Mr. Gleason noted that when the Board returned, after = the non-public session, the Board would resume the public session and address t= he other items on the agenda. Al= so present was Mr. Gaydos.

The Board entered into non= -public session at approximately 6:0= 0pm. After the Board entered into non-p= ublic session, Mr. Danevich and Mr. Lynde arrived.

The Board returned to pu= blic session at approximately 6:= 30 pm.

MOTION:<= o:p>

(Viger/Lynde) To approve the July 17, 2007 meeting minutes as ame= nded.

VOTE:

(3-0-2) The motion carri= ed. Mr. Danevich and Mr. Haverty abst= ained.

The amendments to the minutes were as follows: page 1,= under Transfer Station – the sentence reading ‘…work with Mr. M= ason to put information together regarding a ‘pay as you go’/recycli= ng plan.’; was revised to read ‘…work with Mr. Mason to look= at how recycling could be improved in the Town.’; page 2 – the wor= ds ‘it at’ were inserted into ‘Mr. Gleason wanted to discuss= it at the July 24, 2007 meeting.’

APPOINTMENTS

BUDGET REVIEW (Finance Director Janet Gallant came forward to discuss budget requests):

Assessor R= 11; Assessing Assistant Susan Snide discussed the requested budget. The Selectmen reviewed the present= ed budget. The costs for revaluation will be taken out so they may put into an all inclusive warrant article.

Police Depart= ment – Police Chief Joseph Roark and Office Manager Laurette Guay met with the Selectmen to review and discuss the proposed budget.

OTHER BUSINESS

Police Chief Joseph Roark Discussion:

Cameras in al= l cars – Chief Roark said last year the Board had approved having camera= s in front line cars, which had been received without complaint by the Officers. He said they had ru= n into issues where there was a pursuit and one vehicle had a camera and one didn’t. He said since t= hey committed to have cameras in front line cars, he would prefer to take money= out of his operating budget and add cameras to another four cars. He said this would enable them to = have cameras in all the cars when they ran multi-car shifts. Chief Roark discussed the pros and= cons of different cameras. He said= they received a loaner from Martel which was SD card based to try the model out. He said even though the resolution was good, it wasn’t the same as the resolution in the DVD based cameras in the vehicles; however, the camera seemed to be more durabl= e. The cost with installation was approximately $3500 each. He requested permission to install four Martel SD card based car cameras. =

Mr. Glea= son asked if there was sufficient money in the budget to cover the request. Chief Roark said he had discussed = it with Ms. Guay and were able to save money in salaries. He felt it was a valid request and wanted to commit to it as a fleet. Mr. Gleason confirmed with Mr. Gaydos that there was a line item allocated for new equipment. = Mr. Gaydos answered yes.

There was a brief discussion regarding the success of = the equipment. Chief Roark had the full support o= f the Board to purchase the requested car cameras.

Vandalism in = parks – Chief Roark discussed the vandalism that had occurred at Pelham Veteran’s Memorial Park (‘PVMP’). He said it was an area that was patrolled but with the trails and other access points vandals could hear the car coming. He said they had instituted other tactics. He = said he spoke to Mr. Gaydos and Park & Recreation Director Darren McCarthy a= nd believed there would be a future for tamper-proof surveillance cameras. He said he put an application in t= o the New England State Police Network for loaner motion-activated cameras. He wanted the public to know with cameras in place vandals would be prosecuted for restitution.

Mr. Danevich said he had been going down to PVMP since= he heard about the vandalism and had noticed that there wasn’t proper signage notifying people that they would be prosecuted. He asked if a community watch prog= ram could be implemented. Chief R= oark said Mr. McCarthy had discussed that option with Mr. Gaydos. He said he didn’t have a pro= blem with a watch group and encouraged there to be a list of those individuals a= nd what their scope or responsibility would entail.

Mr. Gleason said it was the long-term solutions that w= ere being reviewed. He felt they = should publicize better that the Town was prosecuting to the fullest extent of the law.

Chief Roark expressed concern regarding vandalism in t= he winter due to access. He felt= the new bathrooms would become even more vulnerable during the winter months.

Mr. Lynde wanted to know what it would take to get sur= veillance cameras at the park. Chief Ro= ark said he could get possibly get some loaner cameras. He was not ready at this point to discuss the cost of having a remote camera. He had to determine how it would be monitored. He said there had = been a suggestion to have a resident ranger at the park to check on the park.

Mr. Gleason asked that the cost for the surveillance c= ameras be identified. Mr. Danevich discussed the prices of equipment. Chief Roark noted that PVMP would need to have a long-term solution = and mentioned the need to have something at Raymond Park when it got up to speed. He said they were taki= ng short-term steps to try and identify the vandals.

OTHER BUSINESS

E-911 Update

Fire Chief Michael Walker came forward and discussed t= he progress of the E-911 project. A spread sheet had been created that identified roads that had approved name changes, roads that needed public hearings to change the names, and streets that required no changes. He said once the Selectmen agreed to move forward, public hearing would be hel= d, the Selectmen would vote and timelines would be created with other parties = such as the Post Office. He said if there were any questions, they could be forwarded either to himself, Chief Roark or Mr. Danevich. The Se= lectmen reviewed the information.

Mr. Danevich said he had two action items for the Sele= ctmen to address. The first was to = have the road naming authority delegated to the Highway Safety Committee and to follow the road naming policy. The Selectmen still had the opportunity to comment. The following motion was made.

(Danevich/Lynde) To delegate road naming on behalf o= f the Town Pelham Board of Selectmen to the Highway Safety Committee, and keep in compliance with the Town of = Pelham Road Naming Policy and the State Road Naming Guidelin= es (E-911 policy).

There was a brief discussion regarding the timeline of= the project. Mr. Danevich said th= e next step was to set up public hearings for the roads needing name changes. The Selectmen discussed if they wo= uld conduct a public hearing for those having address number changes. Mr. Gleason wanted to advise peopl= e that there would be a change in the address numbering system and the purposes for it. Chief Walker suggested th= at a representative from the Post Office and Verizon be present for the public hearings.

Girl Scouts, Spar & Spindle Council: Right of First Refusal Agreement

The Selectmen were given a revised document reflecting= the changes they requested. Mr. G= aydos noted that backup documentation had also been provided which clarified the purpose for drafting the Right of First Refusal Agreement. He asked the Selectmen to authorize Planning Board Chairman Peter McNamara to sign the documents because he was going to be present at the time it was recorded at the Registry.

The Selectmen didn’= ;t object to the revised document.

(Danevich/Lynde) To authorize Peter McNamara as the Planning Board Chair, and on behalf of the Board of Selectmen, to sign the agreement with the Girl Scout Spar & Spindle Council entitled First R= ight of Refusal Agreement.

Agreement for Windh= am to work on Castle Hill Bridge

Mr. Gaydos said in the past the Town had a conversatio= n with the Town of Windham about Windham doing some work at the Ca= stle Hill Bridge. They were willing to do all the work. Mr. Gaydos said Highway= Road Agent Don Foss had a conversation with Administrator David Sullivan and reviewed the plans, that were the same as when both towns were involved. He said he had a letter (for Mr. G= leason to sign) that authorized the Town of Windham to proceed with the work as long as Mr. Foss was involved. Pelham would reserve the right to = stop the work if changes were going to be made that were not to Mr. Foss’ satisfaction.

(Danevich/Viger) To authorize the Chair to sign on t= he Board of Selectmen’s behalf, the agreement with Windham for work on Castle Hill Bridge which preserves the Town’s right to stop construction if it didn= 217;t meet the Town’s expectations under the monitoring of Highway Road A= gent Don Foss. =

Conservation Lo= gging Road Construction

Mr. Gaydos said last year bids went out for site work = for the Gumpas Pond Conservation Area where timber harvesting and site work was planned. He said it was found= that because road construction was so difficult they had trouble finding loggers= to bid on the project. Subsequen= tly, the Conservation Commission put out bids for construction of a road, placement = of boulders and the creation of a parking area which was originally budgeted f= or $14,000; a bid came back for $15,185. Mr. Gaydos said once the roadway is completed the logging can be bid= out and a better price could be obtained for the timber.

Mr. Danevich asked if the job was competitively bid. Mr. Gaydos said it was. It was noted that only one respons= e was received back. It was expecte= d that there would be a profit from the harvesting.

(Danevich/Lynde) To award the bid to Hopkington Land Clearing Incorporated for an amount not to exceed $15,185.

Mr. Gleason asked Mr. Gaydos to make sure that the fun= ds were recovered to offset the cost. Mr. Gaydos said he would keep the Selectmen appraised as they moved forward.

Town Vehicle Inventory

The Selectmen were given a copy of the vehicle invento= ry document. Mr. Viger wanted the Selectmen to discuss the items and try to balance the expenses of the vehicles. He said new vehicle= s were not identified on the plan that should be taken into account. The Selectmen reviewed the documen= t and discussed having a line in the budget for equipment replacement and creatin= g a capital reserve for future purchases.

M r. Viger said when the Selectmen review the budgets = with each department, the department will inform what they expect to replace, wh= at they expect for new vehicles then when the document goes to Budget Committee for review it will be accurate.

TOWN ADMINISTRATOR / SELECTMEN’S REPORTS

Mr. Gaydos had no report= .

Mr. Lynde informed that the third concert on the Villa= ge Green with Take Two would be held July 25, 2007 beginning at 6pm.   He then discussed the Context Sensitive Solution project and Town Center solutions that were discussed at the most recent meeting. He said a public hearing would be = held September 13, 2007 location still to be determined. He no= ted that the preferred solution (two roundabouts) would cost approximately 2.5 million dollars and further noted there was 3.9 million dollars earmarked by the Federal Government for the project.&nb= sp;

Mr. Viger had no report.=

Mr. Haverty informed that the space needs analysis (fo= r the Fire Station Review) was received July 17, 2007. = ; The next milestone was the receipt of the RFQ responses from the arc= hitects due July 30, 200= 7. The architect contract award would= be done on August 2= 1, 2007. Mr. Gleason asked if there were ad= equate funds to award the contract. = Mr. Gaydos said it was already approved.

Mr. Danevich acknowledged Jean Claude at the Transfer Station for dealing with a situation of a person coming in with questionable items being dumped. He wanted= the Selectmen to know that the policy was being enforced.

Mr. Gleason provided detailed information regarding Co= ntext Sensitive Solution and the proposed project. After the next public hearing on <= st1:date Month=3D"9" Day=3D"13" Year=3D"2007" w:st=3D"on">September 13, 2007 a meeting for the working group will be held November 15, 2007 and a public hearing= will be scheduled for Fe= bruary 21, 2008.
