The Town of Pelham, Hillsborough County, New Hampshire is requesting bid proposals for the following project:

Bridge Replacement Project

Willow Street over Beaver Brook

NHDOT Bridge No. 105/069

NHDOT Project No. 26762

Willow Street over Beaver Brook is located in the Town of Pelham, New Hampshire.  The project consists of the replacement of a 39-foot steel beam bridge with a new 100-foot steel girder bridge with a concrete deck.  The project also includes the reconstruction and alignment of approximately 825 feet of roadway and incidental work. 

The Town will award the Contract to only one responsible Bidder, based on the lowest responsive sum of the bid prices. Contractors must have a current registration of good standing with the Office of The Secretary of State to do business in New Hampshire and must be on the NHDOT’s list of prequalified contractors in the bridge classification.

Sealed proposals must be received in hand on or before 2:00 p.m., Friday, April 27, 2018 at theSherbune Hall, 6 Village Green, Pelham, NH, 03076 at which time the bids will be opened and read aloud at the above address.  The exterior of all envelopes containing bid proposals shall be clearly marked "Bid for Willow Street Bridge Replacement Project, NHDOT Project 26762.”

Bid documents may be purchased for a non-refundable fee from Spiller’s Reprographics, 880 Second Street, Manchester, NH 03102 (Phone 603-644-3336).  Partial sets will not be distributed.  All requests for shipped documents must be accompanied by an additional fee to cover the cost of postage and handling.  All bidders must provide their contact information to Spiller’s Reprographics to be registered to receive issued Addenda, if any.

Quantum Construction Consultants, LLC is the Engineer and Issuing Office for this Project.  All communications shall be directed to this office.  Bidders inquiries to meaning or intent of the Bidding Document shall be submitted in writing at least five days before bid date.

 

Bidders must satisfy themselves of the accuracy of the estimated quantities in the Bid Schedule by examination of the site and a review of the drawings and specifications, including Addenda, if any.  After Bids have been submitted, the Bidder shall not assert that there was a misunderstanding concerning the quantities of Work or the nature of the Work to be done.

All Bids must be made on the required Bid Form.  All blank spaces for Bid prices must be filled in, in ink or typewritten, and the Bid Form must be fully completed and executed when submitted.  Only one copy of the Bid Form is required.

Bids must be accompanied by a bid security in the amount of five percent (5%) of the bid amount.  Performance and Payment Bonds will be required upon award of Contract.

The Town of Pelham reserves the right to reject any or all Bids, or any part thereof, to waive all formalities or informalities and to reject the Bid of any Bidder whom it finds, after reasonable inquiry and evaluation, to not be responsible.

Any Bid received after the time and date specified shall not be considered.  No Bidder may withdraw a Bid within sixty (60) days after the actual date of the opening thereof to permit public funding of the project.  Should there be reasons why the contract cannot be awarded within the specified period; the time may be extended by mutual agreement between the Owner and the Bidder.
