The amendments to the minutes were as follows: page 2= , 1^st paragraph – the words ‘the opportunity’ was inserted in = the following: ‘…afforded him the opportunity to..’; the mot= ion accepting the Police Chief’s retirement was amended to read ‘(4-0-0)’; page 3, 3^rd paragraph – the words ‘for two hours’ were inserted into ‘…Town offices = for two hours on Friday…’; there were also grammatical corrections made.

APPOINTMENTS

Public Hearing to Adopt the New Fire Station Impact Fee Schedul= e

Mr. Bill Scanzani explained that an impact fee schedu= le had been adopted in 2002 for a Fire Station.&= nbsp; The original ordinance called for the fee schedule to be reviewed in five years and then annually thereafter as needed. Mr. Scanzani said there had been = a lot of work in the past five years and there were now updated figures on the central station which were substantially higher than originally scheduled.= He said the new figures (i.e. revaluation, new station) had basically been ‘plugged’ into th= e original formula used. The new impact= fee figures to build a new central fire station and two sub-stations (at a lat= er date) were before the Selectmen for review.

Mr. Danevich noted that the enabling legislation for = impact fees was originally approved by Town voters in the 1990’s. There was an impact fee for the S= chools, that had been very successful; the second had been for the fire station. He said now that cost estimates a= nd studies had been done and a question was on the ballot (for March, 2007), = the Planning Board reviewed the fee schedule and updated such based on the act= ual numbers. The Planning Board had also gone through a public hearing process= to adopt the fee schedule.

Mr. Scanzani said when the Town was originally lookin= g to have a central fire station; the cost was approximately 2.3 million and the substations were approximately one million. The cost today for a central stat= ion was 7.3 million and projecting out five/six years for a substation, the estima= ted total project cost of 14.7 million (which included a 5% inflation factor f= or the substations). He felt th= e most critical information for voters to understand was that this would be a residential impact fee schedule that would only affect new homes (not homeowners building additions). He said over time, because of the percentage of fire calls and the size of the current station versus the size being built, approximately 56% of the cost= of the new central station would be paid by impact fees, not tax dollars.

Mr. Gleason saw that the central station was listed a= s 7.7 million and questioned if it should actually be 7.3 million. Mr. Scanzani said that amount inc= luded any costs already spent. He believed the figures would have to be adjusted later for the sub-stations.= Mr. Gleason asked if the sub-stat= ions were included in the CIP. Mr. Scanzani said on the CIP worksheets, the sub-stations were listed; one was scheduled out beyond seven years as un-programmed. Mr. Gleason questioned why the fe= es would be terminated after 1760 permits.&n= bsp; Mr. Scanzani said there were two limitations from a calculation standpoint, one being the total dollars, and the other was based on the sq= uare footage of the homes being built. <= /span>He said the actual limitation wasn’t in permits, it was in dollar figur= es; once it was reached, that’s all that could be collected on the impac= t fee unless the cost of the projects went up and the Planning Board adopted a n= ew fee schedule.

PUBLIC INPUT

Mr. Leo Thibeault (NRPC Commissioner), Simpson Road wanted to know what f= igure the warrant article would show (7.3 million or 7.7 million). Mr. Danevich said the amount list= ed factored in costs that had already been spent. Mr. Scanzani said those amounts w= ere recoupable. Mr. Thibeault questioned how the Town would come up with the projected amount based on t= he number of permits that had recently been issued. Mr. Scanzani discussed the trend = regarding building permit numbers and said the Town would collect money on a varying schedule. He discussed the i= mpact per unit which was done per the square footage. Mr. Thibeault didn’t feel t= he Town, in the next twenty years, would be able to generate $20 million in i= mpact fees. He said it would be ni= ce if the Board reviewed the impact fees quarterly. Mr. Danevich said the information= was already available.

Mr. Danevich confirmed that the Planning Board had al= ready conducted a public hearing. = Mr. Scanzani said the Planning Board had discussed and adopted the impact fee = schedule. He discussed RSA 675:7 and said i= t was his opinion that the public hearing held by the Selectmen covered the requirements in such. He sai= d a call had been placed to Town Counsel for opinion; if there was a problem, = it could be reposted.

Discussion: Police Chief Hiring Process

Mr. Danevich said the Police Chief had announced his retirement intentions for the end of May, 2007. He wanted to have a discussion wi= th the Selectmen regarding the process which would be taken to hire a chief. Mr. Gaydos provided a timeline as follows: Februa= ry 23, 2007 – March 1= 6, 2007 advertise; Marc= h 16 – 23 2007 go through the selection process/rate the candidates; = March 31, 2007= (Saturday) run through interviews and make a decision if there would be second interviews. The idea was to = have a selection coming into mid-April to provide overlap time with the Chief. The Selectmen decided to follow t= he same process that was taken to hire a Fire Chief.

Mr. Domenico read the proposed job description aloud.= The description would be posted a= s soon as possible.

OTHER BUSINESS

New Bus Use Policy and Possible Vote

Mr. Gleason read the proposed policy aloud which incl= uded a bus use checklist. There was discussion regarding the policy purpose.&= nbsp; It was noted that the policy did not apply to those persons carpool= ing; however providing a commercial service using personal vehicles was being p= rohibited.

Mr. Gaydos had reviewed= the final copy with Senior Center Director Sue Hovling.

There was no public inp= ut.

Facility Use Policy Discussion

Mr. Danevich read the draft Facility Use Policy aloud= . He said the policy defined a cons= istent process (for facility use) in a formal way. He said the intent was to have the latest draft for the Selectmen to review.= He wanted a full Board present when the policy was adopted. He said he wanted the Police Chie= f, Fire Chief, Highway Road Agent, Planning Director and Mr. Jim Greenwood of PTV = review the policy.

MISCELLANEOUS UPDATES

Mr. Danevich noted that the Park & Recreation Dir= ector Darren McCarthy provided a revised set of plans for Raymond Park from TF Moran. He said they would be= made available on the website.

The Selectmen discussed the Town Report bidding proce= ss that began in mid December, 2006. Letters were mailed December 27, 2006 to those interested in bidding; the bid closed January 8, 2007= with ten bids being received. The low= est bid was Case Printing in the amount $9390; their references came back excellent. The bid was award= ed to Case Printing on January 22, 2007.

(Gleason/Domenico) The Selectmen reaffirmed the sel= ection of Case Printing to do the Town Report at the cost of $9390, which was t= he lowest bid. <= /b>

The Selectmen discussed the delivery method of the To= wn Report. Mr. Gaydos said last= year the Boy Scouts had folded the sample ballots and put them into the Town Re= ports, then carried the books (sorted by area) to the Post Office for distribution. This was done = for $2000. He said the Boy Scout= s had shown an interest in doing this work this year.= He said there was mention about speaking to the school about having= people do the job that were interested in receiving community service hours. Mr. Danevich said there was also a request to have the eighth graders who were going to attend the Washington D.C. trip do the Town Reports to help them defray the costs of the trip. There was a brief discussion rega= rding the process. Mr. Gleason sug= gested having some mechanism in place to justify the selection of who would get t= he Town Report ready for delivery.

The cover and dedication have been selected and will = be announced when the book is published.&nbs= p;

Mr. Danevich informed that Department of Transportati= on Commissioner Carol Murray had announced her resignation. He said because she was a critica= l piece in the Town Center project he questioned Mr. = Gaydos if there was anything immediate that the Town should be concerned with. Mr. Gaydos said at this point the= re had been a commitment by the Federal Government to fund the project; it has be= en ‘ear marked’ for the Town and couldn’t go anywhere else.= He said Commissioner Murray has ex= pressed a lot of interest in the project and he felt the Town should continue to monitor the situation.

Mr. Danevich said the Selectmen had previously taken = a vote to ‘table’ the Enhanced 911 project until after the revaluatio= n was complete. He said the first = phase had been completed and wanted to know what the next steps would be. Mr. Gaydos said he received a set= of maps that depicted every road and street numbers. He said the maps could be scanned= and put up on the website. He sa= id he would like to have a meeting with the Fire Chief and Highway Safety Commit= tee prior to meeting with 911. M= r. Danevich suggested having two Selectmen volunteers be present for the meeting. Mr. Danevich and Mr. Gleason volunteered.

TOWN ADMINISTRATOR/SELECTMEN’S REPORTS=

Mr. Gaydos said he spoke with the Fire Chief who said= he was ready to begin assembling his Strategic Planning Committee. He said he would like ask if a Bo= ard member would be part of the committee.&nb= sp; He said the Fire Chief would also like 4-6 members of the community= also be on the committee. Mr. Dan= evich suggested deferring the decision until after the election.

Mr. Gaydos said the Highway Safety Agency has a new p= rogram out called ‘NH Click’, a seatbelt enforcement program. He said the Town had applied for,= and been approved for, a grant in the amount of $1932. He asked for the Board’s ap= proval to apply for the grant even though it had already been approved. He discussed what it would entail= . Mr. Gleason asked if the Town wou= ld incur any cost for the program. Mr. Gaydos answered no. There wa= s no objection by the Board for Mr. Gaydos to proceed.

Mr. Domenico noted that the term of the appointed Pla= nning Board was drawing near to the end and as a result there were several proje= cts before the Planning Board and they may have a need to add an additional me= eting in early March to clear the back log.&nbs= p; This would enable the new Planning Board to start anew.

Mr. Gleason had no repo= rt.

Mr. Danevich informed that Fire Fighter Steve Brady p= osted a new link on the website on the Pelham Fire Website that walked people thro= ugh some of the issues being faced at the current station facility.
