The amendments to the minutes were as follows: page 1,= The Board returned from non-public at 6:30pm; page 2 under Cameras in Cars, 1st & 3^rd sentence – the words ‘front line’ we= re added to “…cameras in front line cars’; the word ‘another’ was added to “…add cameras to another four cars..’; the word ‘each’ was added to ‘…was approximately $3500 each’; the word ‘card’ was added to ‘…Martel SD card based car..’; under Vandalism in Parks – the words ‘or responsibility’ were added to ‘…what their scope or responsibility would..’; last parag= raph – the word ‘resident’&nb= sp; was added to ‘…have a resident ranger…’; pag= e 3, 1^st paragraph – the word ‘solution’ was added = to ‘…need to have a long-term solution and..’; under E911 – the word road was replaced with address in the following ‘…those having address number changes..’ and ‘…change in the address numbering system..’; the motion reading ‘To authorize Peter McNamara on behalf of the Planning Board Chair position to sign the agreement with…’; was changed to read ‘To authorize Peter McNamara as the Planning Board Chair, and on beha= lf of the Board of Selectmen, to sign the agreement...’; under Castle Hi= ll Bridge – the word ‘Windham’ was added to ‘…ab= out Windham doing some work…’; page 4 under Town Vehicle Inventory – the word ‘vehicle’ was added to ‘…copy of t= he vehicle inventory document…’; there were also minor grammatical corrections made.

APPOINTMENTS

Article K Waiver Application:&n= bsp; 19 Hillcrest Lane, Map 36 Lot 10-= 58 – Owners: Joseph & Christine Doherty

The Board of Selectmen temporarily adjourned to conven= e the Board of Health with Chairman (Deputy Health Officer) Paul Zarnowski. Mr. Zarnowski called the Board of = Health to order.

Mr. Zarnowski said the Board would review a request fo= r a waiver of Article K, Section 295-16 – setback distance of leach field to be 75ft. from Group B soils applicant requesting to be 50ft. per NHDES regulat= ions.

Mr. Joseph Maynard the system designer said the existi= ng septic system was not in failure, but was in close proximity to poorly drai= ned soil. He said the property ow= ner was in the process of selling the house and the potential purchaser wanted = to make sure that they could get a replacement system if it became necessary.<= span style=3D'mso-spacerun:yes'> Mr. Maynard said the field design = met the state’s requirements and would be an improvement over the existing system.

Mr. Gleason noted that the application said Group B an= d the regulations stated Group 5 and questioned if it was the same thing. Mr. Zarnowski said they were the s= ame thing; the application would be modified to read Group 5.

Mr. Danevich asked for an explanation why the old syst= em wouldn’t be taken out and replaced with the new system in the same location. Mr. Zarnowski expla= ined the options. Mr. Danevich ask= ed if there were any concerns regarding the existing system not meeting the requirements. Mr. Zarnowski s= aid the new proposed system would meet all the state’s requirements. He discussed the benefits of the proposed system. Mr. Danevich= asked what year the current system was installed. Mr. Maynard believed it was instal= led in the early 1970’s.

There was further discussion regarding the proposed sy= stem and what would happen to the existing tank and pipe. Mr. Maynard said they would be reu= tilizing the existing septic tank and would add an additional one. Mr. Danevich said the concern was = not having the system reconnected. He said generally the Board of Health asked for the old system to be crushed s= o it could not be reconnected. He = asked that when the new system was installed that the leaching connection from th= e septic tank be made inoperable so it wasn’t hooked back up at a later date.<= span style=3D'mso-spacerun:yes'> Mr. Zarnowski said during the bed = bottom inspection they would make sure that the pipe was disconnected from the tank. Mr. Maynard further dis= cussed what was being proposed. It w= as noted that the proposed would be an improvement over the existing system.

Once the Board of Health= was adjourned, the Selectmen reconvened.

BUDGET REVIEW (Finance Director Janet Gallant came forward to discuss budget requests):

Seniors ̵= 1; Senior Center Director Sue Hovling met with the Selectmen to review the proposed b= udget. There was a discussion regarding t= he Nutrition Program and a request to apply the Nutrition Program revenues back into the operational cost sin= ce the program has been running at a deficit for the past several years.

Highway Depar= tment – Highway Road Agent Don Foss met with the Selectmen to review the proposed budget.

Cable TV R= 11; Cable Television Coordinator James G= reenwood met with the Selectmen to review the proposed budget.

Park & Re= creation – Park & Recreation Director Darren McCarthy met with the Selectmen to review the proposed budget.&n= bsp;

OTHER BUSINESS

$5000 Requ= est for Merrimack Valley Regional Water District

Mr. Gaydos said the Merrimack Valley Regional Water Di= strict sent a bill looking for a $5000 contribution from the Town. He said the voters had approved the money and it was budgeted in the legal budget. Mr. Danevich was noted a change in= the wording from last year’s request.&nb= sp; He was troubled by the word ‘donation’ being changed to ‘dues’. He said he would like to defer payment until further clarification of the district was given to the Town. Mr. Gleason agreed.

Mr. Danevich said he wasn’t opposed, but felt th= ere were open-ended questions. He wanted clarification regarding the benefits/services.

Mosquito Pool Testing Results from MPMS

Mr. Gaydos informed that the first round of testing ha= d been completed and was totally negative in finding infected mosquitoes. Mr. Danevich asked if the list pro= vided to the Town was able to be released publicly. Mr. Gaydos believed the list had b= een provided so the Board knew where testing was done. Mr. Danevich said the results were= good and wanted the Selectmen to determine if the list could be released.

Workman’s Compensation Policy

Mr. Gaydos said he had been working on a policy for Workman’s Compensation payments and provided the Selectmen with a dra= ft copy. He said there had been = a number of different practices and felt it would be good to have a policy in place. The Selectmen will rev= iew and have an agenda item added to the next meeting.

TOWN ADMINISTRATOR / SELECTMEN’S REPORTS

Mr. Haverty provided a report on the Fire Station Proj= ect and informed that the RFP/RFQ’s had been received from the architectu= ral firms and were dropped off by Trident.&nbs= p; He said there had been ten responses that would be reviewed with Trident, Mr. Gaydos and Fire Chief Walker.= He believed after the meeting a short list of three would be schedul= ed for interviews on August 8, 2007. Final selec= tion would be August = 14, 2007.

Mr. Gaydos, Mr. Danevich= , Mr. Viger and Mr. Gleason had no report.

Mr. Gaydos noted that the Village Water District would hold their formation meeting on Wednesday.

Mr. Gleason confirmed with Mr. Gaydos that Police Chief Roark would introduce the two new Lieutenants. Mr. Gaydos said the new Lieutenants would be introduced at the next Selectmen’s meeting.

The Board entered in= to a non-public session at approximately 9:06 pm. Also present = was Mr. Gaydos.

The Board returned to pu= blic session at approximately 9:= 17 pm.
