APPOINTMENTS

Deb Waters, Forestry – Update on Raymond Park Forestry Wor= k / Discussion Forest Management Plan for Costa Conservation Area

Forestry Committee Member Deb Waters and Mr. Mike Powers of Baystate Forestry Services came forward to discuss the new management plan for the C= osta Conservation area (located off Dutton Road containing approximately 117 acres). Ms. Waters said they would also di= scuss proposals for Raymond Park. <= o:p>

Mr. Powers reviewed the Forest Stewardship Plan (10-year planning per= iod) drafted in 2009 by Brian Johnson. He said the reason it had been put off was due to difficulty with access. The plan included a g= eneral description of the property, its access, forest types and harvest history, soils, terrain and hydrology as well as the landowner goals. There was a topographical map, sta= nd map, soils map and aerial photo included.&= nbsp; Mr. Powers discussed the timber on the property and the proposed management schedule. He expla= ined the forestry process and the importance of having goals and objectives for = Town forest.

Ms. Waters discussed how money was generated through timber harvest so the taxpayers were not asked for any funds to care for the conservation are= as and Town forest. <= /span>

Mr. Lynde asked if a bid specification had been done. Mr. Powers said they hadn’t = begun that yet. He was still in the process of reviewing the boundary lines.&n= bsp; Mr. Lynde asked if there was a timeline. Mr. Powers replied if they could g= et the boundary lines squared away, they could potentially start marking the trees= and tallying them to be harvested. The sale would be put out possibly late summer or in the fall.

Mr. Gleason stated that the money recovered from forestry went back i= nto the existing trust fund and every year via a warrant article a request was = made to spend a portion of that money for conservation work. Ms. Waters answered yes. Mr. Gleason commented that the sch= edule was very regulated and subject to the voter’s approvals. Ms. Waters said the whole idea was= to do harvesting and be able to generate work and keep the care going. Mr. Gleason questioned how much was currently in the Forestry Management Fund.= Ms. Waters believed there was over $100,000. She said when they drafted their 1= 0-year financial plan they wanted to keep some money in reserve for unforeseen circumstances (i.e. forest fires, infestations, wind events).

Mr. Lynde stated that the Forestry Committee in conjunction with the Conservation Commission had done a great job of reinvesting proceeds into t= he lots to create walking trails for the Town, marked/blazed trails, crated ma= ps and paid attention to the general health of the land. He said at the same time they had = to fend off people who didn’t respect the properties.

Mr. McDevitt asked if there was frontage onto Frontier Drive. Ms. Waters answered yes; the entra= nce point would be located there. A small woods road and landing would be made off the beaten track in the back. Once the work was done = the area would be converted into a small parking area.

Mr. Gaydos said the update provided the Selectmen with the opportunit= y to ask questions. He said the agreement with the Forestry Committee was they would always tell the Select= men what was going on. In turn, t= he Selectmen could say whether they agreed or disagreed. The Selectmen concurred with the management plan as presented.

The discussion turned to Raymond Park. Mr. Powers provided a status updat= e of the harvesting work. There was approximately two-three weeks of work remaining, then the clean up would occur. Ms. Waters stated that= one half of Raymond Park was put out to bid; the accepted amount was $27,936.67 (for the timber to be sold). = They planned to put the second harvest out to bid in the fall. Ms. Waters explained that the reas= on they had come in front of the Selectmen was because they had said they wouldn’t put all the money into their fund from Raymond Park, that th= ey would turn back any excess. S= he said there was a Town understanding that what’s done on Raymond Park stays on Raymond Park; therefore, they would not ask for the profit for Ray= mond Park it would be turned back into the park. She put together a list of the work they’d like to do. One = half of the proceeds would be spent to do the work.

Mr. Gleason asked how this type of situation was typically handled. Mr. Gaydos said it occurred to him= that it would be a donation from the Forestry Committee. He said the Park & Recreation Director may have comments regarding other areas he’d like to see done. He said there hadn̵= 7;t been a lot of work on the trails. Mr. Gleason wanted clarification; typically the Selectmen authorize the Forestry Committee to do work and they took their fees out (as a normal operating ex= pense). He didn’t believe that the Selectmen typically authorized safety modifications to a site out of forest= ry; he believed it was done separately and asked if protocol would be violated = by doing it differently. Mr. Gay= dos said they had done work in the past to improve trails and eliminate safety hazards; it was part of the care and maintenance of the forest. Ms. Waters noted that they had done similar work on Muldoon Park that wasn̵= 7;t exactly forestry related, but they felt it was important to spend the money because it contributed to solving problems (for access and wetland). She reiterated that there were con= cerns (at Raymond Park) and the Forestry Committee wanted to make sure that the recreation piece of the forest was paid attention to. Mr. Gleason said the Raymond Park = Fund specifically indicated that any proceeds from the sale of lumber/gravel had= to go back into the fund and could only be expended by a vote of the people. Mr. Gaydos said the proceeds would= by $8400.

Mr. Lynde stated they had done this type of thing several times, there was precedent. He said they t= ook it out before it went to the Trust Fund. He said there were certain segments of the park by deed that states = any proceeds has to go back into the park; the whole park is not covered by that stipulation (in deed). The Tr= ust Fund was set up to accept funds generated through the sale of gravel, timbe= r, etc. Mr. Lynde said some of t= he items on the proposed list were very related to the operation at the park a= nd would be worthwhile to do.

Mr. McDevitt supported what Ms. Water’s wanted to do, but felt = additional research should be done. He s= aid Warrant Article #45 in 1980 was specific that if timber and gravel were sold off of the Elmer G. Raymond Park the money had to go into a capital reserve fund. He didn’t know if= it was changed, but if the funds were in a capital reserve, a Town Meeting vote was needed to take funds out. Mr. Lynde said the money generated there went back to benefit the park. Mr. Gleason discussed how the Trus= t Fund was originally written and subsequently changed to authorize the Selectmen = to expend in the maintenance and operation.&n= bsp; He agreed there should be additional research.

Ms. Waters said she didn’t think the Selectmen would make a decision at this point, but mostly she wanted to explain where they stood w= ith Raymond.

Mr. Gleason said the Selectmen were in agreement that something had t= o be remedied; the question was doing it in the proper manner. On another matter, Mr. Gleason ask= ed if the issue regarding appropriate signage had been resolved. Mr. McDevitt said he had a brief conversation with Mr. Gaydos, Brian Johnson (Park & Recreation Director) and the Assessing Assistant and believed further research was needed and ho= ped to have an answer soon. =

Mr. Gleason questioned if there was a safety issue at Gumpas. Ms. Waters stated there were safety issues at Gumpas; two police reports had been done regarding such. She said they were in the midst of trying to do some work that would take care of some of the problems. She was extremely concerned. Ms. Waters said they may come back before the Selectmen regarding work that they wanted to do. She said with Mr. Gaydos and the p= olice being involved, they were on the right track. Mr. Gleason asked that Ms. Waters = come back to the Selectmen in a month and provide an update.

Council on Aging Appointments

As the Council on Aging Liaison, Mr. Gleason had discussions with the Council. There were eleven me= mbers who had asked to be reappointed and four new members that had asked to be considered. He reviewed the n= ames of those interested in being reappointed and those who had submitted applications for appointment.

(Lynde/Haverty) To appoint the Council on Aging members, as read by Mr. Gleason, for the period of April 1, 2011 through March 31, 2012.

Conservation Commission – (2 positions available, 3 year terms)

Lisa Loosigian –= She explained she was researching pavement types and available grants. When asked what she would improve,= she found it challenging to be an advisory board, but understood that was how it was = done in New Hampshire<= /st1:place>.

(Lynde/Haverty) To appoint Lisa Loosigian to the Conservation Commission with a three-year term effective = April 1, 2011 through March 31, 2014.

Paul Dadak – Mr. Gleason commented that Mr. Dadak wasn’t present, but he was a known person. He said the Selectmen= set a precedent at the last meeting by appointing someone. Mr. McDevitt stated that he receiv= ed a telephone call from a resident that felt his position was wrong in appointi= ng someone who wasn’t present, and that people should come in (to meet w= ith the Selectmen). He said Mr. D= adak was very well known in the community.

Mr. Viger made a motion to appoint Mr. Dadak. Mr. Haverty seconded the motion based on his years of working with Mr. Dadak on the Planning Board. Knowing him f= rom that, Mr. Haverty felt Mr. Dadak was a thorough, intelligent and dedicated individual and had no issues with appointing him. Mr. McDevitt intended to vote yes because he didn’t want Mr. Dadak to think that he didn’t support his appointment. Mr. Lynde sa= id he knew Mr. Dadak and felt he was a great guy, but also felt it was worthwhile= to meet with candidates.

MOTION:

(Viger/Haverty) To appoint Paul Dadak to the Conservation Commission with a three-year te= rm effective April= 1, 2011 through March = 31, 2014.

Article K Waivers &= #8211; Deputy Health Officer Paul Zarnowski

The Selectmen recessed th= eir meeting and convened as the Board of Health with Deputy Health Officer Paul Zarnowski as Chairman.

Mr. Gleason commented tha= t there was a lot of history with the parcel, and had come before the Board in the = past (and was approved). He questi= oned why it was coming back and what had changed.&n= bsp; Mr. Zarnowski understood there was a different type of design for the site.

Mr. Christian Smith of Be= als Associates informed that he was approached by the owner of the parcel approximately one year ago to review what could be done. He believed the intention was in reconfiguring things and wanting to look at a new design due to the mainten= ance and on-going energy costs of a Clean Solutions system. He met with Mr. Zarnowski reviewing things and commented that Presby Environmental had a lot of data regarding nutrients left, suspended solids etc. Mr. Smith compared the information of the Clean Solutions and the Pr= esby systems and found it to be virtually identical. He believed it was the maintenance= costs that caused the owner to want to go with something more simplistic.

Mr. Gleason asked if the = waivers being requested were any different from those that were previously granted. Mr. Smith replied th= at they were. He described the previously approved system and how it was situated on the lot. He then discussed the fact that wi= th the proposed system they would be able to gravity feed from the down spout line within the building to a two-chamber (settling tank) pump system and pump directly up to an enviro septic system.&nb= sp; He said the proposed would put the disposal bed further away from the pond and would be in a location that there was a foundation between the disposal bed and the pond.

Mr. Zarnowski described h= ow the system would be set up based on the site constraints. His biggest concern was the well s= o he had requested that a replacement well be put on the lot and that the existi= ng well be tested and inspected for the seal integrity. Mr. Smith provided the results fro= m the testing. The seal and casing = of the well was found to be in good shape and intact. He spoke with Dave Presby directly= and asked if the system posed any risk or discomfort for him in connection with what they were proposing. He = said Mr. Presby had no problem as long as the seals were intact. The effluent that leaves the botto= m of the disposal area is very clean water.&nbs= p; Mr. Smith noted that the applicant had agreed to, and provided, a dr= aft indemnification to the Town. = In addition, the owner had agreed to semi-annual testing of the well for nutri= ents and Ecoli.

Mr. Lynde reviewed the wa= iver requests and wanted to know (for each one) what was different from the last time the Board approved them. Mr. Smith replied that he didn’t do the previous plan. He then reviewed the lot and where= the waivers were needed. Mr. Lynde questioned what was unique about the design of the system to make them feel= the required footage is not necessary. Mr. Zarnowski said it was because of the integrity of the seal. He was still a little leery about = the 14ft., but noted there wasn’t any where else on the lot to put a sept= ic system. Mr. Lynde asked what = the situation was when it was previously approved. Mr. Zarnowski didn’t recall.= Mr. Smith stated it was approximat= ely the same.   Mr. Lynde con= tinued his questions regarding the waiver requests. He said the Board had learned about Clean Solutions many years ago and had developed a fondness for them because they understood their integrity and how they worked. He asked Mr. Zarnowski if he had as= much confidence in Enviro Septic as he had in Clean Solutions. Mr. Zarnowski replied yes. He stated there had been a lot of = extensive testing that had been going on in the last ten years with the results comin= g up very good. He noted that the results had come up so well that the State had been able to waive the setba= cks to the water table for these particular systems; it was now down to two feet (of separation to the seasonal high water table). Mr. Smith noted the stand= ard for a pipe and stone system was four feet.= Mr. Lynde confirmed that the motivation for the waiver requests was = to save recurring costs to operate the system. Mr. Smith answered yes; operation = and maintenance costs. He briefly discussed the recurring costs and noted with the proposed system the owner wouldn&#= 8217;t need to spend any money unless the pump failed. Mr. Lynde confirmed that the assur= ance they would have was the ongoing water testing. Mr. Smith said it was the testing provided by Presby Environmental.

Mr. Zarnowski asked if th= e owner would turn the water tests in every year.&= nbsp; Mr. Smith said they were instructed to deliver them to the Town. He believed it was written to indi= cate such.

Mr. Gleason asked if all = the Department of Environmental Services (‘DES’) paperwork was comp= lete and approved. Mr. Zarnowski answered yes; the applicant had to go before the DES for the same type of approvals as the Town.

Mr. Smith said the existi= ng septic was installed in the 1950’s.&= nbsp; With the proposed system they would essentially end up with would be= as close to a conforming system as possible given the site restraints with the effluent disposal area being as far away from the surface water as they cou= ld get it. Mr. Zarnowski confirm= ed that the house contained two bedrooms, but the system was sized for three.<= span style=3D'mso-spacerun:yes'>

Mr. Lynde said the Board = approved the waivers approximately two years ago and questioned if the system was in failure at that time. Mr. Zar= nowski answered no. He had been call= ed to the site approximately four years ago, and didn’t see anything leaking out at that time.

MOTION:

(Lynde/Viger) To approve the waiver requests to certain requirements to Article K, Section 295:16 which waived:1) the separation between the septic system and lot line from 10ft. to 5ft; 2) closeness to a neighbor well fr= om 75ft to 71ft.; 3) separation between the on-site well and the septic syst= em from 75ft. to 14ft; 4) septic tank from 50ft. to 12ft; 5) septic line (fo= rce main) to the well from 50ft. to 4ft; and 6) setback from the pond from 12= 5ft. to 81ft.

Article K Waiver applicat= ion to: Section 295:15 – lot less than an acre. The applicant would like to conver= t a seasonal dwelling to year round.

Mr. Joseph Maynard of Ben= chmark Engineering discussed the waiver request.&= nbsp; He said the plan before the Board was down on Little Island Pond at = 48 West Shore Road. The existing was a two-bedroom sea= sonal cottage that had an on-site well and septic. The existing septic system was approximately 30ft. from the on-site = well and was also located within the required 125ft. Mr. Maynard explained that they re= viewed all the neighboring wells and managed to meet the setbacks that were established in Article K that were more restrictive than the state’s regulations. They also met al= l the setbacks to the neighboring wells. <= /span>The waiver requests were due to the lot being smaller than an acre in order to allow conversion of the property from seasonal to year round.

Mr. Lynde confirmed that = all the requirements were met except for the land area. Mr. Maynard answered yes, it was t= he lot size that they didn’t meet. Mr. Lynde questioned if the current system met the requirements. Mr. Maynard stated that the existi= ng system didn’t meet the requirements.= He said they couldn’t say what the system was. It had a tank, but didn’t kn= ow what the dispersal field was. With the proposal, they had managed to maintain the setback for the tank. They were proposing a Clean Soluti= ons System with a pump system to the new field to meet the Town required separa= tion above the water table. The di= spersal field will be an Enviro Septic with a raised configuration at the 125ft. setback from Little Island Pond.

Mr. Zarnowski confirmed t= hat a waiver wasn’t requested for the sewer line because they would be stay= ing within the footprint. Mr. May= nard said they were improving it and extending it to the new tank; it would be replaced with SDR26. Mr. Zarn= owski said the Town requires 50ft and noted that the proposal made it better than= the existing. He said the applica= nt should request a waiver from Section 295-16 from sewer line to well. Mr. Maynard said they would reques= t the waiver, which was minor in nature. <= /span>

Mr. Haverty questioned if= the current system was in failure. Mr. Maynard didn’t see any signs of such. Mr. Haverty commented that there w= as currently a system in place that was supporting a seasonal cottage and in o= rder to transfer it from a seasonal cottage to a year-round home (on an undersiz= ed lot) the applicant was requesting to improve the existing system.

Mr. Zarnowski asked if th= ey would be using SDR26. Mr. Maynard s= tated that he would. He said as a condition of approval he could make the change. The plan would be revised accordingly.

MOTION:

(Lynde/Gleason) To approve the waiver to Article 295:15 minimum lot size on Map 30-11-120= and an additional waiver to 295:16 setback sewer line to well where 50ft. is required and approximately 22ft. being requested. As a condition of approval, SDR2= 6 pipe is to be used (for sewer line).

Map 30, Lot 11-363 /= 3 Webster Avenue – Owners, Warren & Deborah Lafferty

Mr. Zarnowski stated that= the applicant was in front of the Board because of having minimum land area; one acre required, the applicant’s lot contained 15,900SF.

<= /p>
Mr. Maynard of Benchmark Engineering discussed the requested waivers. He said the lot was greater th= an 250ft from Little Island Pond. The lot is located on a small paper street known as Webster Avenue Extension. The property is currently improved= with a building that didn’t have a proper building permit to be constructe= d; it was a garage with an unfinished room above it. The owner of the property had been working toward building his retirement home on the property one step at a time. Mr. Maynard stated that= his involvement was to see about permitting a septic system on the property and= in doing so test pits were done; they were able to fit a conventional pipe and stone system. The other aspect of t= he Board of Health waiver was the location of the proposed well. The location was chosen (though it didn’t meet the well ordinance) because it overlapped numerous other wells in the general vicinity, therefore the overlapping area was precluded from development. Also, the neighboring property (also owned by the applicant) had a drainage ditch and culvert and pipe approximately 15ft. from where the proposed well would be located, which would limit any septic system potential. Mr. Maynard commented that the lot contained suitable soils and lot area to fit a conventional system onto the property to meet the Town’s minimum of three bedrooms.

Mr. Lynde asked if the ap= plicant had a building on the adjoining lot. Mr. Maynard said the applicant’s primary residence was on an adjoining lot. Mr. Lynde ques= tioned if the owner was building a second residence on the proposed lot. Mr. Maynard stated that the owner’s goal was to downsize to the proposed lot in the future. He noted that the owner had a buil= ding permit for the structure on the proposed lot. He said the owner had been working= for five years to get to this point, the next step was to work toward the septic system portion. He commented = that the lot was adequate in size to support a conventional pipe and stone system. He said the structure= would be never more than a two-bedroom dwelling, but in order to meet the Town’s requirement, they had to do a (minimum) three-bedroom design.<= span style=3D'mso-spacerun:yes'>

Mr. McDevitt said before = he would approve the request, he wanted the opportunity to better understand the his= tory and see the building permit and Planning Department file. He said it might be to the applica= nt’s advantage to withdraw without prejudice.&n= bsp; Mr. Zarnowski felt the same.

Mr. Maynard asked if he c= ould request to be continued to the next available meeting rather than withdrawing. He said he would obtain copies of the information and provide such to the Board.

The Selectmen reconvened = their meeting. They asked Mr. Zarno= wski to remain for a discussion. <= /p>

Mr. Gleason said the Sele= ctmen had spoken in the past about delegating some responsibility for Article K requests to Mr. Zarnowski. He= said Mr. Zarnowski provided a recommendation to delegate the requests for year-r= ound and replacement of existing systems. Mr. Zarnowski believed the Board should have input regarding the sma= ll lots. He had no objections to handling anything that was already developed with an existing building (seasonal and year-round) and demonstrated that a health hazard wouldn̵= 7;t be created. With regard to conversions from seasonal to year-round, Mr. Zarnowski said there were a co= uple of benefits: 1) there would be a new (modern) system, and 2) they would meet the New Hampshire Department of Environmental Services requirements.

To clarify, Mr. McDevitt = said there were two things being discussed the first was granting Mr. Zarnowski = the authority to grant waivers for replacement of existing systems and second to grant waivers for systems required by conversion to year-round residency. He had no objection to granting Mr. Zarnowski those authorities. = Mr. Zarnowski suggested adding the word ‘residential’. He said he w= ould send a request to the Board in the event he wasn’t overly comfortable with a request, such as if a lot was a coffee lot. He said if an applicant objected t= o a particular decision, they would have the opportunity to bring it to the Boa= rd for an overall vote.

Mr. McDevitt noted that t= he case just heard by the Board of Health may not have come before them because the= re was a residential structure on the lot.&nb= sp; He said they could delegate the responsibility for waiver of replace= ment of existing systems. Mr. Have= rty agreed.

MOTION:

(McDevitt/Haverty) To delegate to Mr. Paul Zarnowski (Deputy Health Officer) the authority to waive Article K requirements for replacement of existing septic systems.<= span style=3D'mso-spacerun:yes'>

Fire Station Round = Table Discussion Follow-Up

Mr. Gleason wanted to the= know the progress that had been made relative to the action items assigned and questioned if Mr. Gaydos needed any direction before the item was brought b= ack for full discussion.

Mr. Gaydos said Roland So= ucy had taken the last fire station design (ICF design) and would try to replicate = it with a steel frame structure. Once it was received, Mr. Gaydos would like to take it to an architect. There was an architect in Town who offered to volunteer some ideas. He asked for the Board’s permission to approach them to explain the differences (pros/cons) between the ICF and steel frame buildings. He said in the event the project wasn’t approved, or if construction went into the winter, he would al= so like to request a cost for a cement slab with a weather tight, heated build= ing for the ambulances.

Mr. Lynde believed there = was some discussion regarding the need for some foundation work for a steel building. Mr. Gaydos said if = the steel building required it, the company would do it. He said Mr. Soucy was going to a s= teel company, who would in turn bid it out.&nbs= p; Mr. Lynde questioned how much it would cost. Mr. Gaydos said Mr. Soucy indicated there would be no cost to get the proposal. He said possibly Mr. Soucy or Trid= ent could look at the building and point out the pros/cons of the two buildings.

Mr. Gleason’s conce= rn (along with the Fire Chief) was a steel structure not supporting the bay ar= ea without some reinforcement. He wanted to make sure that the integrity of the design wasn’t sacrificed. He wanted to have= some one review to ensure that they weren’t making trade-offs of functional needs to satisfy a different building.&nbs= p; Mr. Gleason was looking for outside expertise to review the buildings.

Mr. McDevitt didn’t= know why they needed the expertise yet. He didn’t want to spend any money now for something they could= get free. He believed they were t= oo early in the process. He ques= tioned if it was difficult to get a rough estimate. Mr. Gaydos said he didn’t ha= ve a design yet and wouldn’t know if it would meet the needed specificatio= ns until the Fire Chief and Selectmen reviewed it. He said he didn’t know who w= ould be involved until they knew what the building would be. He wanted to have the people lined= up to answer questions when the time came.

There was a brief discuss= ion regarding the alternative buildings reviewed at the roundtable meeting. Mr. McDevitt felt it was important= to obtain topographical information for Newcomb Field.

Mr. Viger questioned if T= rident was being utilized to explore steel buildings. Mr. Gaydos said he hadn’t en= gaged them because he wasn’t sure what direction the Selectmen wanted to go. He said he would like to = see what they got for a design and to what level of detail it would be.

Mr. Gleason said there wa= s a consensus to allow Mr. Gaydos to proceed.&= nbsp; Mr. Gaydos said he had a meeting scheduled with Trident to review wi= th them the other plans (done a couple years ago) for a building in back of the fire station.

2012 Budget Objecti= ves

Mr. Gleason said one of t= he recommendations made during the fire station roundtable discussion was to pursue putting the fire station in the operating budget. He said if the Selectmen were to d= o so, they should look at minimizing the effect elsewhere in the budget. He felt it was important to determine how vigorously they wanted to pursue the fire station. <= /span>

Mr. McDevitt felt that ty= pe of discussion was a little early. He said they talked about using the fund balance and doing other things and fe= lt it was worthy of further discussions. Mr. Gleason noted that the budget process was coming quickly and the Selectmen should start thinking about what they would tell the departments = to do with their budgets. Mr. Mc= Devitt said his question was what the state would do with sending costs down to the Town. Mr. Gaydos discussed the situation with the state and suggested that the Town proceed with the assumption that the state wouldn’t give them anything.

There was a brief discuss= ion regarding the budget procedure. Mr. Gleason suggested that the Selectmen discuss the topic further at an upcomi= ng meeting.

Limits of Municipal Liability Agreements Review & Possible Vote

The Selectmen reviewed the proposed Limits of Municipal Liability Agreements. The agreements had been previously reviewed by legal. The Select= men concurred that the agreements would be standard forms to be used.

TOWN ADMINISTRATOR’S   /=    SELECTMEN REPORTS=

Mr. McDevitt said a lette= r had been received by Steve Keach of Keach-Nordstrom (Planning Board’s engineering review firm) relative to Old Bridge Street, some flooding and making recommendations about paving. He said now that the paving season had started, he asked that an agenda item be added for a discussion before any paving is considered for Old Bridge Street.

Mr. Lynde, Mr. Viger and = Mr. Haverty had no reports.

Mr. Gaydos stated he met = with Sara Landry, the new Senior Center Director who would start May 16, 2011. He said the Selectmen would need t= o hold a public hearing because Flag Football donated $4500 for field repair/improvements at Ly= ons Park.

Mr. Gleason stated that t= he Assessing Assistant Susan Snide was able to secure a training session in Pe= lham on June 16, 2011= from 9am-12pm for = Selectmen and appointed officials from around the state. He read aloud the descriptio= n of the session. Mr. Gleason said= there had been a discussion by the Seniors to add a patio to the new addition whi= ch will provide access to the rear of the building; the Council on Aging has accept= ed the responsibility to pay for it. He ended by reporting that the VFW held a function to recognize seve= ral Town employees for their contributions to the Town.
