CALL TO ORDER

The Vice Chairman, Harold Lynde, opened the meeting at approximately 6:30 pm.

APPOINTMEN= TS

Signing of= the Town Administrator Contract

Mr. Gaydos informed that his contract had already been signed after a non-public session. The item was placed on the agenda to notify the public of the decisi= on reached during that non-public session.&nb= sp;

Mr. Lynde said that the Town Administrator had a yearly performance appraisal. The co= ntract formalized an agreement between the Town Administrator and the Board of Selectmen.

PUBLIC HEA= RING: To consider the incurring of indebtedness for the following purpose: a Municipal Fire Station to be loc= ated on the former Mills Property. The purpose of the hearing is to receive comment on the proposal to issue bonds= or notes in an amount of $4,273,000 to fund this indebtedness. =

Mr. Lynde formally opened the public hearing on the pr= oposal to issue bonds or notes in the amount of $4,273.000 to fund the constructio= n of a new central fire station. T= he money would be supplemented by impact fees.

Mr. Haverty outlined the process taken by the Fire Sta= tion Committee to put the plan together.

Mr. Lynde provided a brief history of the current fire station and how it came to be constructed to meet the needs of the Town at = that time. He said it wasn’t designed to accommodate a full-time fire department or the equipment it currently housed.

Fire Chief Michael Walker came forward and addressed t= he needs for a new central fire station. Some of those items were: 1) inadequate storage for equipment; 2) sub-par electrical system; 3) piping system in dire need of service for dri= nking water and septic; 4) sleeping quarters not large enough; 5) inadequate facilities for number of personnel; and 6) equipment housed outdoors. He explained that the building was= not designed for the given purpose and the fact that it didn’t meet the c= ode requirements for a modern station. <= /span>

Mr. Viger discussed the Budget Committee meeting sessi= on and information that they had been provided with. He said after scrutinizing, they h= ad realized it was probably the best plan that could have come forward this year.

There was no pubic input.

There was further discussion regarding the concerns th= at had been brought up during the review process and the importance of having the project done sooner rather than later.&nbs= p;

The public hearing was then closed.

TOWN ADMINISTRATOR’S / SELECTMEN’S REPORTS

Mr. Gaydos said the Forestry Committee through the Conservation Commission was seeking bids for survey work around Muldoon Park. There was some funding through the Forestry Fund. The bids will = be reviewed. Mr. Gaydos said he = would ask the Selectmen to award a bid at the next meeting.

Mr. Gaydos then informed that two mitigation grants ha= d been awarded to the Town. The gran= ts would be used to prevent further losses from flooding. The grant amounts were: 1) $14,488= to install a culvert at Valley Hill and Jonathan; and 2) $10,122 to improve the Spring Street culvert.

Mr. Viger noted that the Budget Committee would hold reconsideration and review the Police Contract on January 10, 2008.

Mr. Gaydos said the overall budget vote would take pla= ce on January 15, 2008. The meeting would be held at Pelham Elementary Sc= hool in the Media Center beginning at 7:30pm.

The first session of Town Meeting will be held February 5, 2008= .

Mr. Haverty said the Fire Station Committee was workin= g on a draft communication to send to residents.&= nbsp; They were looking to send it out this month. He then provided a summary from the Planning Board meeting where they conducted the second public hearing for t= he proposed zoning amendments. <= /p>

Mr. Lynde noted = that when the Board returned, after the non-public session, the Board would not = take any other action publicly, except to possibly seal the minutes of the non-public session and to adjourn the meeting. The Board entered into a non-public session at approximately 7:= 22 pm. Also present was Mr. Gaydos.

The Board returned to public session at approximately 9:00pm.

MOTION:

(Haverty/Viger= ) To seal the minutes of the non-public session indefinitely.

VOTE:

(3-0-0) The mo= tion carried.
