MINUTES REVIEW

July 29, 2= 008 – The Selectmen deferred reviewing the meeting minutes until later in the meeting. See below for motion.

APPOINTMENTS

Budget Review (Financial Director Janet Gallant came forward to review the proposed budgets):

Parks & Recreation – Park & Recreation Director B= rian Johnson came forward to review the proposed 2009 budget. The Selectmen reviewed the line it= ems contained in the budget. The = budget had a decrease of $74 from the 2008 budget.

Sherburne Hall Renovation Update – Charlene Takesian<= /o:p>

Ms. Charlene Takesian pro= vided the Selectmen with an update of the renovations being done at Sherburne Hall. They will be using money raised privately (between $45,000-$50,000), not taxpayer money. They expected to spend approximate= ly $30,000 and would install smoke alarm and detectors inside the hall and aro= und the hall and lobby. The cable television wires and equipment will be moved into the (former) kitchen area; the room will be secured. The= hall will be cleaned, painted and carpeted.&nbs= p; There will be other minor improvements. Once the work is done, the room wi= ll be available for pubic use. Ms. Takesian said they would like to get a walkway into the hall that would bri= ng people into the doors to the rear of the hall so they wouldn’t need to come through the Town Hall lobby. She asked if it would be possible to put a box in the floor with wir= es for cable department. She sta= ted that it would require digging a trench and believed it would need Selectmen approval.

There was a discussion re= garding the carpeting that was being considered.&n= bsp; Pricing for tile carpet versus rolled carpet was being reviewed. Quotes for the other work was also= being reviewed. Ms. Takesian said g= iven the time line for the work to be done, the estimated completion was by the = end of August.

Ms. Takesian was hopeful = that once the hall was open and people saw the potential uses, that it would generate interest in the hall.

The Selectmen discussed t= he request to dig a trench for the television cables. Ms. Takesian offered, if the Selec= tmen approved, to coordinate the work through Mr. Gaydos. The Selectmen had no objection. Mr. Gaydos indicated he would cont= inue his work with Ms. Takesian and provide the Selectmen with e-mail updates. Ms. Takesian thanked the Sherburne= Hall Committee members for their hard work.

VOTE:

(3-0-1) The mo= tion carried. Mr. Haverty abstained.

Budget Review Cont….

Highway Department – Highway Road Agent Don Foss came for= ward to discuss the proposed 2009 budget. He discussed the cuts that had been made to the budget. A list of the projects that would = not be done was included with the backup information. Mr. Foss informed the Selectmen th= at the 1997 pick up truck had stopped running and repairs were estimated at $3649. The truck had 187,000 = and was scheduled for replacement last year.&n= bsp; Mr. Viger asked if the highway department could function without a t= ruck until March. Mr. Foss said he didn’t know what he would do in the winter. The Selectmen discussed the truck = and decided not to spend money on repairs; instead they would see if the Highway Department could use the Park & Recreation pick up for the winter. Mr. Foss pointed out that the repa= irs on the truck estimated at $19,000 (since 2004); a new truck was estimated to c= ost $37,000. The operating budget= was the same amount as the 2007 budget.

Senior Center – Senior Center Director S= ue Hovling came forward to discuss the proposed budget which was submitted wit= h a zero increase.

Cable/PTV – Cable Television Coordinator Jim Greenwood discusse= d the proposed 2009 cable television budget.&nbs= p; The Selectmen reviewed the line items. Mr. Greenwood discussed the equipm= ent he currently had and what equipment was needed.

Health Services – Ms. Gallant reviewed the proposed budget with the Selectmen, which was level funded.

Human Services – Ms. Gallant reviewed the proposed budget with the Selectmen. She didn’t feel the budgeted amount would be enough to make it through the year. She discussed the manne= r in which the Town helped citizens.

Health Officer – The Selectmen discussed the proposed budget.

TOWN ADMINISTRATOR/SELECTMEN REPORTS

Mr. McDevitt informed tha= t the August 6^th concert on the green had been postponed.

Mr. Gaydos stated that th= e Town was trying to go through brokers to start purchasing utilities to be able to get the best price possible. = He said they were also working with the school to try and keep prices down.

Mr. Haverty and Mr. Viger= had no report.

REQUEST FOR NON-PUBLIC SESSION

MOTION:

Request for a = non-public session per RSA 91-A:3,II,c (Matters which, if discussed publicly, would affect adversely the reputation of any person)

It was noted tha= t when the Board returned, after the non-public session, the Board would not take = any other action publicly, except to possibly seal the minutes of the non-public session and to adjourn the meeting. The Board entered into a non-public session at approximately 8:40pm.

The Board returned to public session at approximately 9:20 pm.
