER BUSI= NESS

Resignatio= n of Diane Morrissette, Bookkeeper

Mr. Danevich read aloud Ms. Diane Morrissette’s resignation letter. The Selec= tmen wished Ms. Diane Morrissette well in her new endeavors and thanked her for = her (18 years) of dedication to the Town.

MOTION:=

(Gleason/Lynde) To accept, with regret, the resignat= ion of Ms. Diane Morrissette as bookkeeper effective March 17, 2006.

VOTE:

(4-0-0) The motion carried.

Resignatio= n of Christine Medeiros, Planning Board

Mr. Danevich said Ms. Medeiros was unable to serve the Planning Board due to scheduling.

MOTION:=

(Lynde/Gleason) To accept, with regret, the resignat= ion of Ms. Christine Medeiros as a member of the Planning Board.

VOTE:

(4-0-0) The motion carried.

Bond Agree= ment – Citizens Bank

Mr. Gaydos said (as he was authorized to do) the Town solicited banks for quotes; a couple were received; Citizen’s Bank was the lowest (for a 10-year note) at 4.15%.&= nbsp; A letter was received from Bond Council indicating that the Town had= the correct procedures. Mr. Gaydos asked the Selectmen to sign three documents: 1) disclosure certificate; 2) materials events; and 3) obligation bond.&= nbsp; The Town Clerk and Treasurer would also need to sign the documents.<= span style=3D'mso-spacerun:yes'>

Mr. Gleason saw that the proposal stated that the issu= e date shall be no later than February 24, 2006 and questioned if the date had been extended (in writing). Mr. Gaydos said he = had a written extension dated March 10, 2006. Mr. Gle= ason asked if option 2 had been discussed. Mr. Gaydos said there had been a discussion regarding option 2, but there would be no savings. Mr. Gleason also confirmed that the basis for the award to Citizen’s was = the low bidder.

MOTION:=

(Gleason/Domenico) To sign the appropriate documents awarding the bond to Citizen’s Bank (based upon low bid).

Fire Chief= Search Update / Job Description

Mr. Gaydos provided the Selectmen with a copy of the j= ob description, which they had the opportunity to review prior to the meeting.

Mr. Lynde left the meeting.

Mr. Domenico offered amendments and asked to review further. He said he could pro= vide a red-lined version to the Selectmen by the weekend. Mr. Gleason also suggested amendme= nts; there were no objections.

Mr. Gaydos said the position had been posted (in-house= ) and he had received phone calls. = No formal application had been submitted.&nbs= p; The job would be generally posted over the weekend.

Town Meeti= ng Preparations Update; Voter Guides & Town Reports

Mr. Gaydos informed that the voter guides had been mai= led (March 4, 2006).<= span style=3D'mso-spacerun:yes'> He said the Town Reports would be = mailed March 8, 2006.

Department= of Transportation Correspondence re: Sherbur= ne Road & Old Gage Hill Road

Mr. Gaydos said comments had been made (at prior meeti= ngs) regarding the state’s ten year plan and the intersections of Sherburne Road and= Old Gage Hill Road which would see additional traffic with the I93 widening plan. He said he wrote to Exe= cutive Councilor Ray Wieczorek (at the Board’s request) and asked what the T= own could do. Commissioner Carol = Murray responded by informing the two intersections warranted improvement and that= the Department would review further. Ms. Murray said the Legislature was in the process of considering the state’s 10-year plan with the goal of adopting a new plan by July 1st. the Department will review what inexpensive/reasonable improvements might be appropriate; if work is contemplated, the Department will contact the Town. Mr. Gaydos felt if action could be= taken in the near term it would improve the situation. He was convinced that when the I93 widening began there would be impacts to the secondary roads and funding wo= uld be available to cure some of the issues.&n= bsp;

Mr. Danevich said the Planning Board members were supp= ortive of escalating the funding effort. Mr. Gleason asked if the two intersections were currently on the ten-year plan. Mr. Gaydos sai= d the intersections were not currently on the plan. He said Legislature approves the p= lan every other year and the Town was trying to get the intersections on the pl= an (by amending it) this year. <= /p>

Review of = 3-year plans: Police, PTV and Town Clerk/Tax Collector

Mr. Gaydos said department heads were asked to put tog= ether three-year plans to be used as ‘works in progress’. He began by discussing the PTV plan. PTV wanted to move to t= he Municipal Building; replace cameras; start applying franchise fees to upgrades. Mr. Gleason wanted the plan to address competition with cable. He also wanted to have meetings wi= th Comcast to discuss a long-term plan with the Town.

Mr. Gaydos then reviewed the three-year plan for the P= olice Department. 2006: adding Poli= ce Officer, implement Car 54 project; 2007: moving administration duties throu= gh promotions; 2008: use grant money to add additional School Resource Officer, expand video surveillance and expand the department into other areas of the building.

Mr. Bergeron arrived.

Mr. Gaydos discussed the Town Clerk/Tax Collector̵= 7;s plan. With the position being= an elected official, the department will be having an extended program training. 2006: the departmen= t will be going on a statewide voter registration program and a tax service will be used to do the semi-annual billing; 2007: registration of vehicles will be on-line and implementing the Muni-Smart system; 2008: electronic technology being used to decrease paper. Mr. Gleason wanted clarification if the Town office would do registration on-li= ne, or if people were able to do it themselves.

Town Council was unavailable to review. An agenda item will be added to th= e March 28, 2006 = meeting to discuss.

TOWN ADMIN= ISTRATOR / SELECTMEN REPORTS

Mr. Gaydos had no report.

Mr. Domenico urged residents to do their civic duty an= d vote on Tuesday, Marc= h 14, 2006.

Mr. Bergeron extended congratulations to Mr. Harris (a= nd his family) and Mr. McDevitt for the Town Report dedications.

Mr. Gleason said there were minor difficulties with Vi= sion Appraisal due to the data collection being behind schedule; however the Town had the attention of Management. There was an agreement to extend the data collection from April 1st to April 21^st; Vision has agreed they could do it without jeopardizing the end schedule. He said if residents were not allowing entry, a plan would have to be developed. He said they were working on plans to finalize the current use and utilities. The next meeting with Vision will = be held April 12.

Mr. Danevich circulated the Park & Recreation seve= n-year plan to the Selectmen for review. He ended by urging residents to vote on March 14, 2006.
