Capital Improvements Committee

Purpose

The Capital Improvements Plan (CIP) Committee plays a key role in planning for Pelham's future infrastructure and capital needs. Originally re-established by the Planning Board in 2012, the committee is responsible for developing and maintaining a long-range plan for major municipal and school-related projects.

The CIP is a multi-year planning tool that identifies proposed capital projects, associated costs, recommended funding timelines, and a priority rating for each item. Projects must have a minimum cost of $75,000 and a useful life of at least three years to qualify.

Why the CIP Matters

Although the CIP is an advisory document and does not authorize spending, it serves several important functions:

Informs Budgeting

Guides the Board of Selectmen, Budget Committee, and School Board in annual budget development (RSA 674:5-8)

Promotes Tax Stability

Helps manage capital expenditures in a way that minimizes dramatic increases in property taxes

Supports Planning and Coordination

Aids department heads, boards, and committees in aligning and scheduling projects efficiently

Enables Impact Fee System

Provides the legal framework necessary for implementing and updating development impact fees

Ongoing Updates

The CIP is updated annually based on submissions from Town departments, the School District, and the Library Trustees. It ensures Pelham continues to address long-term infrastructure needs while planning responsibly for future growth.
