APPOINTMENTS

2010 Board/Committees Interviews – Possible Appointments

Zoning Board of Adjustment – 2 regular member positions wi= th 3-year terms

Svetlana Paliy – Ms. Paliy came forward to discuss her application for reappointment to the Zoning Board of Adjustment. Mr. Gleason asked what she would c= hange, if she could change something. Ms. Paliy said she would have more sessions for the board to discuss the update= s to the law. She said it was help= ful to spend time with the Town’s attorney.= The Selectmen had no further questions based upon Ms. Paliy previous experience. Ms. Paliy was tha= nked for her efforts on the board and for coming forward to volunteer.

MOTION:

(McDevitt/Glea= son) To appoint Ms. Svetlana Paliy for a three-year position on the Zoning Board = of Adjustment.

VOTE:

(4-0-0) The mo= tion carried.

Mr. Lynde arrived.

Peter McNamara – Mr. McNamara stepped forward to discuss = his application for reappointment to the Zoning Board of Adjustment. Mr. Gleason complimented Mr. McNamara’s contributions to the various Town boards and stated that h= is performance was commendable. = He asked if there was anything that the Selectmen should do to help the board function smoother. Mr. McNama= ra felt the Planning and Zoning boards functioned well. He believed the Selectmen had supp= orted the board in the cases that had been appealed. He suggested having a periodic mee= ting between the Zoning board and the Selectmen to discuss some of the cases eit= her past or present. Mr. Haverty = stated that Mr. McNamara brought a lot of value and expertise to the boards. He then made the following motion:=

Zoning Board of Adjustment – 2 alternate member positions = with 3-year terms

Lance Ouellette – Mr. Ouellette came forward to discuss h= is application for reappointment. Mr. Gleason complimented Mr. Ouellette for his volunteerism. He asked if there was anything tha= t the Selectmen could do better to facilitate the process. Mr. Ouellette said he leaned towar= d the seasoned members to learn facts. He would like to see more time given to meeting with an attorney to discuss the laws during a non-public session. Mr. Haverty questioned how many years he had sat on the board as an alternate. Mr. Ouellette said= he had been an alternate member for three years. Mr. Ouellette was thanked for his volunteer efforts.

(Haverty/Gleas= on) To appoint Mr. Lance Ouellette for a three-year alternate position on the Zoning Boa= rd of Adjustment.

VOTE:

(5-0-0) The mo= tion carried.

Bill Kearney – Mr. Kearney was not present. Mr. Viger said his interview would= be postponed.

Conservation Commission – 3 regular member positions with 3-year terms

Glennie Edwards – Ms. Edwards was unable to attend the meeting.

Christine McCarron – Ms. McCarron came forward to discuss= her volunteer application. Mr. Gl= eason asked what her interest was in conservation. Ms. McCarron stated her interest in conservation was to help make sure the Town protected its water resources f= rom pollution, to continue to provide habitat for all of the wildlife and to provide recreation to the residents. She found the process exciting.&nbs= p; Mr. Gleason asked if there was anything the Selectmen could do to he= lp the commission’s efforts. Ms. McCarron understood that members of the commission had worked with the Selectmen and found it to be a cooperative relationship. Mr. Haverty asked if Ms. McCarron = had any objectives or things she’d like to get done more/better during the next three years. Ms. McCarron stated that she was very involved spearheading a trails committee and work = on the local conservation lands. She provided a summary of other involvements she had with the commission.

(Haverty/Lynde= ) To appoint Ms. Christine McCarron for a three-year position on the Conservat= ion Commission.

VOTE:

(5-0-0) The mo= tion carried.

Brian Johnson, Parks & Recreation Director – Web Trac Update

Park & Recreation Dir= ector Brian Johnson came forward to discuss Web Trac, which was software used by = the Park & Recreation Department for registrations and tracking their programs. He said the departm= ent would be impossible to run without some sort of software. He commented that the tech service= has been wonderful. He explained = how the system was set up to accept payments; no cash is accepted.

Mr. Haverty questioned if= reports could be run to view the history of the programs to help determine which programs would be offered in the future.&n= bsp; Mr. Johnson said there were numerous reports that could be run; he usually reviewed the bottom line report to see how the department had done. Mr. Haverty asked if the software was used for program registration that had no associated fees. Mr. Johnson said the program could= be used for that type of program (with no fees) such as Men’s pick up basketball.

Mr. Gleason confirmed wit= h Mr. Johnson that the data contained on Web Trac was secure and protected. Mr. Johnson said it was. Mr. Gleason asked who monitored/controlled the database. Mr. Johnson believed the Town controlled the information, which was stored on the Town’s server. Mr. Gleason asked if there was security in place. Mr. Johnson assumed that the Town handled the security; he said he would get an answer. Mr. Gleason wanted to make sure th= at personal information was protected. Mr. Haverty stated that former Selectmen Victor Danevich presented a detailed program. Working in = the IT field, Mr. Haverty said he was satisfied with the security measures and the data privacy measures that were in place.&= nbsp;

Mr. Viger questioned if t= he recreation department had any new programs they would try to launch in the coming year. Mr. Johnson said= there were a few programs they were thinking about. He discussed the new Lacrosse prog= ram and its success. He then disc= ussed other programs they were contemplating.&nb= sp; He also provided information regarding program fees.

Mr. Gleason asked if ther= e were any anticipated problems opening Pelham Veteran’s Memorial Park. Mr. Johnson said they would go thr= ough the normal maintenance routine. Mr. Gleason asked if there had been any recent vandalism. Mr. Johnson said there was no vand= alism, although they have seen some signs of an unsuccessful attempt to pry the do= or open. He said there was a sil= ent alarm system in place. He sai= d all the fields had been reviewed.

Mr. Johnson ended by disc= ussing the recent egg hunt on the Village Green that was a great success.

RECESS for Public Hearing:

Public Hearing to accept donation of Field Improvements at Lyons Park from NH Flag Football League – Estimated value $2000

Mr. Viger read aloud the description of the proposed donation. Park & Recreation Director Brian Johnson said his belief was that programs that used facilities should try to take care of them. In this instance, Flag Football us= es the field at Lyons Park. Mr. Johnson said the sod wasn̵= 7;t down, so they would over seed the field.&n= bsp; Once the spring season is over, they will put sod down. He said all the programs in Town h= ave been awesome at stepping up to help.

There was no public input= . Mr. Viger closed the public portio= n of the hearing.

(Gleason/Lynde= ) To accept the $2000 for field = improvements from New Hampshire Flag Football to Lyons Park

Transfer Station Superintendent Ron Hannon – Update/Recommendations

Transfer Station Superint= endent Ron Hannon came forward to discuss his department. He said they had been busy due to = the recent rains with residents brining in wet items. They were also implementing change= s at the facility which created a learning curve for the residents. Mr. Hannon discussed the various w= ays information was being disseminated regarding the facility. He also discussed the changes that= had been made to help stream line the traffic flow and the way items were accepted. He reviewed the thi= ngs he would like to do at the facility, such as accepting construction and demoli= tion items. He said he would need a scale to do so and suggested that the Town allow some of the haulers (that = pick up in Town) to dump at the facility. He said if he allowed just three of the smaller haulers to use the facility it would make $200,000 net.

Mr. Gleason asked what the operating cost would be. Mr. = Hannon stated that the overhead was in place already, it would just be the bailing cost; the facility would take in $80 per ton on 10,000 tons. The initial cost would be the purc= hase of a scale. Mr. Haverty quest= ioned what changes to the haulers restriction/process would need to be implemente= d to allow them to use the facility. He asked if the companies were receptive to the recycling process. Mr. Hannon stated that the main go= al for the operation was to implement full curb side collection in the Town. He said if the haulers were allowe= d to dump at the station a percentage of the items would need to be recyclables; this would create competition between the haulers and lower the price for everyone involved. There was further discussion regarding the possibility of allowing local haulers the = use of the facility.

Mr. Viger said the change= s should be discussed and a plan made for the budget process. Mr. Hannon said he would put the information together for the Selectmen to discuss. He then discussed new incentive pr= ograms for people to recycle, such as a sticker program indicating who was recycli= ng.

Mr. McDevitt discussed re= cycling in general and said the Town was lacking a positive incentive to get people= to recycle. He said he had an id= ea he would like to discuss at a later meeting after speaking with Mr. Hannon. Mr. Lynde discussed the cost savin= gs of recycling. There was further discussion regarding recycling incentives.=

Mr. Hannon said the facil= ity would be recognizing Earth Day on April 22, 2010 as well as the people who recycle. He talked about the planned activi= ties for the event. He then review= ed the operations at the facility and changes that would be occurring as well as proposed changes that were being considered.

In the packet of informat= ion from Mr. Hannon was a draft policy for the facility. Mr. Viger suggested that the Selec= tmen review the document at a later meeting.&nb= sp; The Selectmen had a few comments and will revise the document at a l= ater date.

OTHER BUSINESS

2010 Board of Selectmen Committee Assignment Review

Mr. Viger had a tentative= list of assignments and asked that the Selectmen come to a consensus regarding the final assignments. After revi= ewing the list, the following assignments were agreed upon:

Forestry Committee –= ; Mr. Lynde

Planning Board – Mr. McDevitt

Budget Committee-Mr. Glea= son with Mr. Viger as backup

Council on Aging – = Mr. Gleason

Merrimack Valley Water District- Mr. Gaydos with Mr. McDevitt

NRPC Commissioner –= Mr. Gleason

Pelham Citizens Council &= #8211; Mr. Haverty

Hazmat Director – M= r. Haverty

Sherburne Hall Committee = – Mr. McDevitt

Greater Salem Chamber of Commerce – Mr. V= iger

High School Building Committee – Mr. Lynde with Mr. Haverty

Trustee of the Trust Funds – Mr. Gleason

Rockingham Economic Devel= opment Committee – Mr. Gleason

Library – determine= if needed

School Board – Sele= ctmen to reach out to the School Board to see if they are interested in forming

a joint committee with one or two Selectmen to work on capital projects. Mr. Haverty and Mr. Viger were both interested in being appointed.

Fire Station Project R= 11; to be determined

2011 Budget Discussion

Mr. Viger asked the Selec= tmen how they wanted the Department Heads to present their 2011 budgets. The Selectmen discussed the approa= ch they would request. It was suggested to request the same zero percent growth allowing contractually mandated increases; recognizing there will be priorities and recognizing th= ere were surpluses in some of the budgets. Mr. Lynde didn’t want to precl= ude the departments from making requests. The needs/wants (being as frugal as possible) should be prioritized. Mr. Viger asked = how the Selectmen wanted to format contract negotiations. He suggested possibly using an out= side third party source. The Selec= tmen will discuss further when Mr. Gaydos is in attendance.

TOWN ADMINISTRATOR’S / SELECTMEN’S RE= PORTS

Mr. Haverty had no report= .

Mr. Gleason met with Mr. = Roland Soucy (Town Building Inspector) and Mr. Gino Baroni (of Trident) relative to the Senior Center strategy and how the project would be handled. He said Mr. Baroni’s company would donate their services (for one dollar) of overseeing the project. Mr. S= oucy’s daughter will do the preliminary design (for approximately $1-$1.50 per squ= are foot totaling approximately $2200). Mr. Soucy will donate his time.&nbs= p; Once the design is stabilized an oversight committee will be formed = to minimize confusion. There are available impact fees ($6000) that Mr. Gleason felt should be allocated for= the Senior project; he will speak with Mr. Gaydos regarding them. He discussed the procedure that wo= uld be followed regarding the project and its oversight. Mr. Gleason reported that he had attended two presentations; one was an economic development meeting. He said the economic development committee was (previously) granted approval (by the Selectmen) to seek a ($= 10,000) grant from the Department of Transportation (‘DOT’) for the Pel= ham Economic Development website. The grant was received and the website will be administered by DOT and NRPC.   He said they questioned if additional approval was needed, but he didn’t feel it was necessary because the Selectmen had previously given approval when discussing the grant. The Selectmen didnR= 17;t comment regarding the need for additional approval.

Mr. Gleason stated that t= here had been a discussion with Planning Director Jeff Gowan about setting up an imp= act fee for the school. He said t= here was comment about Mr. Gowan spending the money out of his budget. Mr. Gowan was agreeable to do so, = but would like something in writing. Mr. Lynde said he discussed the topic with Mr. Gaydos and Mr. Gowan = and was told by Mr. Gaydos that the money would be found within the budget. Mr. Gleason reiterated that Mr. Go= wan would like something in writing and felt if meeting minutes captured the discussion it should be adequate. There was no objection by the Selectmen.

Mr. Gleason reported that= he attended the Comprehensive Economic Development Steering Committee meeting = at which a seminar was held regarding planning for the future. He discussed some of the statistic= s that were outlined at the seminar and provided information to the Selectmen. Mr. Gleason also reported that he attended an NRPC meeting and outlined the topics that were discussed.

Mr. McDevitt had no repor= t.

Mr. Lynde stated that he = attended a presentation with Mr. Gowan regarding renewable energy. He said there was information that= he would provide to the Board at a later date. Mr. Lynde reported that he attende= d the Municipal Advocacy Committee meeting and summarized their discussion.

Mr. Viger had no report.<= span style=3D'mso-spacerun:yes'> He read aloud a letter that was forwarded by Town Moderator Phil Currier thanking those who assisted with t= he Town deliberative session, election as well as the recounts.
