(Viger/Haverty) To approve the November 20, 2007 meeting= minutes as amended.

APPOINTMENTS

Introductions: New= ly promoted Sergeant Glen Chase; Newly hired Police Officers – Officer Brian Kelley and Officer Ronald Page =

Police Chief Joseph Roark introduced the Officers. The Selectmen congratulated Sergeant Chase and welcomed Officer Kelley and Offi= cer Page.

Police Union Contract Ratification=

Mr. Gaydos said there was= some wording that needed clarification. The union had not taken a formal vote to ratify, but Mr. Gaydos want= ed the contract to come before the Selectmen for ratification so as soon as the union took a vote, the contract could be brought in front of the Budget Committee. He reviewed the co= ntract with the Selectmen and outlined each of the changes. He noted that the contract would b= egin April 1, 2006 an= d end March 41, 2010; there would be no retro-active pay for 2006 or 2007. The cost for 2008 would be $140,04= 9 and the cost for 2009 would be $119,483.

Mr. Danevich said the Sel= ectmen had been working with the contract for quite some time. The Selectmen appreciated the union working with Mr. Gaydos.

MOTION:=

(Lynde/Viger) To approve the proposed contract as presented between the Town and Police Union Local 3657 dated December 4, 2007.

VOTE:

MOTION:=

(Lynde/Viger) To place a warrant article on the ball= ot for the Town’s ratification of the contract for a first year cost of $140,049 and a total contract cost of $259,532. (see below for amendment = to motion)

(5-0-0) The motion carried.

Mr. Danevich suggested th= at the Selectmen review the other article because they had only voted to place it = on the ballot.

Mr. Gaydos said the warra= nt article had to include full disclosure of the final cost. He then read the proposed article = aloud as follows: Shall the Town approve cost items included in the collective bargai= ning agreement spanning from April 1, 2006 to March 31, 2010 which has been rati= fied by the Board of Selectmen and AFSME Local 3657 Pelham Police which calls for the following increases in salaries and benefits and further to raise and appropriate the sum of $140,0= 49 for the first year of the agreement.

Mr. L= ynde amended his motion and Mr. Viger amended his second.

(Lynde/Viger) To place = the following Warrant Article on the ballot (as read aloud by Mr. Gaydos) Shall the Town approve cost items in= cluded in the collective bargaining agreement spanning from April 1, 2006 to Mar= ch 31, 2010 which has been ratified by the Board of Selectmen and AFSME Local 3657 Pelham Police which calls for the following increases in salaries and benefits and further to raise and appropriate the sum of $140,049 for the first year of t= he agreement.

OTHER BUSINESS<= /p>

Warrant Articles

Mr. Viger reviewed the wa= rrant articles that had been discussed and voted on by the Budget Committee. It was noted that the cost in Arti= cle X (assessment updates in 2008) was incorrectly stated in the minutes as $55,0= 00; the amount to be raised and appropriated should have read $45,000. The Selectmen then reviewed the ar= ticles that didn’t have the support of the Budget Committee.

Article G – Raise and appropriate $35,000 for placement in the Tallant Road/Willow Street Bridge Capital Reserve Fund which will be us= ed to replace the Willow Street Bridge. (Budget Committee failed 1-10).

Mr. Danevich questioned i= f there would be a loss if the article for the Tallant Road/Willow Street Bridge we= re removed this year. Mr. Gaydos= said there was plenty of time to work on it.&nb= sp; Mr. Viger made a motion to remove the article with Mr. McDevitt seconding. Mr. McDevitt felt = it was important to recognize that the Willow Street Bridge had been on the state’s list of deficient bridges for probably twenty years. He believed fortune wo= uld favor the prepared and if the Town had the money and it somehow got funded,= the Town would be prepared.

(Viger/McDevitt) To remove Article G from the ballot= - $35,000 for Tallant Road/Wil= low Street Bridge Capital Reserve Fund.

Article I – Establish a Vehicle Replacement Capital Reser= ve Fund for the purpose of establishing a fund for the replacement of vehicles= and to appoint the Selectmen as agents to expend and to furthermore raise and appropriate the sum of $75,000 to be place in that fund. (Budget Committee failed 4-7)

Mr. Viger said the only ‘sticking point’ with the Budget Committee was the wording ‘and to appoint the Selectmen as agents to expend’. He said the fear was that the fund= would get big and out of control and future boards would be able to spend the mon= ey how ever they wanted. The Sel= ectmen discussed the wording

(McDevitt/Lynde) To remove the wording ‘and to appoint the Selectmen as agen= ts to expend’ from Warrant Article I.

Article N – Raise and appropriate $220,000 for the purpos= e of refurbishing and winterizing the Clubhouse at Veteran’s Memorial Park. (Budget Committee faile= d 2-9)

Mr. Danevich suggested br= eaking the project down with the most critical piece being the roof. Mr. Viger said the Budget Committee would be meeting Monday, December 10, 2007 and he could ask them if they would be in fav= or of reducing the number to address specific needs. The Selectmen made no change to gi= ve Mr. Viger the opportunity to discuss the article with the Budget Committee.

Article W - $25,000 from the Forestry Trust Fund for the purpos= e of forest management, stewardship, security, public education and other costs associated with the maintenance and care of town forestland. (Budget Commit= tee failed 2-9)

Mr. Danevich said the For= estry Committee would take action.

Article X – Raise and appro= priate $55,000 for the purpose of funding assessment updates in 2008.

Mr. V= iger will bring it to the Budget Committee’s attention that the dollar amo= unt should read $45,000.

Article Y – Raise and appropriate $179,000 for the purpos= e of obtaining state permits and constructing a second egress from George M. Muldoon Park onto Nashua Road.

Mr. Lynde questioned if t= he project could be broken into two pieces: 1) engineering, permitting and des= igns, and 2) construction. Mr. Gayd= os said he could break out the engineering costs. He said it would take approximatel= y a year to get the wetlands approval. Mr. Viger will speak to the Budget Commi= ttee to see if they would be in favor of splitting the project. Mr. Danevich asked what length of = time there would be before the permits expired.= Mr. Gaydos said permits could generally be renewed after a year for a small administrative fee.

Article AB – Raise and appropriate $3= 5,328 for the purpose of funding a Fire Chief Command Vehicle and associated electronic equipment. (Budget Committee failed 5-6)

Mr. Danevich explained th= at the electronic equipment was the transfer from the old analog to the new digital. He said the Fire Chi= ef had requested an SUV and along the process it got changed to a Crown Victoria.<= span style=3D'mso-spacerun:yes'> Mr. Viger discussed the reason why= the vehicle was changed. Mr. Dane= vich said the Fire Chief indicating that a Crown Victoria would not meet his nee= ds and asked the Selectmen if they wanted to reconsider. The Selectmen asked Mr. Gaydos to ‘repackage’ the warrant article and bring it back in front of t= he Selectmen so they could vote again.

Article AC – Raise and appropriate $5139 for the purpose = of funding a part-time secretarial position in the Pelham Fire Department and represents the full cost of this position for 10 hours a week from May 1, 2008 thro= ugh December 31, 2008. (Budget Committee failed 3-8)

Mr. Viger said the Budget Committee was clear cut and didn’t feel the article could be saved at reconsideration. After a brief discussion, the Selectmen decided to continue funding the position through = casual labor.

(McDevitt/Lynde) To remove Article AC from the ballo= t - $5139 to fund a part-time secretarial position in the Pelham Fire Departm= ent, 10 hours per week from May 1, 2008-December 31, 2008.

Budget Committee Presentation

Mr. Gaydos provided the Selectmen with the following d= ates:

December 15, 2007 – during the week the bond hearing for the Fire Station bond would be advertised.

January 5, 2008 – advertisement out for Budget Committee’s rev= iew of the annual budget.

January 8, 2008 - Fire Stati= on bond hearing is scheduled during the regular Selectmen’s meeting.

January 15, 2008 – Budget Committee’s review of the annual budget – Public Hearing at PES.

January 25, 2008 – Warrant Articles posted.

February 5, 2008 – 1^st Session of Town Meeting (Deliberative Session)

March 4, 2008 – Annual Reports will be out prior to this date.

March 11, 2008 – 2^nd Session of Town Meeting (Town Vote)=

The Selectmen discussed = the location and times for voting.

MOTION:=

(McDevitt/Viger) To hold the Presidential Primary at= Pelham Memorial School, subject to review by the Superintendent (or the other appropriate person)= to be sensitive to the school’s needs. The voting hours will be from 7am – 8pm.

(Lynde/Haverty) To set (by State Law) March 11, 2008= as the date for the second session of Town meeting to be held at the high sc= hool starting at 7am and ending at 8pm.

TOWN ADMINISTRATOR/SELECTMEN REPORTS

Mr. Gaydos informed that long-time volunteer/board mem= ber Paddy Culbert suffered a stroke. He said he spoke with the family and discussed putting a raffle together and in accordance with RSA 287a Mr. Culbert’s son was making application to = run a raffle. He discussed the ra= ffle details with the Selectmen.

Mr. Viger and Mr. Lynde = had no reports.

Mr. Haverty said the Budget Committee approved the war= rant article for the new fire station and recommended a five year bond. He said to proceed with the projec= t, he wanted comments from the Board. He said the next milestones were the final designs, subcontractor list and marketing aspects for which some appropriations would be needed. The Selectmen would schedule a pub= lic hearing to expend the funds from the Fire Impact Fees.

Mr. McDevitt reported that the Annual Senior Citizen Christmas Lunch at Harris’ Inn. He said it was well attended and a= good time was had by all.

Mr. Danevich had no repo= rt.

The Board entered in= to a non-public session at approximately 7:50 pm. Also present = was Mr. Gaydos.

The Board returned to pu= blic session at approximately 8:56pm.
