Introduction of recent Police
Promotions: Lt. Gary Fisher and Lt. Brian McCarthy
Judge Colby of the Salem = District Court conducted the swearing in ceremony of recently promoted Lieutenant Ga= ry Fisher and Lieutenant Brian McCarthy. The Officer’s families came forward to pin their new badges on= . Reverend Bob Guillamette offered a blessing to everyone and congratulated the Officers. The Selectmen and public offered t= heir congratulations to the recently promoted Lieutenants.
Chief Joseph Roark then p= resented and read aloud Accommodations to Detective Sergeant Thomas O’Donnell,= Detective James Johnson and Master Patrolman Dennis Mannion for their professionalism= and determination during a recent crime event and arson fire. Officer Myia Yates was given a Com= mendation and the Pelham Police Department Life Saving Award for her actions and dedication to helping residents during a recent arson fire. Detective James Johnson, Detective Michael Marshall and Officer Myia Yates were each given a Commendation for their actions and dedication during a recent home invasion incident that was found to be untrue.

APPOINTMENTS
Charlene Takesian: Discussion of Sherburne Hall Use
Sherburne Hall Committee Chairwoman Charlene Takesian = came forward to discuss the use of Sherburne Hall. She said she had been speaking wit= h Mr. Mike Goodwin of the Salem Boys & Girls Club who was interested in bring= ing Pelham people into membership of the Boys & Girls Club. They would like to run some progra= ms in Town and just needed the space to do it.&n= bsp; Ms. Takesian discussed the dollar amount that could be received if Sherburne Hall were rented out. She said the time may be right this year to form a partnership with the Salem B= oys & Girls Club to come to Town, run their programs and pay us rent for the space. She would like to make= sure that the money earmarked for Sherburne Hall be used to possibly ‘chip away’ at the items that needed to be done in the hall. She said they would like to put to= gether a five year plan to get the renovations done and at the end of that time pe= riod there could be further discussions regarding what could be done with the ha= ll rental revenues. She said in = order to move forward she needed approval from the Selectmen because Mr. Goodwin wanted to be confident that the Town would move forward before he put toget= her a proposal. She said the appr= oval should be in the form of a letter inviting the Boys & Girls Club to meet with the Town to discuss running the programs in Town. She said if it was to move forward= , the Sherburne Hall Committee would draft a Warrant Article to expend the funds raised through the program to renovate Sherburne Hall.
Mr. Danevich asked what type of programs would be involved. Ms. Takesian said t= hey would be children’s programs and understood there was currently a need for before and after care programs. She said the Town would have to do nothing except provide the space;= the Boys & Girls Club ran their own programs.
Mr. Viger questioned how the code issues in Sherburne = Hall would be addressed prior to children being in the facility. Ms. Takesian said she spoke to the= Fire Chief and a Fire Engineer to see what it would take to bring the hall up to life safety codes. She said t= here were some things that could be done immediately for low cost; and some thin= gs that the Fire Chief would like to see ultimately that were high cost. She said she was told if there were going to be one hundred or less people in the hall they could probably do so with doing the lower cost items to begin with, but there should be a five or ten year plan in place to get to where they ultimately should be. Mr. Viger asked if funds would be = from a warrant article or a bond and be reimbursed from the program. Ms. Takesian was unsure. She said they might be able to do a bond, but there would have to be a long-term lease in place to ensure that = the bond money could be paid back. She said the idea was to not use taxpayer money to renovate Sherburne Hall and = this proposal would be one way to do so.
Mr. Haverty voiced concern over the logistics of runni= ng a before and after-care program in Sherburne Hall because it was an office environment. He also question= ed how the traffic would affect business as usual for the building. Ms. Takesian provided a summary of= the possibilities for building access. Mr. Haverty also brought up the fact that the PTV equipment was stor= ed in the hall. Ms. Takesian said possible options were to house the equipment in another room or to possibly section off the hall so the equipment wouldn’t be tampered with. She said the only request of the S= electmen was a commitment saying they were willing to try to work something through = and try to get the revenue stream to help renovate the hall.
Mr. Lynde questioned if it would be reasonable to assu= me that the commitment being sought wouldn’t present any impediments as = to how the Town operated. Ms. Ta= kesian said there had been past discussions but they never lead to a formal agreement. She believed Mr. G= oodwin wanted to know that if he’s got something they could work through that the hall could be leased for them to run programs. She said steps had to be figured o= ut as to whether it would work.
Mr. Danevich said the following items should be discus= sed: 1) bail out clause; 2) damage such as to PTV or the building; 3) clear understanding of capacity limits; 4) codes; 5) change of use consideration = from government building; 6) building security absence of facilities person; 7) = liability; 8) no phone in hall; as well as other items. He said he was interested in speak= ing, but not committing. He said he would want Mr. Goodwin to be prepared to address the issues when coming in = to speak with the Board to try to seek an understanding. He felt the money that the Town co= uld raise would be great. He said= some of the first year’s costs may offset the funds. He reiterated his concern for havin= g a bail out clause in the event something happened within the first year.
Mr. Haverty asked if there were programs other than a before/after care program that the Boys & Girls Club was interested in = that were less involved. Ms. Takes= ian said if the space was given they would be creative regarding its use. She discussed the types of program= s that were conducted at their own facility.
There was further discussion regarding the possible us= es of the hall. Mr. Danevich brough= t up the concern with power and the fact that even the Town tripped the breakers. Ms. Takesian said t= he Sherburne Hall Committee was looking for ways to generate revenue to get the hall renovated.
Mr. Danevich said he would like to hear Mr. Gleason= 217;s comments. He said he would li= ke to work with Mr. Gaydos to draft a letter expressing the Selectmen’s con= cerns and give the Boys & Girls Club the opportunity to respond. Ms. Takesian felt that was reasonable.
OTHER BUSINESS
Web Trac Update
Mr. Danevich said update information had been circulat= ed to the Selectmen. For the public= he gave a brief explanation of what the Web Trac Module was and its functions. He provided a list= of frequently asked questions to clarify for Web Trac users how personal/credit card information would be stored. The FAQ were as follows:
Q1 – Does the Town of=
A1 – Yes, via our = Web Trac implementation.
Q2 – Does the Town of=
A2 – Yes via RecTrac and WebTrac for the conveni= ence of our residents participating in Park and Rec programs.
Q3 – Does the Town of=
A3 – No. All credit card transactions are done in real-time with our credit c= ard processing company. A secure connection is established between the Town and the credit card company to process the transaction. Once completed, no credit card data other than the transaction authorization num= ber is stored on our systems. If a transaction fails, residents will be asked to re-swipe or retype in credit = card information.
Q4 - What information can be accessed via the internet? Is the connection secure?
A4 – Web Trac, the software that provides intern= et access to RecTrac, displays minimal data sufficient to register for Park and Rec programs. Accessing WebTr= ac via the internet is done with an SSL 128 bit encryption key. The WebTrac SSL Site Certificate h= as been issued by Network Solutions and can be verified in your browser by typically clicking on the little ‘lock’. The lock indicates a trusted and s= ecure connection.
Q5 – Does the Town of=
A5 – No. Personal data is not shared with a= ny 3rd party vendor.
Mr. Danevich said he would work with Mr. Gleason to ad=

item onto the Selectmen tracking form for the development and adoption of a
personal /private policy for the Town of
Pumper Fire Truck Status
Mr. Gaydos said he received word from the Town’s
attorney, who had been reviewing a lease/purchase agreement. The Town had approved doing a
lease/purchase of a pumper fire truck.&nbs=
p;
The Attorney informed Mr. Gaydos that he was satisfied with all the
wording and it met all the
Mr. Danevich confirmed that there were no additional c= osts, the paperwork was just the follow up for the lease/purchase approved by voters. Mr. Gaydos said that = was correct.

APPOINTMENTS
The Selectmen adjourned to be able to convene as the B= oard of Health. Board of Health Ch= airman and Deputy Health Officer Paul Zarnowski called the Board of Health to order.
Article K Waiver Applications:
Owner: Richard & Gail Radcliffe –
Mr. Zarnowski explained the request. Waiver to Article K, Section 295-1= 6. Distance to proposed leach bed is = less than the required 75feet.
Representing the Plan was Lee Cavanaugh who reviewed t= he design with the Board. He exp= lained they were requesting well radius of 63ft setback to the well; the existing ‘old’ system had a 50ft. setback. The new system would have less of = an impact than the existing. Mr. Zarnowski said the dwelling was an existing year-round dwelling.
Mr. Danevich asked if the leach field would have an im= pact on anyone else’s well. = Mr. Zarnowski said the existing system met the 75ft. distance criteria. Mr. Danevich confirmed that lot 11= -25 was currently vacant. Mr. Zar= nowski said it was. Mr. Danevich then confirmed that the proposed would improve the situation. Mr. Zarnowski said the proposed wo= uld improve the situation considerably the field would be further away from the well than the existing system. A modern proven system would e put in. Mr. Danevich questioned who would supervise to ensure that the old t= ank was broken up, filled and pipes removed.&n= bsp; Mr. Zarnowski said it was usually the installer. He said when the bed bottom inspec= tion they could find out what happened to the pipes and where they were located. Mr. Danevich said th= ey didn’t want the chance of it being hooked back up.
Mr. Lynde reviewed the plan and confirmed the request.= He discussed the distance of the proposed system and the type of system being proposed. He asked if the house was being remodeled or taken down. Mr. = Cavanaugh said the house would be taken down because it had no foundation and a new h= ouse would be built. Mr. Danevich questioned if that would constitute the expansion of a non-conforming lot.<= span style=3D'mso-spacerun:yes'> Mr. Zarnowski said they may need t= o go to the Board of Adjustment to replace the building.
Mr. Danevich said the plan didn’t indicate that =
the
current system was failing. M=

Zarnowski said the current system was not failing at this point in time.
Mr. Danevich wanted the record to reflect that the Art= icle K would not serve as any kind of endorsement for expansion, approval or any o= ther jurisdictional review by any other boards in Town including the Board of Adjustment.

Mr. Zarnowski discussed the requested waivers to Artic= le K, Section 295-12 (any request for state waivers must go to the Town first) &a= mp; 16: 1) reduction in the distance between the seasonal high water table and = the bottom of the leach bed from 4ft, to 2ft; 2) reduction in the offset distan= ce between a leach pit to open drainage from the required 75ft. to 34ft.; 3) reduction in the offset distance between a septic tank and open drainage fr= om the required 75ft to 16ft.; 4) reduction for fill extension slope from 3-1 = to 2-1.
Mr. John Soucy of Soucy Sewer Service presented the pl= an to the Board. He discussed the n= eed for the requested waivers. Mr. Zarnowski discussed the proposed Clean Solutions System. Mr. Lynde asked if the discharge o= ut of the proposed system would be thoroughly treated and would contain less potential contaminants. Mr. Zarnowski said that was correct.
Mr. Zarnowski went on to explain/discuss the other wai=
ver
requests. Mr. Lynde asked if
additional precautions had to occur during the installation process to ensu=
re
that there is little/no likelihood of leakage from the chambers that might =
get
into the drainage ditch. Mr.
Zarnowski believed the tank would be higher and the natural flow would be
toward the road versus toward the ditch.&n=
bsp;
Mr. Lynde was concerned in the event the line broke. Mr. Zarnowski discussed the pipe a=
nd
sealants. He said the joints =
would
all be glued and suggested that the pipes could be pressure tested prior to
operation. Mr. Lynde said the=
re was
a reason for the specific distances and the request were significant change=
s to
such so the Board should be certain that an extra level of precaution was b=
eing
taken so there was no potential harm.
Mr. Zarnowski said the pipe could be ‘sleeved’ so it wou=
ld
be a double pipe. He said ano=
ther
precaution was to seal and grout the outside of the Clean Solutions tank.
Mr. Zarnowski finished the discussion of the requests = and explained that the applicant still needed to go to the state for the same waivers.

Mr. Lynde said the final concert on the green was canc=

because of rain. He said the =
summer
concert series was a success. He
reminded residents that on Thursday an information session and formal
presentation would be done in regard to the states varied proposals for the=
