TOWN HALL CLOSED TO THE PUBLIC BEGINNING FRIDAY, MARCH 20, 2020 (UNTIL FURTHER NOTICE)

Town officials are closely monitoring the COVID-19 situation and making adjustments to our Town operations as the pandemic changes, often on a rapid basis. We are committed to the continued health and safety of our residents as well as our employees and we want to do our part to reduce the risk of the spread of the COVID-19 virus. To that end, per the Board of Selectmen, effective Friday, March 20, 2020, all Town offices will be closed to the public until further notice.

While we are closed to the public, we are still staffing our offices and working to deliver the best services we can to the residents of Pelham during these difficult times. We will continue to operate through electronic services, as most interactions and transactions for our residents can be done online or arranged via phone, or by email. For those transactions that cannot be handled remotely, residents may call ahead to one of our offices where someone will be able to assist you either “curb side” or by appointment with the appropriate Town personnel to complete your transaction. Our staff will be working on-site, as well as remotely when and where appropriate so we can continue to be at your service.

PUBLIC MEETINGS: The March 31, 2020 Board of Selectmen meeting is still scheduled at this time and will start at 6:30PM. The existing law under RSA 91-A, the Right to Know Law, supports a board, committee or commission chairman taking steps to adjust to the challenges presented by conducting public meetings during the disruption presently being cause by the virus. We are evaluating all of the necessary steps to ensure that if in person meetings are held, they will be conducted in the safest possible way for our citizens, board and committee members. All remaining Town board and committee meetings are under review and additional information will be forthcoming about meetings in April and beyond.

FIRE DEPARTMENT: The Fire Department will continue to serve the residents of our Town on a “business as usual” basis; however, we ask that you please keep all non-emergency calls to a minimum so that they may devote their time to those residents in need of emergency services. Effective immediately, the Fire Department will have limited public access. POLICE DEPARTMENT: The Pelham Police Department is implementing some changes in how they will respond to and handle daily calls for service. Effective immediately, when feasible, the police department will be limiting face to face interactions with the public and public access to the police station will be limited. Any serious or in progress crimes will be investigated in person immediately. All emergency calls will be responded to immediately. 

Please contact the police station at (603) 635-2411 for all non-emergencies rather than walking in to file a report. Officers have been instructed to take reports that are less serious in nature over the phone. We will utilize our email system for written statements and photographs of minor property damage. If you do come to the police station lobby you will interact with officers via a lobby telephone. When appropriate, officers will keep approximately 6 feet away from citizens if they have to investigate a crime in person. The Police department will not be providing employment related fingerprint services at the station, conducting car seat installations, and will not be responding to assist with VIN verifications until further notice.

Please know that police department is open and functioning to full emergency response capacity 24 hours per day, 7 days per week during this crisis. If you need emergency police services, CALL 911. HIGHWAY/TRANSFER DEPARTMENTS: Both departments will continue to operate under normal conditions and normal hours of operations. However, the hours of operation for the transfer station may be subject to change. Transfer station staff may direct traffic to manage efficient and safe access. Effective Tuesday, March 23, 2020, the Transfer station will only accept single stream and household trash (No electronics, freon, furniture, propane tanks, tires or metal). Transfer station employees will assist citizens by removing single stream and trash from the citizen’s vehicles for disposal. Citizens will be asked to remain in their vehicles at all times while at the transfer station to minimize the risk of exposure to the COVID 19 virus.

“HOW TO” COMPLETE TOWN BUSINESS TRANSACTIONS

The following is a list of the transactions most often performed for our residents in our Town business offices, and directions as to how each may be accomplished until the COVID-19 crisis passes and we can safely re-open our doors. Transactions are listed by department.

TOWN CLERK: Transactions by appointment only. Email Town Clerk, Dottie Marsden, at dmarsden@pelhamweb.com or call 603-635-2040. We are evaluating appointments case by case, measured based on the urgency of each matter.

Due to a recent change in the NH DMV hours, effective Monday, March 23, 2020, the Town Clerks office will no longer be open Tuesday evenings. Our new hours of operation are as follows:

Monday through Friday: 8:00 AM to 4:00 PM.

Notary Services: Notary services are suspended until further notice.

Marriage Licenses: By appointment only. Any marriage ceremonies perform on Town property will be conducted outside of Town hall.

Vital Records: Records request (Marriage, Death, Birth, and Divorce Certified) by online or mail in only. We will mail the certified records directly out to you.

Auto Registrations - New/Transfers: Obtain a 20-day temporary plate from any NH DMV by appointment only. Please visit www.nh.gov/dmv to see the press release from NH DMV regarding this. Note, the Governor has authorized an extension for 20-day temporary plates that were issued after March 1, 2020- they will be given until April 30, 2020 to register their vehicles. If you need to come to the Town Clerks office to obtain a new/transfer registration, please call for an appointment.

Auto Registrations- Renewal: by visiting www.pelhamweb.com and select “Online Payments” and follow the payment links. Process online and your registration and decals will be mailed directly to you. You can also mail-in your renewal reminder along with a check. We will mail your completed registration and decal directly to you.

Boat Registrations: By mail only. There will be an additional $5.00 fee added to the check for the Town of Pelham.

Dog Registrations - New dogs: If you have received a letter from us you can register the dog on line  at www.pelhamweb.com and select “Online Payments” and follow the payment links or by mail. All other new dog registrations must be done by appointment.

Renewals: Online or mail option only.

Voter Registration / Election related transactions: Email Town Clerk, Dottie Marsden, at dmarsden@pelhamweb.com or call (603) 635-2040 for further information. Curbside service will be provided based on urgency.

The Town of Pelham is extending the deadline for filing of Personal Credit & Exemption applications until June 1, 2020. This is done in compliance with state laws and administrative rules: RSA 72:33, BTLA rules 102.02 and DRA Administrative Rule Rev 401.01. Which state in part: If any person... was prevented by accident, mistake or misfortune from filing a permanent application on or before the April 15 deadline of the year in which the exemption is to begin.  

JUNE 1, 2020- EXTENDED DEADLINE FOR APPLYING FOR ELDERLY, BLIND, SOLAR & WOOD ENERGY EXEMPTIONS AND VETERANS', ALL VETERANS' AND DISABLED VETERANS' TAX CREDITS.

PLANNING DEPARTMENT: Residential and commercial building inspections will continue but will be prioritized for inspections related to life-safety (gas piping, furnace and water heaters, etc). For the time being, while most outside inspections will proceed, no inspections of occupied structures will take place to limit potential virus transmission between citizens and inspectors. Building permits: Permit applications are available on the Town website www.pelhamweb.com/planning-department and click on "Forms, Applications and Guidelines" on the left side of the page. Payments will be accepted by mail or delivered by appointment only. Mailed payments can be made by check but in-person payments will be by appointment and accepted by credit card only. Should you need to drop off plans or applications, please contact staff at (603) 635-7811.

Building plan reviews: Plans will be accepted via e-mail or mail. Questions regarding applications should be asked via e-mail or phone as described above. Only if deemed necessary by the Planning Director will in-person meetings with individuals be arranged and only by appointment. 

To file land use board submissions (including Planning Board, Zoning Board, Conservation Commission), or to review property files , site plans, subdivision plans, etc., please contact the Planning Office at (603) 635-7811 or planningdepartment@pelhamweb.com.   Be advised that due to the evolving nature of this pandemic, it is uncertain when land use board meetings will be held. While the Town will try to hold land use board meetings as noticed, it is possible postponements may occur. As posted meeting dates draw near, please call or e-mail the Planning Department for specific information as it unfolds.

HOBBS COMMUNITY CENTER (SENIOR CENTER): Due to the current community health challenges the Hobbs/Senior Center will be closed until further notice. If you are a senior citizen and have a non-emergency issue and are seeking information on elder care services or needed support, please contact Director Sara Landry via email at: slandry@pelhamweb.com or call (603) 635 3800.

PELHAM PUBLIC LIBRARY: Due to the current community health challenges, the Library will be closed until further notice. Curb side pick-up of books is currently available by contacting Library Director Greg McClay at gmcclay@pelhamweb.com or by calling (603) 635-7581.
