<p class=3DMsoNormal style=3D'text-align:justify'>Mr. Thibeault saw on the=
 agenda
that Selectmen Domenico was going to be replaced (because he was leaving T=

and felt that the position should go to the person the voters had chosen a=
s the
third candidate.<span style=3D'mso-spacerun:yes'>&nbsp; </span>He asked th=
at
consideration be given to placing a warrant article on the next ballot to =
cover
this type of situation.<span style=3D'mso-spacerun:yes'>&nbsp; </span>He f=
elt the
position should be filled by someone who ran for the position, if they were
still interested.<span style=3D'mso-spacerun:yes'>&nbsp; </span>He believe=
d there
should be something in writing to cover this type of situation.<span

 for
the Selectmen to interview candidates in open forum.<span

court could then make the appointment for the Town. </p>

e of

</span>He didn&#8217;t know what type of lights were being reviewed, but w=
anted
to let the Selectmen know he was not in favor of traffic lights that hung =
from

d Mr.
McDonough that the Context Sensitive Solution group were reviewing several
options and were taking public input regarding such.<span

participate in the next meeting, which was scheduled for <st1:date Month=

to know the disposition of his case.<span style=3D'mso-spacerun:yes'>&nbsp;
</span>Mr. Gleason informed him that the disposition of the case was read =
during
the previous Selectmen meeting (May 15, 2007) and also the final letter fr=
om
the Town&#8217;s attorney (that was forwarded to Mr. Pultar) indicating th=
at
the issue was closed. He said he would be happy to retransmit the letter.<=
span
style=3D'mso-spacerun:yes'>&nbsp; </span>Mr. Pultar thought he should have
received the letter within 30-days of filing.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>Mr. Gleason explained (as he did =
at
previous meetings) that at the point Mr. Pultar filed his complaint there =
was
no policy in effect covering a grievance by a taxpayer; the policy was ena=
cted
in December, 2006 and if his complaint came in after that point he would h=
ave a
basis for requesting disposition.<span style=3D'mso-spacerun:yes'>&nbsp; <=
/span>Mr.
Gleason further explained that the Town had no mechanism in place to addre=
ss citizen
complaints until the policy was written last year, at Mr. Pultar&#8217;s
urging.<span style=3D'mso-spacerun:yes'>&nbsp; </span>Mr. Pultar said he m=
ade a
recent citizen complaint.<span style=3D'mso-spacerun:yes'>&nbsp; </span>Mr.
Gleason said the complaint was not grandfathered.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>Mr. Pultar said the complaint he =
made
was that he was given a false policy.<span style=3D'mso-spacerun:yes'>&nbs=
p;
</span>Mr. Gleason said this was discussed at the previous meeting and
reiterated that there was no policy in effect.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>Mr. Pultar said he wrote a letter
requesting clarification to which he had no response.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>Mr. Gleason said he sent a letter
indicating that the issue was closed; there was a letter from the Town&#82=
17;s
attorney (John Rattigan) stating that the issue was closed.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>Mr. Pultar asked if complaints wo=
uld be
placed in Town records.<span style=3D'mso-spacerun:yes'>&nbsp; </span>Mr. =
Gleason
said under the new policy (which had previously been provided to Mr. Pulta=
r),
when complaints are forwarded to the Selectmen or Town Administrator there
would be commission of 2 or 3 people to review the complaint and provide a
formal disposition at the completion of their investigation.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>This went into effect in December,
2006.<span style=3D'mso-spacerun:yes'>&nbsp; </span></p>

<p class=3DMsoNormal style=3D'text-align:justify'><o:p>&nbsp;</o:p></p>

<p class=3DMsoNormal style=3D'text-align:justify'>Mr. Pultar said he had a=
 concern
regarding a well and a septic system which the state didn&#8217;t
recommend.<span style=3D'mso-spacerun:yes'>&nbsp; </span>Mr. Gleason said =
that
issue was a Board of Adjustment issue that dated back to 2003.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>Mr. Pultar discussed a situation =
where a
pool was placed on top of a septic and said the Town was the only one in t=
he
area that allowed this placement.<span style=3D'mso-spacerun:yes'>&nbsp;
</span>He was concerned with contamination and wanted to know who would be
responsible if it occurred.<span style=3D'mso-spacerun:yes'>&nbsp; </span>=
Mr.
Gleason suggested that Mr. Pultar discuss the situation with the Planning
Director and review the regulations.<span style=3D'mso-spacerun:yes'>&nbsp;
</span>Mr. Gaydos said this issue had already been addressed by former Hea=
lth
Officer Paul Zarnowski several years ago.<span style=3D'mso-spacerun:yes'>=
&nbsp;
</span>He said he would ask Mr. Zarnowski to contact Mr. Pultar regarding =
his
concern.<span style=3D'mso-spacerun:yes'>&nbsp; </span></p>

<p class=3DMsoNormal style=3D'text-align:justify'>Mr. Gleason reminded res=
idents
that there was a program in effect until the end of June called Low and
Moderate Income Owners Tax Relief Program which was open to any citizen in=
 the
Town of <st1:place w:st=3D"on"><st1:City w:st=3D"on">Pelham</st1:City></st=
1:place>
who owned a home and was paying the state education tax.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>The income guidelines where those=
 who
are single and make less than $20,000 per year, or those who are married a=
nd
make less than $40,000.<span style=3D'mso-spacerun:yes'>&nbsp; </span>Form=
 DP8 is
available at the Town.</p>

be aware that notice was given that Pennichuck East requested a 21% increa=

approximately 11 years ago and had been volunteering in the community for =
the

Selectman would give him the opportunity volunteer and serve the

<p class=3DMsoNormal>Mr. Danevich thanked Mr. Chianca for volunteering.<sp=

 priorities
were for the Town.<span style=3D'mso-spacerun:yes'>&nbsp; </span>Mr. Chian=
ca said
he would take the role of the person leaving and educate himself about that

he was
familiar with the Selectmen priority list or other projects.<span

gathered information from various outlets (i.e. newspaper, PTV, website).<=

station, and understood that there had to be a balance between all the
municipal needs to make residents comfortable.<span

w fire
station, as long as the numbers were set and the project was
&#8216;doable&#8217;.<span style=3D'mso-spacerun:yes'>&nbsp; </span>He saw=
 a need
for a new high school and felt bringing information to other boards and wo=
rking
together was important.<span style=3D'mso-spacerun:yes'>&nbsp; </span>Mr.
Danevich asked what Mr. Chianca hoped to accomplish in ten months.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>Mr. Chianca said he would educate
himself and look to the other Selectmen for help.<span

<p class=3DMsoNormal>Mr. Haverty noticed that Mr. Chianca didn&#8217;t run=

the position and wanted to know what brought him forward at this time.<span

Selectman as another way to serve and be involved with the community.<span

volunteered in other capacities and asked what they were.<span

a Fire
Department grant he was helping with community education.<span

were the challenges facing the community/Selectmen.<span

felt the best plans had not yet been determined. He didn&#8217;t feel all

</span>His top two priorities were the Fire Station and the High School.<s=

IP to
come up with a plan and present such to the Town&#8217;s people.<span

 was in
favor of a new central station, or putting additional funds into the exist=
ing
station.<span style=3D'mso-spacerun:yes'>&nbsp; </span>Mr. Viger was in fa=
vor of
a new central station, but wanted the plan to be &#8216;real&#8217;.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>He wanted the layout put out to T=
he
Dodge Report to open it up to contractors throughout the state so real num=
bers
could be obtained and presented to the tax payers.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>Mr. Danevich asked his opinion re=
garding
the high school.<span style=3D'mso-spacerun:yes'>&nbsp; </span>Mr. Viger s=
aid
there were still a lot of questions up in the air.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>He felt the fire station was more=
 in
line with fitting into the needs of the Town because of having a complete
plan.<span style=3D'mso-spacerun:yes'>&nbsp; </span>However, he felt the h=
igh

n>Mr.
Danevich asked how the transition would be from the Budget Committee to the
Selectmen.<span style=3D'mso-spacerun:yes'>&nbsp; </span>Mr. Viger looked =
forward
to the transition.<span style=3D'mso-spacerun:yes'>&nbsp; </span>He said t=
he
Budget Committee was checks and balances and hoped being on the Board of
Selectmen would benefit both sides. </p>

which he ran for Selectmen during the last election.<span

Improvement projects should be identified and prioritized.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>Mr. Haverty (who was also a CIP m=

for the past three years) felt the CIP had done a good job trying to sched=
ule
the major capital items.<span style=3D'mso-spacerun:yes'>&nbsp; </span>Mr.=
 Viger
said the CIP plan had not been adopted by the Boards in Town.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>Mr. Haverty asked what Mr. Viger =
felt
was the best approach to making the CIP a working document.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>Mr. Viger said the CIP had raised=
 the
minimum amount to $50,000 for items to appear on it.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>He said they had also met with
Department Heads and eliminated items from the document and prioritized it=
 to
show what needed to be done each year. </p>

well as familiarity/understanding of the projects coming forward.<span

used to minimize the tension between the Budget Committee and the

assed a
$40,000 warrant article for mosquito control.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>He understood Mr. Gaydos had disc=
ussed
the program with Lt. Chatel and Ms. Demers and they had done extensive wor=
k to identify
a program that would be successful for the Town and would make a
recommendation.<span style=3D'mso-spacerun:yes'>&nbsp; </span>Ms. Demers s=
aid the
gentleman they spoke to owned two companies, Municipal Pest and Swamp, Inc=
.;
one company would conduct surveillance and the other would do the
larvicide.<span style=3D'mso-spacerun:yes'>&nbsp; </span>The cost would be=
 $17,500
for surveillance and $15,000 would cover the larvicide.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>Lt. Chatel explained that each ye=
ar the
surveillance would become easier since the first year is a learning year.<=
span
style=3D'mso-spacerun:yes'>&nbsp; </span>Mr. Gleason confirmed that the co=
mpanies
were certified providers.<span style=3D'mso-spacerun:yes'>&nbsp; </span>Lt.
Chatel answered yes they would go to the various agencies for approvals.<s=

style=3D'mso-spacerun:yes'>&nbsp; </span>He said if any residents had conc=
erns
regarding wet areas, contact information was contained in newspapers and o=
n the

the importance of controlling the mosquitoes at the larvicide stage and sa=
id
additional funds would be needed for adulticide control.<span

they
recommended keeping $7500 in reserve in case adulticide was needed.<span

<p class=3DMsoNormal>Mr. Gleason asked if the program constituted any risk=
 to the

Demers said the MSDS sheets were lacking in the first proposal, they asked=
 for
that information to be provided to ensure that the insecticides would not =
harm
humans or the ecology. </p>

<p class=3DMsoNormal>Mr. Lynde understood that the request was to spend up=
 to
$32,500 ($17,500 for testing and $15,000 for application of larvicide in

ed that
in future year the identification process would become easier.<span

re appeared
to be approximately 825 acres that would be treated.<span

eview
sites until the middle of October because there was no historical data to =

clarification of the spray that would be used.<span

sed for

ts were
contained in a pressurized back pack that was then sprayed.<span

raying&#8217;
would be done is in the event of a threat of EEE.<span
style=3D'mso-spacerun:yes'>&nbsp; </span>Mr. Lynde said he had a negative
reaction to area spraying, but the approach suggested seemed to be a win-w=
in
situation.<span style=3D'mso-spacerun:yes'>&nbsp; </span>Ms. Demers said an
adulticide spray would be used if a mosquito was found to have matured and=
 were
disease carrying.<span style=3D'mso-spacerun:yes'>&nbsp; </span>Lt. Chatel=
 said
they were in the process of drafting a protocol/policy in the event of an =
EEE
threat.<span style=3D'mso-spacerun:yes'>&nbsp; </span>Ms. Demers said beca=
use of
the lack of historical data they were unable to determine the threshold for
what needed to be done and when. </p>

would be diluted to a weakened state when applying.<span
