MINUTES

CALL TO ORDER

Vice Chairman Gleason ran the meeting in Mr. Danevich’s absence.

OPEN FORUM

Mr. Gleason indicated that the following loca= tions have been established as cooling stations (Pelh= am Senior Center, Pelham <= st1:PlaceType w:st=3D"on">Town Hall, Pelham Library and Chunky’s Cinema) effective August 1, 2006 and continuing until the extreme heat had subsided. Those needing assistance getting = to a cooling site should contact the Pelham Police at 635-2411 or in case of emergency 911. <= /p>

Jeff Gowan, Planning Director: Candidates for Town Center Traffic Stakeholders Committee

Planning Director Jeff Gowan met with the Selectmen and provided a list of candidates for the Town Center Traffic Stakeholders Committee. He s= aid if the Selectmen approved the candidates, it would allow them to hold their f= irst meeting on Augus= t 9, 2006 along with Nashua Regional Planning Commission and representatives of the Department of Transportation.

Mr. Bergeron questioned if the Town Highway R= oad Agent Don Foss should be included. Mr. Gowan said the committee would be holding evening meetings, whi= ch Mr. Foss typically was unable to attend, but they would be happy to have h= im on the committee if the Selectmen appointed him. Mr. Bergeron felt Mr. Foss would = be an asset to the committee. Mr. = Gleason felt the Selectmen should make the request that Mr. Foss attend.

(Gleason/Domenico) To appoint Mr. Bergeron and Mr. = Lynde as the Selectmen Representatives to the Town Center Traffic Stakeholders Committee.

Mr. Gaydos said there would be a solicitation= for a larger group. Mr. Gowan sa= id the Department of Transportation recommends approximately eighty people.

OTHER BUSINESS=

Budget Review:

Assessing

Ms. Susan Snide presented and reviewed the Assessing Budget with the Selectmen. The proposed 2007 budget request was $94,051.60 versus $91,157.00 f= or operating in 2006. The propo= sed budget represented an increase of 3.08% increase.

PUBLIC HEARING CONTINUATION: Coombs Junkyard Application

Mr. Bergeron stepped down.

Mr.= Gaydos said there were three issues being discussed: 1) fire extinguishers; 2) documentation of the removal of the Freon; and 3) tires to be removed by t= he end of October, 2006. He sai= d Fire Code Inspector John Hodge at the time of last week’s meeting hadn= 217;t finished his inspection. Sin= ce the last meeting, Inspector Hodge went to the site, but was unable to get documentation on the portable recovery of the Freon; but had noted that al= l the fire extinguishers had been updated with new ones and acknowledged that the tires would be disposed off the property by October 31, 2006. Mr. Gaydos said he reviewed the p= ermits and found that the Storm Water Discharge Permit had not been in existence = in the past. He said the applic= ant has made an application (for the Discharge permit) and brought documentation showing such. Once the permi= t is approved in Washington the Town will be provided with the permit number. He said the only remaining item i= s the disposal of the Freon. =

Ms. Paula Morse (Coombs’ oldest daughte= r) and her brother Mr. Norman Coombs discussed their application with the Selectmen. Ms. Morse said th= ey were awaiting a letter from Gil’s Automotive (Manchester, NH<= /st1:place>) saying that they take care of the Freon.&= nbsp; Mr. Gleason confirmed that the applicant didn’t treat vehicles with Freon on the premises. = Mr. Coombs answered yes.

Mr. Gleason asked if all the necessary requirements for application had been satisfied. Mr. Gaydos answered yes and recom= mended that the Board approve the application conditioned upon receiving a letter= from Gil’s Automotive and next year the applicant has documentation from = them (i.e. receipt that Freon is properly disposed of). He said Inspector Hodge would als= o visit the site again October 31, 2006 to ensure that the tires were removed. Mr. Domenico asked that the appli= cant to obtain a receipt when the tires are removed that indicates the date, numbe= r of tires, or the way that they are measured.=

MOTION:=

(Domenico/) To approve the Coombs’ Junkyard a= nd Auto Recyclers License for the period of one year as of April 1, 2006 expiring March 31, 2007 with the conditions of: 1) having all the tires removed b= y October 31, 2006 (and providing documentation of such); 2) documentation regardi= ng Freon removal (and who its farmed out to); 3) providing the Town with the Federal Storm Water Permit.

Budget Reviews:

Tran= sfer Station – Transfer Station Superintendent Bruce Mason reviewed t= he proposed 2007 Transfer Station budget with the Selectmen. The 2007 operating request is $53= 7,181 versus the 2006 operating budget of 548,639. The 2007 budget showed a decrease= in operating expense of $11,458 a net decrease of 2.13%.

Poli= ce Department – Police Chief Evan Haglund, Captain Joseph Roark and Office Manager Laurette Guay met with the Selectmen to discuss the 2007 Po= lice Department budget. The 2007 = budget request is $2,076,149 versus the 2006 budget of $2,089,038. The 2007 budget showed a 5.83% in= crease from the 2006 budget.

TOWN ADMINISTRATOR / SELECTMEN RE= PORTS

Mr. Lynde informed that the latest Concert on= the Village Green (New Liberty Jazz Band) went well. The next concert on the Village G= reen will be held Au= gust 13, 2006 from 5pm-7pm.
Mr. Bergeron, Mr. Domenico and Mr. Gleason ha= d no reports.
