MINUTES REVIEW

Mr. Gleason reviewed his suggested amendments to the July 10, 2012 meeting minutes.

Mr. Haverty commented tha= t he was absent for the J= uly 10, 2012 meeting but believed he was not required to abstain. He indicated he had read the minut= es and had no changes. He said he wa= s able to vote on the meeting minutes. Mr. Gleason asked Mr. Gaydos for confirmation, who was unable to comment. Mr. Haverty suggested postponing t= aking a motion at the present meeting. &nbs= p; The Selectmen will review the July 10, 2012 minutes at a later meeting.

The Selectmen postponed r= eview of the July 17, 201= 2 meeting minutes. There was a = not a quorum of those Selectmen in attendance of the July 17, 2012 meeting to be able to vote= at the present meeting.

APPOINTMENTS

Zack Johnson, Eagle Scout Candidate – Discuss Potential Ea= gle Scout Project

Mr. Gleason had previousl= y spoken to Mr. Johnson and indicated to him that the present meeting was to communi= cate the intent of the project and solicit input so he could come back at a later date to seek approval.

Troop 610 Eagle Scout Can= didate Zack Johnson came forward to discuss the proposed Eagle Scout project. He would like to create a monument= that was recognized by the Town and that incorporated the Town, Scouts and the schools. An artistic renderin= g was displayed for review. Mr. Joh= nson explained the design as being a monument containing three ‘wings̵= 7;; these wings would represent the Town, School and Scouts. The ‘wings’ would be connected in the center by one main pole and one circular piece holding it together. He discussed with t= he National Art Honor Society of Pelham High School (in which Mr. Johnson was a part of) if they would have their outgoing Seniors from every year come in = and paint the monument something new making it so Pelham had an ever-changing monument/piece to recognize. A possible location was at the Pelham Library so the monument could be seen by the residents.

Mr. Viger asked for the r= ough dimensions. Mr. Johnson repli= ed that the pole going into the ground was 8ft. in height. The wings would be approximately 5= ft. in height by 4ft. wide.

Mr. Haverty said the usual project reviewed were things such as bridges, benches and items a little mo= re conventional. He said the des= ign was unconventional and didn’t appear to be an easy engineering effort. He asked Mr. Johnson = if he had constructed anything similar in the past. Mr. Johnson was well aware of the complexity of the project and had done sculptures and similar projects. He noted that his uncle was a cont= ractor and would be able to discuss the idea and security of the piece. Mr. Haverty discussed the problems= with deterioration and vandalism that could occur with having this type of structure. Mr. Johnson was comfortable that the structure would be sound in terms of engineering.

Mr. Gleason asked Mr. Joh= nson to discuss the base of the monument. Mr. Johnson explained the two manners in which the monument could be secured; 1) a permanent base using sono tubes, or 2) a base similar to a Christmas tree, using a pin to secure it, which would also give it the abil= ity to be moved. It was Mr. Gleason’s understanding that the National Honor Society was in suppor= t of the project and would be committed to annual maintenance and conveying an i= mage of Pelham as time went on. Mr. Johnson replied that the National Honor Society President and teacher that = ran it felt the project was a great idea and would love to come in every year w= ith the outgoing Seniors maintain the monument. He stated he had the full support = of the National Honor Society. Mr. G= leason asked if there was a reason the monument wouldn’t be appropriate on a school property. Mr. Johnson thought about the Town property because he felt more people would be able to see the monument on Town property versus School. Also being on Town property it may= not be vandalized as easily.

Mr. Gleason said he would= like Mr. Johnson to come back with a presentation for the full Board.

Mr. Haverty confirmed that materials would be provided by Mr. Johnson. Mr. Johnson said he had a list of materials and the associated costs and has remained in contact with Pelham Building Supply regarding such. He has started fund raising activities.

Mr. Viger asked for the p= roject time frame and questioned if it had already been approved by the Scout Council. Mr. Johnson had not = yet brought the project to the Eagle Scout Board because he wanted to make sure= it was a project the Town would allow him to do. He was hopeful to begin the project prior to this fall and believed at most it would take a week to construct w= ith the help of the Scouts and the National Art Honor Society.

Mr. Gleason suggested Mr.= Johnson return with a detailed presentation for the full Board. He hoped the question regarding Pe= lham Hardware would be resolved at that time.&n= bsp; Mr. Johnson said the proper forms for the project would be completed= and submitted for review.

Library Renovations – Project Management Discussion

Mr. Gaydos said one issue= the Selectmen discussed was who would oversee the actual work at the Library be= cause there would be a lot of coordination with the Fire Department. He said the Board wanted someone familiar with construction to oversee the project; the Building Inspector Roland Soucy would be happy to do so. Mr. Gaydos said he asked Mr. Soucy what the anticipated time/cost wo= uld be. Mr. Soucy indicated to hi= m that the timing would probably be 15hrs-20hrs.&= nbsp; Mr. Gaydos recommended to the Selectmen that they engage Mr. Soucy to oversee the project and budget no more than $1500 for engaging him to do th= at job.

Mr. Gleason questioned wh= ere the funds would come from. Mr. Ga= ydos said if the Board approved it he would ask the Library to increase their bu= dget by $1500. He said the Library indicated they had more than sufficient funds in the Trust to cover the cost. He believed it would be= well worth it because he didn’t want any unintended consequences. He learned from the Fire Inspector= that there could be unintended consequences if certain things weren’t chec= ked out ahead of time and someone wasn’t overseeing to ensure the work was being done per the specifications. There was no objection to Mr. Gaydos going to the Library Trustees regarding the project as discussed.

2013 BUDGET REVIEW

Cable/PTV – Jim Greenwood

2013 Budget request: $96,= 460, constituting a 1.31% increase over last year. 2012 Operating Budget: $95,209.

Salaries – Contract= ual increase for Manager; longevity increase for Manager and Assistant;

Supplies (overall decreas= e of $25)– Increase for Blue Ray DVD, decrease from eliminating Mini

DV tape, increase 9-volt batteries;

Telephone – increas= e for Comcast/Studio;

Mr. Greenwood said if the Selectmen wanted the budget to be at zero growth, he could take approximate= ly $1200 out of the Repairs line, though it might hurt him a bit next year. He discussed the experiences he ha= d with repairs during the past year.

Mr. Viger encouraged Mr. Greenwood to retain the repair money in the budget and speak to the things = he did and how the money was used. Mr. Greenwood believed the repair money would be useful next year and spoke of = the repairs encountered in the present year.&n= bsp; Mr. Haverty asked Mr. Greenwood if he felt he would go through $6000= in the next year. Mr. Greenwood answered yes.

Mr. Gleason asked how muc= h money was available from the Comcast contract.&n= bsp; Mr. Greenwood believed there was approximately $5,000-$6,000 remaini= ng in the grant; there was supposed to be an additional $10,000 (+/-) coming f= rom money Comcast owed the Town. = He believed in two years the Town would receive another $30,000 (+/-) to help cover for another two or so years. <= /span>Mr. Gleason questioned where the Town stood relative to resolving the issues wi= th Comcast contracts. Mr. Gaydos stated they had an appointment this week; the attorney is going to be follo= wing up.

Fire Department / Emergency Management – Fire Chief Jim Midgley, Office Manager Lisa Owens

Emergency Management

2013 Budget request: $14,209. 2012 Operating Budge= t: $8,809

Salaries line was broken = into two sections – Fire Chief OT / Office Manager OT. The money spent during

an emerg= ency is later reimbursed by FEMA;

Supplies – kept ope= n with $1 placeholder;

Telephone – increas= e to purchase Verizon hot spots that allow the department to connect into the cellular

system a= nd keep communications open with the State;

Gas/Oil, etc. – kep= t open with $1 placeholder;

Equipment Repairs –= cistern repairs was increased due to two failed cisterns;

New Equipment – dec= reased and kept open with $1 placeholder

Mr. Viger asked about the= status of the supplies that the department ‘inherited’ and if they were able to be utilized. Chief Mi= dgley replied they were conducting a cycling process. All of the IV supplies were refres= hed every year. There are certain supplies that expired on the shelf; there was nothing the hospitals or department’s vendors could do. However there were still a lot of those supplies that were still wit= hin date.

Mr. Haverty questioned if= the cistern replacement/repair was classified in the correct category. He said it seemed to be more of a = fire department function rather than emergency management. Chief Midgley said cistern mainten= ance had historically been placed in Emergency Management because it was an ‘all hazard’ approach. He said cisterns were considered Town equipment that was related to = fire service and that serviced the community.&n= bsp; Mr. Haverty suggested identifying a replenishing funding source for cisterns and placing them on an inspection/repair cycle. They could then be taken out of Emergency Management. Mr. Gay= dos commented that the problem with cisterns was not knowing how many could have problems. He posed the questi= on if the Town could take a portion of the FEMA Fund and set it up for cistern maintenance/repair, or in general for emergency management. Mr. Viger wanted to know if a capi= tal reserve fund could be funded with the FEMA money. Mr. Gaydos said it would have to b= e done through Town Meeting.

Mr. Gaydos asked what the= average age of the cisterns were in Town. Chief Midgley replied they started putting them in approximately 15 = year ago. He outlined the potential costs in the event there were problems.&nb= sp; Mr. Haverty questioned if there was an inspection process for cisterns. Chief Midgley answe= red yes and summarized the work conducted during inspections, which was how they determined what needed to be placed in the upcoming budget. He noted they h= ad no way of determining when a tank would fail; they found out when the ciste= rn was opened. Mr. Gleason inqui= red if the known repairs could be done using FEMA funds such as was done last year= and then come up with a plan relative to designating certain FEMA funds as cist= ern repair funds under a capital reserve to fund future years. After a brief discussion the= re was a consensus that the cistern repairs should be funded out of the current bu= dget and then look toward having a warrant article in 2013 that designated some portion of the FEMA funds as cistern maintenance upkeep.

The Selectmen approved (authorized) Mr. Gaydos to fund the cistern repairs now, out of the FEMA fu= nds; the Selectmen would have a future discussion about establishing a warrant article for a capital reserve fund.

Fire Department

2013 Budget request: $1,8= 92,326, constituting a 2.8% increase. 2012 Operating Budget: $1,839,187.

Salaries – decrease= due to a change in employees;

Supplies (including ambul= ance, fire, office, computer, hazardous materials) – the budget lines indic= ated

increase= s and decreases throughout;

New Equipment – inc= rease in various items.

Expenses –

Misc./Specials -

There was a brief discuss= ion regarding the decrease in salaries and the number contained in the overtime columns. Chief Midgley outlin= ed the educational line items and the manner in which training would be conducted = in the coming year.

Mr. Viger recalled there = had been some problems with equipment failure last year (i.e. batteries, defibrillat= or) and asked if everything was now working. Chief Midgley said he would be coming in with a warrant article beca= use they were due for replacement. Mr. Viger said his attitude in the past few years (and the Budget Committee see= med to have joined in) was if there was a level of service that has been approv= ed and created, it should be able to be replaced in the budget rather than com= ing in for new items in a warrant article.&nbs= p; Chief Midgley questioned if the Selectmen would like to see items, s= uch as the needed monitors, included in the budget. Mr. Viger answered yes. Mr. Gleason said that was a discus= sion during last year’s budget review.&nb= sp; Mr. Viger said the line they had taken was when there is a level of service that was voted on and approved; having that item in the budget woul= d be considered maintaining that service, not adding new equipment. This approach has been taken with = other departments such as Highway Department, Transfer Station.

Chief Midgley indicated G= lobe Turnout Gear (under Supplies) had a life expectancy of 10 years. There were a number of pieces in t= he department that were approaching that 10 year mark, which is why the fire supplies line had such an increase. Mr. Gleason asked if there was a market for the old gear, or if it w= as just disposed. Chief Midgley = said the retired gear was shipped to third world countries (through a relationsh= ip with the New Hampshire Fire Academy) who have no gear at all.

Chief Midgley reviewed th= e line items in the equipment rental, repairs and new equipment lines and the need= for those items.

Mr. Lynde arrived.

New Fire Station Change Orders

Chief Midgley told the Se= lectmen a Fire Station construction meeting had been held earlier in the day with t= he members of the team and a couple items had come up. The following change orders needed= the Selectmen’s signature to be able to proceed:

1)&n= bsp; Change in some of the holding tanks – by maki= ng the changes there was a cost savings of $1,517;

2)&n= bsp; Changes made to the front door and installation of = automatic ADA doo= rs – cost increase of $2,900;

3)&n= bsp; Increased size of shower stall – cost increas= e of $274 (specific to materials);

4)&n= bsp; Add/Alt. item – to put additional parking spa= ces back into the plan for employee training and for public use during large events. The work can be done with no impacts to lighting or drainage swales/areas planned out – cost increase of $11,176.

Mr. Gaydos stated that th= e total increase would be $12,845.

Mr. Lynde questioned wher= e the parking would be located. Chi= ef Midgley described the parking as being located at the end of the administra= tion side of the building going from a north position in a direct line to a south position along the leaching field. Mr. Lynde said he didn’t see that the project was significantly under budget in reviewing the spread sheet. Chief Midgley replied the budget presented was less than what had been allocated beyond the contingency, whi= ch they have gone into for other unforeseen items that came before the Board.<= span style=3D'mso-spacerun:yes'> He said they were under budget at = this point; the proposed cost increase would not overrun the budget. Mr. Lynde asked if there was still= a significant amount remaining. Chief Midgley paraphrased the construction manager by saying we’re under budget, but you never know what’s going to happen tomorrow. This is = why the smaller cost increases were being reviewed. Chief Midgley stated he had confid= ence that the project would not go over budget.=

Mr. Viger cautioned any o= ver runs or change orders added to the project.&nbs= p; He would rather come in below budget rather than adding items they didn’t anticipate that would spend the money.

Mr. Haverty didn’t = feel the proposed items would be considered exorbitant; they were alt/adds, things t= hat were taken off initially to try to get the project under a certain dollar figure. Now that there is a b= etter idea of the project scope/cost and there was a little ‘breathing room’ some of the items (initially thought to be essential) could be added back. Mr. Haverty felt = the items discussed were essential and worth being added back in.

Mr. Gleason’s revie= w of the budget indicated that the architect fees looked like they would be under expended. Mr. Gaydos agreed.<= span style=3D'mso-spacerun:yes'> In listening to what the Chief sai= d, Mr. Gleason said there was an identification of some items that were originally= in the plan and had been put aside on the contingency that if funds were found, those items would possibly be funded. He said the items weren’t new additions because funds were available, but rather an opportunity to put in things that were taken out because they were conscious of the costs.&= nbsp; Mr. Viger agreed with adding the items, but wanted to make a stateme= nt that they were aware of those items being added and they wouldn’t inc= lude frivolous things.

Mr. Gleason recalled from previous discussions that they were going to establish a change order log f= or the Selectmen to review. He a= sked that the log still be drafted, even though the Chief came in to present the items. Mr. Gaydos said the ch= ange orders were received earlier in the day; a log with back up information wou= ld be made available.

Mr. Lynde asked how the p= arking spots would be accessed. Chief Midgley shared a site plan and pointed out where the Village Green access w= ould be located. He said cones wou= ld be used to limit access to the back area of the station. Mr. Lynde agreed that there was ne= ed for parking, they saw it when the concert were occurring.

Mr. Gleason thanked the C= hief for meeting with the Selectmen.

Town Buildings – Tom Gaydos

Mr. Gaydos provided the S= electmen with samples of tile with different textures. He said they had a problem when th= ey put the regular VCT tile down at the Police Department. He said they were looking for some= thing that would be a little more skid resistant. Mr. Gaydos and the Chief plan to v= isit a facility that has the tile in use. He spoke about the problems with some ti= le material being very slippery and dangerous when wet.

2013 Budget request: $578= ,862, constituting a 10.28% increase over last year. 2012 Operating Budget: $524,902. .

Mr. Gaydos discussed the = biggest increase in the budget which was under New Equipment – telephone system. He said the current s= ystem was eight years old and had been purchased at that time used through Nortel. He said Nortel no lon= ger supported the product. He said phones were an emergency-type item for which consideration could be given to using FEMA funds to purchase them. However, he placed the phone system in the budget. He said if parts break they would = have access to some parts, but if the software failed the Town would be without a phone system. He believed the system lasted well, but it was time for it to be replaced.

Mr. Haverty asked which d= epartments used the phones. Mr. Gaydos s= aid the Town Hall, Police, Fire, Library and Senior Center were linked into the same phones. Mr. Haverty questioned how the replacement process would be conducted. Mr. Gaydos said th= ey would review alternatives and speak with vendors; copper lines would still = be needed because of the Police and Fire Departments.

Mr. Lynde wanted to know = who would provide the best advice. Mr. Gaydos said they would speak with vendors; Mr. Victor Danevich (who keeps t= he technology plan on point) was familiar with different systems. Mr. Lynde asked if the phones were impacted by the roundabout project or relocation of the fire station. Mr. Gaydos answered no.

Mr. Gleason asked if the = phones were part of the technology plan. Mr. Gaydos answered no. Mr. Gleas= on wanted to know what the technology plan funds in the budget would be used for. Mr. Gaydos said he hadn’t yet received the update to the technology plan. Mr. Gleason wanted to take a criti= cal look at the technology plan to see if some of those funds could be used to = help offset the cost of the phone system. Mr. Haverty would like to keep the two items separate. He said the phones were part of the technology plan and would like to put a process in place so they could iden= tify a new system and get it at a competitive price.

The Selectmen reviewed the proposed budget.

Mr. Gaydos said he increa= sed the electricity based on the fire station being bigger and not knowing if there would be a rate increase. He reviewed the remaining line items. <= /span>

SELECTMEN’S = / TOWN ADMINISTRATOR REPORTS

Mr. Lynde said the third = concert in the series was well attended. The next concert would be August 8, 2012; the group was one who specialized in children’s music.

Mr. Haverty and Mr. Viger= had no reports.

Mr. Gaydos said the Depar= tment of Transportation was changing their notification method regarding the Highway Block Grant and would now notify the Town twice a year (on their fiscal year July-June). He said they had indicated the Town would receive less than what was projected over the fisc= al year.

Mr. Gaydos reported that = the fire station site clearing had continued and the foundations had begun to be set. He was told once the for= ms were up and they started to be filled with concrete the building would go up very quickly.

The Selectmen were given correspondence to review and discuss at an upcoming meeting.

Mr. Gleason asked if the = new budget from the county showed an increase or decrease from last year. Mr. Gaydos said he would review th= e information; he wanted the Selectmen to be aware it had been received. He noted that the prisoner work pr= ogram had been discontinued. He con= tacted Sheriff Hardy to see who he should speak with to possibly pay for the servi= ces by reimbursing the county for their costs.= Mr. Gleason questioned if the Meals of Wheels program had also been cut. Mr. Gaydos would find ou= t.

Mr. Gleason said he, alon= g with Mr. McDevitt, Fire Chief Midgley, Police Lt. Gary Fisher and Planning Direc= tor Jeff Gowan met with the state and federal authorities at the intersection of Route 38 and Old Gage Hill= Road to observe the traffic study with the Nashua Regional Planning Commission.<= span style=3D'mso-spacerun:yes'> He said there was a pre-meeting, a= site visit and evaluation meeting to discuss recommendations. He said it was a useful meeting and believed it was a consensus that the intersection was a bad situation. He suspected the state would get b= ack to the Town in the near future with a list of recommendations, as they did wit= h Sherburne Road, on how to improve the situation.

Mr. Gleason reported ther= e would be a household hazardous waste and electronic collection on Saturday, August 4, 1012 bet= ween 8am-12pm at the Nashua Publi= c Works Garage, 9 Stadium Drive, Nashua. The residents of Pelham are invite= d to attend; the cost will be $10 user fee per vehicle that will cover up to 10 gallons or 20lbs. Additional charges for electronics recycling. <= /span>

· Ob= tain status regarding Young’s Crossing and the flashing sign on Route 38/Gage Hill Road/Ledge Road intersection and from Police Chief. (8/9/11 Mr. Gaydos had a discussion with Police Chief= Roark regarding the flashing light and there may be less expensive alternatives.<= span style=3D'mso-spacerun:yes'> The Chief has requested a meeting = with the DOT district for Pelham)(8/30/11 – correspondence received from State – Mr. Gaydos to work with Police Chief Roark to compile accident statistics) / 10/25/11 – Mr. Gaydos said Chief Roark was heading this up – the same type of study = is being done at the Sherburne Road intersection.; 1/17/12 – still worki= ng with intersection (with state) in conjunction with Sherburne Road.

· Mr. Gaydos to research if there is legislation pertaining to dam water releases= for a future agenda item (8/30/11 –Mr. Gaydos working on response regarding dam water releases and hope= d it would also address the flood ordinance Mr. Gowan was working on)/ 10/25/11 – Mr. Gaydos said there was wording, but it didn’t have suffici= ent ‘teeth’ – an agenda item will be scheduled for Selectmen discussion; 1/17/12 – at a standstill between what the state is willi= ng to do and what the Town would like them to do. Mr. Gaydos felt the flood study wo= uld aid in an outcome. =

· Addition to Department of Transportation lis= t of questions – if the 6-8 parking spaces on Main Street will be replaced (for the Congregational Church);

· The Selectmen will compile a list of importa= nt items for Mr. Haverty (BOS School Rep.) to discuss with School Board;
